Title:Slovenski kodeks policijske etike : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Funkcioniranje vsake skupnosti, družbe ali organizacije temelji na določenih pravilih, ki jih mora spoštovati vsak posameznik. Organizacije imajo sprejeta svoja pravila, po katerih se mora vsak zaposleni ravnati; le-ta so zbrana v določbah njihovih kodeksov. Tako imajo tudi policisti v Sloveniji svoj kodeks etike. Vsak zaposlen v policiji je z vsebino kodeksa seznanjen in ga mora sprejeti kot poslanstvo pri opravljanju svojega dela. V diplomski nalogi sem predstavila slovenski Kodeks policijske etike, sprejeti leta 2008, in ga primerjala s kodeksom iz leta 1992. Toda ali tudi družba pozna načela kodeksa policijske etike? Kakšno je mnenje javnosti o njegovem upoštevanju? Namen diplomske naloge je bil, pridobiti podatke javnosti, v kolikšni meri se jim zdijo pomembna temeljna načela kodeksa za izvajanje policijskega dela, na drugi strani pa, v kolikšni meri pa po njihovem mnenju policisti ta načela zares udejanjajo. Z empiričnim delom diplomske naloge sem prišla do želenih podatkov. Od vseh anketiranih jih je 90 % že bilo v stiku s policistom, a kodeks policijske etike jih je prebralo zgolj 8 %. V javnosti prevladuje mnenje, da na uspešno delo policista v večji meri vplivajo njegove delovne izkušnje in delovno mesto kakor njegove osebne lastnosti (spol, starost). Presenetili so me rezultati o mnenju javnosti glede upoštevanja načel ter o oceni povprečnega policista, saj sem bila na začetku opravljanja empiričnega dela mnenja, da v javnosti prevladuje bolj negativno mnenje o policistih. S pomočjo ankete sem ugotovila, da večina anketirancev zaupa slovenski policiji, jo spoštuje ter se v okolju, kjer živi, počuti varna.

Abstract:Functioning of every community, society or organization is based on certain rules which need to be obeyed by every individual. The rules that an organization has established and every employee has to obey are kept in the clauses of a code. Therefore the police officers in Slovenia as well have their own Code of ethics. Every employee in the police force is aware of the code content and needs to accept is as a mission in his job. I decided to present the Slovene police code of the year 2008 and compare it to the police code of 1992. Is the society itself aware of the police code of ethics? What is the public opinion of the following of the code? I intended to gain the information from the public and see whether they find the code of ethics important for the job of a police officer. Moreover, the thesis is to prove whether the police officers indeed follow this code of ethics. The empirical part of the thesis enabled me to gain the aforementioned information. Ninety per cent of people involved in the survey have already been in contact with a police officer. However, only eight per cent of them have read the police Code of ethics. The results of the survey proved that people in general think that work experience and post as well as his personal characteristics (gender, age) influence the success of a police officer’s work. I was surprised by the results concerning the following of the police code of ethics and the opinion of a police officer’s work in general. I thought the public opinion of police officers was a bit more negative than it proved to be. The survey indicated that many people involved in it do not trust the Slovene police force. However, they still trust and respect it and feel safe in the environment they live due to the police force.
