Title:PRAVNE PODLAGE ZA ORGANIZACIJO DELA ZA TEHNIKE/TEHNICE ZDRAVSTVENE NEGE

Abstract:Izhodišče: Glavne oz. vodilne medicinske sestre morajo poznati zakonska določila, ki jih zavezujejo pri organizaciji večizmenskega dela, in jih morajo tudi upoštevati. Namen: Namen raziskave je bil ugotoviti poznavanje in upoštevanje zakonskih določil ter poiskati najpogostejše probleme pri organizaciji večizmenskega delovnega procesa v izbrani bolnišnici. Raziskovalna metodologija: Uporabili smo kvantitativno metodologijo dela. Kot instrument smo uporabili anketni vprašalnik, ki smo ga razvili na podlagi literature (Pravilnik o delovnem času, Kolektivna pogodba ...). Razdelili smo ga med glavne medicinske sestre oddelkov in enot, kjer organizirajo več izmensko delo za TZN. Zaradi geografske omejitve raziskave ter malega števila vodstvenega kadra oz. glavnih medicinskih sester je bil vzorec raziskave majhen. Razdelili smo 30 anket. Pridobljene podatke smo obdelali in interpretirali. Podatke smo vnesli v Excel in jih uvozili v statistični program, SPSS 19.0, ter jih s statističnimi metodami obdelali (t- test). Hipoteze smo preučevali z rezultati iz anketnega vprašalnika. Rezultate smo predstavili v obliki grafov in preglednic. Rezultati: Ugotovili smo, da kljub majhnemu odstotku iskanja zakonskih določil v pravnih virih glavne medicinske sestre poznajo in upoštevajo veljavno zakonodajo, ki jih zavezuje pri organiziranju večizmenskega dela. Ugotovili smo, da glavne medicinske sestre v celoti racionalno ne organizirajo dela za TZN. Ugotovili smo, da so najpogostejši problemi, s katerimi se srečujejo glavne medicinske sestre pri organizaciji večizmenskega dela: nezadostno število negovalnega kadra (25 %), pogoste odsotnosti zaradi bolniških staležev, študijskih dopustov in izrednih dopustov, delavčevih želja (20 %) ter upoštevanje delavčevih pravic, invalidskih omejitev (18 %). Sklep: Ugotovili smo, da glavne medicinske sestre kršijo zakonska določila bodisi zaradi primanjkljaja negovalnega osebja bodisi zaradi uveljavljanja pravic zaposlenih, večkrat pa tudi zaradi delavčevih želja. S spremembo miselnosti izobraženim in naprednim vodstvenim kadrom, ki bo optimalno in racionalno organiziral večizmensko delo, ter na drugi strani s posluhom delodajalca in države za ureditev plačila in pripravljenostjo vseh zaposlenih bomo lahko optimizirali proces in organizacijo dela, brez škode in škodljivih posledic tako za paciente kot tudi za vse zaposlene.

Title:THE LEGAL BASIS FOR THE ORGANISATION OF WORK FOR NURSING TECHNICIANS
Abstract:Basis: chief or head nurses have to be familiar with the legislation regarding the organization of shift work and follow it. Intent: the intent of the research has been to examine the expertise and compliance with the legislation and point out the most common problems that occur in the organization of shift work in a particular hospital. Research methodology: we have used the quantitative methodology. As an instrument, we have used a survey questionnaire which has been developed on the basis of literature (Rules on working times, Collective contract, etc.). We have given the survey questionnaire to head nurses of the departments where shift work is implemented. Due to geographical limitations and small number of head nurses the research pattern has also been small. Thirty survey questionnaires have been given out. Afterwards we have processed and interpreted the gathered data, entered it into Excel and imported it into statistical software, SPSS 19.0 and performed the T-test. The hypotheses have been examined in comparison to the results of the survey questionnaire. The results have been presented in forms of graphs and tables. Results: we have discovered that despite the fact that only a small percentage of head nurses actually look up provisions in the legislation, they follow the provisions and possess knowledge about it. We have also discovered that head nurses cannot organize shift work rationally to the full extent. The most common problems which head nurses have to face are: inadequate number of nursing staff (25%), common absences due to sick leaves, training leaves and special leaves, employer’s requests (20%), following employee’s rights, limitations due to invalidity (18%). Conclusion: we have found out that head nurses violate the provisions of the legislation either as a result of staff shortage, or the enforcement of workers’ rights. In many cases the violations occur due to the employer’s requests. We will be able to optimize the process and organization of work without causing damage to the patients as well as the employees, only by changing our mentality and by having well educated staff with progressive thinking that shall be willing to optimize and organize shift work rationally. Additionally, we need to have support from the employers and the government to take care of the financial aspect.
