Title:Varnost in varovanje starostnikov : diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo

Abstract:Podaljševanje življenjske dobe je eden največjih dosežkov družbe 20. stoletja, hkrati pa to prinaša nove izzive. Tako v Sloveniji kot drugje po svetu se veča število prebivalcev, ki jih štejemo za starostnike, hkrati pa kapacitete obstoječih ustanov, ki skrbijo za varnost starostnika, ostajajo enake oziroma se le minimalno večajo in trenutno ne zadoščajo potrebam. Iz demografskih podatkov izhaja, da se bo število starostnikov nadaljnjih 25 let večalo, in lahko pričakujemo, da bo skoraj tretjina Slovencev starejših od 64 let. Diplomsko delo predstavlja socialne podporne modele v Sloveniji, kjer starostnika še posebej varujejo pravice iz pokojninskega in invalidskega zavarovanja. Med pravice socialnega varstva spada tudi institucionalno varstvo starostnika, ki obsega vse oblike pomoči v zavodu, v družini ali drugi organizacijski obliki, s katerimi se mu nadomeščajo ali dopolnjujejo funkcije doma ali lastne družine, zlasti pa bivanje, organizirana prehrana in varstvo ter zdravstveno varstvo. Za potrebe varovanja starostnikov so se razvili posebni tehnični pripomočki in varnostno alarmni sistemi, ki vsebujejo tudi komunikacijske sisteme, ki omogočajo preprosto komunikacijo in sodelovanje pri razvedrilnih aktivnosti. Tehnični pripomočki in varnostno alarmni sistemi varujejo starostnika na njegovem domu in mu omogočajo bolj kvalitetno bivanje. Podporne tehnologije se nanašajo na heterogeno področje aplikacij, ki predstavljajo preproste naprave kot so pametni delilniki tablet, detektorji padca in detektorji prisotnosti v postelji. Naprave združujejo računalniško napredne omrežne tehnologije, ki izboljšajo varnost in varovanje starostnikov. Ob celovitem razvoju ustreznih tehnologij in različnih oblikah pomoči, bo starostniku tudi v Sloveniji zagotovljena varna starost.

Abstract:A longer life expectancy was one of the greatest achievements of our society in the 20th century, which also brought some new challenges. The number of people regarded as the elderly grows in Slovenia as well as in other countries, while the capacity of the existing institutions that provide for the care of the elderly remain the same or grow very slowly and do not meet the needs. According to the demographic data the number of the elderly is going to increase for the next 25 years and it can be expected that nearly a third of the Slovene population will be older than 64. The following diploma paper represents social support models in Slovenia, where the elderly are particularly protected by the rights from the pension and disability insurance. The rights of the social care include institutional care of the elderly, which includes all the forms of help in the institution, in the family and other organised communities that replace or complete the function of a home or a family, especially accommodation, organised nutrition and medical care. For the needs of taking care of the elderly special technical gadgets and alarm systems have been developed which include also communication systems that enable simple communication and use in free time activities. The gadgets and alarm systems protect the elderly at home and enable them more quality in their lives. Support technologies represent a heterogeneous area of applications including simple gadgets such as medicine dividers, fall detectors and detectors for lying in bed. The gadgets combine progressive network technologies which improve the safety and care of the elderly. A comprehensive development of an adequate technology and different forms of help will ensure a safe old age.
