Title:Ocena škodljivosti deviantnega vedenja policistov : primerjava mnenj med prebivalci in policisti

Abstract:Ljudje imamo različne poglede na ravnanja ali dejanja posameznika. Nekaterim je nekaj, kar je kaznivo, moralno, spet drugim pa se ta stvar oziroma dejanje zdi nemoralno ali nesprejemljivo. Deviantna ravnanja imajo še večjo težo, če jih hote ali nehote izvršijo ljudje na pomembnih položajih ali uslužbenci javnega sektorja, med katere spadajo tudi policisti. Opravili smo raziskavo, v kateri nas je zanimalo, kakšno mnenje imajo o različnih oblikah odklonskega vedenja policistov oni sami ter kaj si o tem mislijo prebivalci na območju Republike Slovenije. V teoretičnem delu diplomske naloge smo predstavili različne teme, ki se navezujejo na odklonsko vedenje. Kot prvo smo se za izhodišče dotaknili same legitimnosti policijskega dela ter javnega mnenja, kasneje pa smo predstavili dve zelo pomembni temi v policijski organizaciji, in sicer etiko in integriteto, kjer smo podrobneje opisali tudi moralo, norme ter vrednote policijskega dela. Poleg tega smo podrobneje opisali oziroma predstavili našo glavno temo, odklonsko vedenje policistov, kamor smo vključili tudi korupcijo ter policijsko subkulturo. Za konec pa smo opravili še pregled glavnih raziskav o korupciji in integriteti v Sloveniji. Empirični del predstavlja raziskavo, v katero smo vključili policiste in prebivalce Republike Slovenije. Za vzorec policistov smo uporabili predhodne podatke, medtem ko smo za prebivalce izvedli identično spletno anketo. Ta je zajemala štirinajst oblik odklonskega vedenja policistov, pri katerih smo zastavili tri podvprašanja. Ugotovili smo, da policisti v večji meri, napram prebivalcem, ocenjujejo opisana dejanja kot zelo resna, neprimerna in nevarna ter menijo, da bi jih kot taka ocenili tudi kolegi na njihovi policijski postaji, medtem ko prebivalci menijo, da policisti v njihovem kraju danih primerov ne bi šteli kot zelo resne. Prav tako so prebivalci mnenja, da večina policistov nikakor ne bi prijavila kolega, ki bi ravnal na opisan način, vendar odgovori policistov kažejo drugačno zgodbo.

Title:ASSESSMENT OF HARMFULNESS OF POLICE OFFICERS' DEVIANT BEHAVIOURS: A COMPARISON OF OPINIONS IN RESIDENTS AND POLICE OFFICERS
Abstract:People have different views on the actions of an individual. Some people find a certain criminal act to be moral, while others find it to be immoral or unacceptable. Deviant acts are even of greater weight if they are intentionally or unintentionally executed by people entrusted with prominent functions or by public sector employees, such as police officers. We carried out a research to learn about the opinions of police officers on various forms of deviant behaviour they display, and to learn about the opinions of the residents of Slovenia on such behaviour. In the theoretical part of the thesis we presented various subjects related to deviant behaviour. First, we focused on the legitimacy of police work and public opinion, and then we presented two significant subjects in the police organisation, namely ethics and integrity. We described morality, norms and values of police work in great detail. In addition, we presented our main subject; deviant behaviour of police officers, including corruption and police subculture. Lastly, we overviewed the main researches on corruption and integrity in Slovenia. The empirical part of the thesis presents a research in which police officers and the residents of the Republic of Slovenia were included. For a sample of police officers we used preliminary data, whereas an identical online survey was carried out for the residents. The survey consisted of fourteen forms of police officers’ deviant behaviour, with three supplementary questions. We have established that the participating police officers evaluated the described actions as very serious, inappropriate and dangerous and they thought that their colleagues’ assessment of those actions would be the same, whereas the residents thought that their local police officers would not assess such actions as very serious. The residents also believed that most officers would not report a colleague acting in the manner described, but the responses given by the police officers tell a different story.
