Opis: | The diploma paper gives insight into the organization of the police, the work of police officers, and police authorizations. At the beginning of the diploma paper, the organizational structure of the police is thoroughly described. The paper continues to discuss the various laws, regulations and authorizations that police officers are bound by in their work. The central part of the diploma paper addresses the coercive measures used by police officers while performing their duties. Thus, the coercive measures are described in detail in the following ways: what they are, what kinds of coercive measures can be distinguished, when police officers are allowed to use them, which groups they are not allowed to use them upon, in which cases the use of a milder coercive measure is obligatory, etc. In the empirical part three main interests are dealt with, namely the use of physical force in the PU Ljubljana area, the use of handcuffing and other restraints in the PU Maribor area and the comparison of the use of physical force between these two police directorates. It is presented in the conclusion that the use of physical force in the PU Ljubljana area has been decreasing, as well as the use of handcuffing and other restraints in the PU Maribor area. Comparison between these two areas, which was carried out on the basis of statistical data, has shown that during a five year period the physical force in the PU Ljubljana area was used more often than in the PU Maribor area. Moreover, the findings of the diploma paper show that some definite solutions will need to be introduced, such as: longer training of rookie police officers, specialized trainings in the areas of the usage of physical force for current police officers, introduction of technical resources - recording devices, which would represent constant control over performing police duties etc. |
