Title:Hitra presoja in razvrščanje večjih nesreč z nevarnimi snovmi

Abstract:S hitrim razvojem in širjenjem industrije se večajo industrijska območja, na katerih so prisotne nevarne snovi. Kljub sodobnejšim varnostnim ukrepom in napravam so nesreče z nevarnimi snovmi še vedno prisotne. Za širšo družbeno skupnost so pomembne nesreče, ki lahko povzročijo večje posledice ljudem in premoženju, zato državne ocene tveganja vsebujejo scenarije, ki predstavljajo večje tveganje za nastanek nesreče. V diplomskem delu smo podrobneje raziskali metodo RRA (hitra ocena tveganja, ang. Rapid Risk Assesment), s katero lahko hitro in enostavno razvrstimo scenarije po prioriteti in s tem dobimo seznam scenarijev, ki jih je potrebno podrobneje analizirati. Metodo smo uporabili na treh scenarijih iz slovenske državne ocene tveganja (eksplozija, požar, izpust nevarne snovi) in na dveh primerih industrijskih obratov, ki imata večje tveganje za nesrečo. Rezultati kažejo, da lahko z metodo RRA približno ocenimo verjetnost in posledice nesreče. Rezultati, pridobljeni s to metodo, se dokaj ujemajo z državno oceno tveganja. Ocenili smo, da so bili v državni oceni tveganja izbrani relevantni scenariji za podrobno analizo.

Title:Rapid prioritization and classification of major accidents involving dangerous substances
Abstract:With rapid development and expanding industry, the industrial areas expand as well. This also increases the presence of dangerous substances. Despite all modern security measures and devices, the accidents with dangerous substances are still present. National risk ratings contain scenarios which represent higher accident risks. In the diploma thesis, we included a more detailed research of the RRA method (Rapid Risk Assessment), which enables us to rapidly and easily sort out the scenarios by priority and by doing this, we form a list of scenarios, which need to be further analysed. We used this method in three scenarios from the Slovenian national risk assessment (explosion, fire, release of dangerous substance) and in two cases of industrial plants, which present a higher accident risk. The results show that we can use the RRA method for preliminary evaluation of probability and the consequences of an accident. The results obtained with this method are fairly close to the national risk ratings. We concluded that the national risk assessment contains appropriate scenarios for the detailed analysis.
