Title:Načrtovanje velikih športnih dogodkov - s kakšnimi varnostnimi izzivi se soočajo organizatorji? : diplomsko delo univerzitetnega študija

Abstract:Ob načrtovanju velikih športnih prireditev je potrebno največ pozornosti nameniti varnosti udeležencev. Organizatorji skušajo s pomočjo policije, zasebnih varnostnih podjetij, gasilcev in drugih varnostnih subjektov ustrezno in v okvirih veljavne zakonodaje razrešiti naštete varnostne izzive: terorizem, požarna nevarnost, nasilje na športnih prireditvah, neustrezna infrastruktura, nevarnost zaradi števila ljudi, novejši viri ogrožanja. Menimo, da je v Sloveniji na športnih prireditvah najpogostejša motnja varnosti nasilje. Ukrepi za nasilno obnašanje udeležencev so zajeti v novem zakonu, ki ureja področje policijskega delovanja. Še vedno pa se premalo pozornosti posveča grožnji računalniške oziroma kibernetske kriminalitete, ki lahko organizacijo velike športne prireditve prizadane na večih ravneh. Evropsko košarkarsko prvenstvo leta 2013, ki se šteje za največjo športno prireditev, ki jo je Slovenija gostila do sedaj, je minilo brez varnostnih incidentov, predvsem zaradi pravočasnega začetka načrtovanja varnosti, mednarodnega povezovanja varnostnih subjektov in uspešnega sodelovanja med mediji, organizatorjem in predstavniki varnostnih subjektov. Organizacijo varnosti pri projektu Eurobasket 2013 so nam predstavili predstavnik policije Alojz Senčar, vodja transporta in logistike Aleš Mesec in predstavnik varnostne službe Milan Germ. Podrobnejša analiza normativne ureditve športne prireditve pri nas je pokazala, da je proces načrtovanja velikih dogodkov zelo zahteven — zakonov, ki urejajo to področje je veliko, pogosto pa nas napotujejo še na podzakonske akte in pravilnike. Nedoslednosti smo zasledili pri določbah, ki urejajo vnos prepovedanih predmetov, zmedena pa je tudi ureditev odgovornosti organizatorja v primeru neustreznih in nezadostnih varnostnih ukrepov.

Abstract:The most important thing while planning a major sports event is to consider the safety of its participants. Organizers are trying to solve the following security challenges within the available law: terrorism, a fire hazard, violence, inadequate infrastructure, danger as a result of overcrowding, new threats. Organizers need to cooperate with other actors of security in order to solve them successfully. The most frequent disturbance of safety at sporting events in Slovenia is violence that comes in two types. The new law, which regulates police operations, foresees new measures against violence at a sporting event. On the other side, cybercrime does not get enough attention from lawmakers, even though it is considered to be one of the biggest threats of modern time and it can heavily interfere with the organization of a sporting event. European basketball championship was the biggest sporting event in Slovenia so far. Competition has passed without security incidents detected, which is a result of good communication between all subjects of security, including police, international cooperation and timely preparations. All the information about the organization of Eurobasket 2013 was given by representatives of police (Alojz Senčar), private security company (Milan Germ) and transportation (Aleš Mesec). Detailed analysis of field legislation revealed some inconsistencies that make the organization of a sporting event even more complicated. Regulation of forbidden items at an event does not match form law to law. Also, arrangements of responsibility for the safety are a bit unclear.
