Title:Problematika drog v Afganistanu : magistrsko delo

Abstract:POVZETEK V magisterski nalogi sem preučeval problematiko drog v Afganistanu. Afganistan je zaradi skorajda neprekinjenih vojn v zadnjih 30 letih in posledično neurejenih varnostnih ter družbenih razmer postal glavni dobavitelj opija in heroina na svetovnem trgu. Večina heroina je preko sosednjih držav, kot so Iran, Pakistan ter države centralne Azije, namenjena v Evropo. Glavno vlogo pri proizvajanju in trgovanju s heroinom imajo mednarodne kriminalne združbe in lokalni akterji v Afganistanu. To so predvsem war lords in razne uporniške skupine s talibani na čelu, ki izkoriščajo slab položaj kmetov, ki pogosto vidijo v gojenju maka edini možni zaslužek za preživetje. Ugotavljam, da kljub prizadevanjem afganistanske vlade in mednarodnih sil ISAF pridobivanje drog in trgovina z njimi v Afganistanu še vedno cvetita. Tega dejstva ne preprečuje niti povečan nadzor nad mejnimi območji tako s strani Irana in Pakistana kot s strani Natovih sil ter afganistanske policije ANP ter vojske ANA. Čeprav so uporniki in war lords tesno povezani s pridobivanjem drog ter s trgovino z drogami, boj proti trgovini z drogami trenutno ni glavna prioriteta mednarodnih sil ter afganistanske vlade, saj želijo v prvi vrsti doseči cilj, za katerega se borijo že več kot deset let, to pa je doseči stabilno stanje v državi in vzpostavitev učinkovitega državnega aparata, ki ga trenutno v veliki meri prežema korupcija. Za učinkovit boj proti ilegalnim drogam bo treba torej poleg miru vzpostaviti boljši nadzor v vseh delih države, na mejnih prehodih, zagotoviti alternativo kmetom, da se bodo usmerili v gojenje drugih rastlin, ali pa jim priskrbeti zaposlitev izven kmetijske dejavnosti, spopasti se bo treba s korupcijo v državnih organih, ne nazadnje pa tudi vzpostaviti rehabilitacijske centre po državi, ki bodo pomagali lokalnim odvisnikom od drog.

Abstract:Afghanistan is today world's biggest supplier of opium and heroin, mostly due to economic and social conditions in the country, resulting from more than 30 years of almost uninterrupted wars. Most of the heroin is trafficked to Europe via Afghan’s neighboring countries, predominantly Iran and Pakistan. Main players in drug trafficking are international criminal organizations and local groups such as Taliban and local warlords taking advantage of predicament of the local population. Farmers often have no other choice but to grow poppy. In my thesis I conclude that despite efforts by the Afghan Government and ISAF, drug producing and trafficking is still booming and very well present. That is despite of increased presence of Afghan National Police and Army, NATO, Iranian and Pakistani forces at Afghan borders. Even though drug trafficking is a major part of insurgent's operations, tackling it is not a priority for Afghan Government. They are instead trying first to achieve a goal of stabilizing the country and improving state institutions that are currently ridden with corruption. Afghan Government has to bring long-term social order to the country, better border control, deal with corruption among government officials and provide farmers with substitute crops or alternative income source, before they can successfully attack the problem of drug trafficking. Lastly they need to provide help for drug users who wish to free themselves of the addiction.
