Title:UPRAVLJANJE IN FINANCIRANJE JAVNIH GOSPODARSKIH SLUŽB V LOKALNIH SKUPNOSTIH

Abstract:Javne gospodarske službe na lokalni ravni, ki jih v Republiki Sloveniji ureja Zakon o javnih gospodarskih službah, so izredno pomembne. Njihova najpomembnejša naloga je zagotavljanje javnih dobrin ter zadovoljevanje potreb lokalnih prebivalcev, torej je njihovo delovanje pomembno za vsakega človeka. V Sloveniji imajo nadzor nad lokalnimi javnimi gospodarskimi službami njihovi ustanovitelji, tj. lokalne skupnosti. V nalogi smo obravnavali, v kolikšni meri ter na kakšen način občine nadzorujejo gospodarske javne službe. Spoznali smo tudi, s kakšnimi viri se te službe financirajo. Dve najpogostejši obliki gospodarske javne službe v Sloveniji sta javno podjetje in podelitev koncesije. Na področju javnih naročil se morajo zakoni usklajevati z direktivami EU. Ugotovili smo, da se z vsako posodobitvijo zakonodaje o javnem naročanju konkurenca v javnem sektorju vse bolj zagotavlja. Uvedba javnih naročil pozitivno vpliva tako na gospodarsko rast kot na tržno konkurenco. Obravnavali smo tudi javni holding, ki ga lokalna skupnost lahko ustanovi za področje več gospodarskih javnih služb zaradi njihovega racionalnejšega in gospodarnejšega poslovanja. Na primeru Javnega holdinga Ljubljana smo ugotovili, da je racionalizacija poslovanja v holdingu resnično zmanjšala stroške poslovanja, še zlasti stroške dela.

Title:MANAGING AND FINANCING PUBLIC UTILITIES IN LOCAL COMMUNITIES
Abstract:Public utilities at the local level are in Slovenia regulated by the public utilities law. Their most important assignment is providing public goods and meeting the needs of local residents. Their existence is therefore important for every himan being. The control over public utilities at the local level have their founders, which are local communities. In this work we discussed to what extent and in what way the municipalities controled public utilities. We also learned what sources of financing are used to fund these services. The two most common forms of public utilities in Slovenia are public company and concessions. In the field of public procurement, the slovenian laws must be coordinated with the EU directives. The competition in public sector is growing with each update of the legislation on public procurement. The introduction of public procurement has a positive impact on economic growth and as well on market competition. We also adressed the public utility holding company. The local community can set it up in the area of more public utilities due to more rational and economic operation of public utilities. In the case of the Public holding Ljubljana, we have found out that the rationalization of operation in public utility holding company really reduces operating costs, especially labor costs.
