Abstract:Državna volilna komisija je postopoma krajšala roke v volilnih rokovnikih, čeprav se zakon, ki roke določa, ni spremenil. Za dan je skrajšala vse roke, ki se štejejo nazaj. Skrajšan je bil rok za volivce, ki so želeli glasovati na volišču dostopnem za invalide; za volivce, ki so oskrbovanci domov za starejše, volivce, ki so na zdravljenju v bolnišnicah in želijo glasovati po pošti in za volivce, ki so na dan glasovanja v tujini in želijo glasovati po pošti ali na diplomatsko konzularnem predstavništvu. Diplomska naloga zagovarja tezo, da so bili roki skrajšani arbitrarno, da se sedaj štejejo drugače, kot je uveljavljeno v pravni praksi, da je bila sprememba rokov nezakonita in da je bila s tem mnogim kršena volilna pravica kot temeljna človekova pravica. Diplomska naloga uvodoma kratko oriše več vrst rokov, predstavi in opredeli pa se tudi do možnosti, ki jih ima na voljo volivec, ki mu je bila volilna pravica kršena.

Title:CHANGED METHODS FOR CALCULATING ELECTION DEADLINES
Abstract:The State Election Commission has gradually shortened terms in timetables although the law which prescribes time limits has not been changed. It has changed all terms that are counted backwards. It shortened a term for voters who wished to vote at polling stations with disabled access, for voters who are in the care of a home for the elderly and do not have permanent residence at the home, voters who are being treated at hospitals, voters who are temporarily abroad and voters who do not have permanent residence in Slovenia and wish to vote by post or at diplomatic missions or consular post. The diploma is defending a thesis that the election terms were shortened arbitrary, that after those changes days are counted differently as it was established in case law, that the changes were unlawful and that with those changes a voting right as a basic human right of many voters was violated. The diploma in its introduction also shortly describes different types of terms and presents and describes legal ways which a voter that believes that his voting right was violated can use.
