Abstract:Za državo je značilno, da ima centralno oblast, ki se razprostira nad vsem njenim ozemljem. Zaradi teritorialnega obsega ozemlja pa ni mogoče izvajati vseh funkcij države iz enega samega centra. Zato je pomembno, da država preko svojih organizacijskih oblik izvaja funkcije državne uprave na lokalni ravni. Upravna decentralizacija oziroma decentralizacija upravnih sistemov zajema prenašanje upravnih funkcij iz centra sistema na njegove posamezne dele. Poznamo tri temeljne funkcije: izvrševanje, odločanje in kontrola. Stopnja decentralizacije upravnih sistemov je odvisna od obsega prenosa omenjenih funkcij. Poleg glavne teme upravne decentralizacije vključuje diplomsko delo tudi reformo lokalne samouprave v Sloveniji, ki je »povzročila« delitev pristojnosti med državo, njenimi organi in organi lokalnih skupnosti. Razmejitev in prenos državnih (upravnih) funkcij iz občin na državo je bila namreč eden poglavitnih ciljev uvedbe lokalne samouprave, zato je bilo potrebno za oris širše slike nameniti besedo tudi temu.

Title:DECENTRALIZATION OF PUBLIC ADMINISTRATION
Abstract:It is typical for the state to have central authority that spreads all over its territory. Due to the territorial range it cannot execute all its functions from a single center. Therefore, it is important the state implements its governmental functions at a local level. Decentralization of both, public administration and administering systems, covers the transition of central administrative system to its individual parts. There are three fundamental functions: the function of execution, decision making function and supervision. The degree of administrative decentralization depends on the extent of transfer of before mentioned functions. In addition to the main topic of administrative decentralization, the diploma thesis addresses the reform of the local self-government, which was responsible for the separation of jurisdiction between the state, its authority, and the authority of local communities. Dissolution of municipality and transfer of administrative functions from them to the state was the main goal of local self-government and to display this issue in depth it was necessary to give it a closer look and write more about it.
