Abstract:
V diplomskem delu sem preveril sem skladnost sistema financiranja lokalnih skupnosti iz vidika smernic Evropske listine o lokalni samoupravi, predvsem načela sorazmernosti ter avtonomnosti. Opravil sem analizo financiranja lokalnih skupnosti v Republiki Sloveniji. Opredelil in razčlenil sem naloge občin ter oblike in načine njihovega izvajanja. V skladu z /ZFO-1/ sem razčlenil prihodke po posameznih virih ter opravil analizo na podlagi prihodkov in odhodkov lokalnih skupnosti. Rezultati analize kažejo, da imajo Slovenske občine na voljo zadostno število raznovrstnih finančnih virov za financiranje nalog. Na agregatni ravni je sistem financiranja občin ustrezen prejeta sredstva pa v sorazmerju z nalogami občin.

Title:
MODERN METHODS OF FINANCING MUNICIPALITIES
Abstract:
This diploma paper researches the coherence of the funding system for local authorities in the light of the European Charter of Local Self-Government guidelines, above all the principles of proportionality and autonomy. I have carried-out an analysis of the funding system for local authorities in the Republic of Slovenia, defined and classified the tasks of municipalities as well as forms and methods of their implementation. Furthermore, I have broken down the turnover by sources in accordance with the Financing of Municipalities Act and carried-out an analysis on the basis of revenues and expenditure. The results of the analysis indicate that Slovenian municipalities can fund their tasks from an appropriate number of diverse financial sources. At aggregate level, the funding system for municipalities is adequate, whereas the funds received are in accordance with the tasks of the municipalities.
