Title:Poostreni nadzor kot operativno-taktični kriminalistični ukrep : diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo

Abstract:Razvijanje trenda kriminalnih dejanj in s tem novih oblik izvršitve le-teh je svetovne policije iz razvitejših dežel pripeljalo do razvijanja novih oblik odkrivanja, preiskovanja in preprečevanja kaznivih dejanj. Ena od najbolj učinkovitih metod policije za odkrivanje, preiskovanje in preprečevanje kaznivega dejanja je poostreni nadzor. Ob tem pa moramo omeniti, da je poostreni nadzor tudi ena najbolj kompleksnih osnovnih oblik dela policije. Rezultati poostrenega nadzora so odvisni od prave izbire taktike, števila moštva, kraja izvajanja poostrenega nadzora ter časa izvajanja le-tega. Vse našteto mora biti sestavni del načrta izvedbe poostrenega nadzora, katerega sestavi načrtovalec oziroma vodja poostrenega nadzora. Načrtovalci in vodje poostrenega nadzora so po večini starejši in izkušeni kriminalisti, kateri imajo dobro in jasno zastavljene cilje, kaj hočejo doseči z dotičnim poostrenim nadzorom. Iz prakse smo ugotovili, da si vse svetovne policije, hkrati s slovensko, več ne predstavljajo opravljanje svojega dela brez poostrenega nadzora, kajti enostavno prinese zelo dobre dolgoročne rezultate. Zaradi te ugotovitve se ta ukrep še nekaj časa sigurno ne bo uvrstil med zastarele oblike dela. Prav nasprotno. Prepričani smo, da ga bo policija še naprej in pogosteje uporabljala, ga razvijala in nadgrajevala. V diplomskem delu smo predstavili in razčlenili poostren nadzor kot samostojni ukrep kriminalistične policije. Poudarek je predvsem na načrtovanju in sodelovanju kriminalistične policije z drugimi enotami ter izvajanju le-tega ukrepa. V ta segment spada tudi taktika izvedbe, predstavili pa bomo tudi Strategijo in koncept delovanja mobilnih kriminalističnih oddelkov na varnostno obremenjenih območjih ter praktični postopek oziroma prijetje kot rezultat poostrenega nadzora.

Title:Increased Surveillance as an Operational-Tactical Criminal Police Measure
Abstract:The growing trends of criminal activities and thus new forms of criminal acts have led the global police of more developed countries to the development of new forms of detection, investigation and prevention of criminal offenses. One of the most effective police methods for detecting, investigating and preventing a crime is increased surveillance. In addition, it should be noted that increased surveillance is also one of the most complex basic forms of police work. The results of increased surveillance depend on the right choice of tactics, the number of team participants as well as the location and timing of increased surveillance. All these criteria must form an integral part of the plan for the implementation of increased surveillance, which is prepared by the planner or the head of increased surveillance. Planners and heads of increased surveillance are mostly senior and experienced criminal investigators with good and clearly set objectives of what should be achieved with increased surveillance. Practice of different global police organisations, including the Slovenian police, has shown that they can no longer imagine working without increased surveillance, because it simply yields very positive long-term results. Based on this finding, this measure will certainly not become an obsolete form of work anytime soon. On the contrary, we are convinced that the police will continue to use it even more frequently as well as develop and upgrade it. In the diploma work, we presented and broke down the increased surveillance as an independent measure of the criminal police. The emphasis is mainly placed on the planning and cooperation of the Criminal Police with other units and on the implementation of this particular measure. The segment also covers the implementation tactics. Furthermore, the operation strategy and concept of mobile crime departments in security-laden areas as well as the practical procedure or arrest as a result of increased surveillance will be presented.
