Title:Investicije energetske družbe v pogojih odprtega trga električne energije : doktorska disertacija

Abstract:Temeljna hipoteza doktorske disertacije je, da je sodobna energetska kriza v pogojih liberaliziranega trga posledica pomanjkanja strateškega načrtovanja investicijske dejavnosti energetskih družb ter da je strateško načrtovanje energetskih družb tudi v sodobnih razmerah eden od pogojev stabilne gospodarske rasti. Razvoj trga električne energije je prinesel številne nove elemente v poslovanje elektroenergetskih družb, ki so morale zadovoljiti porabnike, zaposlene in nove zasebne lastnike. Predvsem je bil poudarjen podjetniški vidik, medtem ko je bil makroekonomski vidik zapostavljen in se je ocenjevalo, da bo trg sam po sebi zagotovil ustrezne zmogljivosti za normalno delovanje narodnega gospodarstva. Vendar se pričakovanja niso izpolnila. Presežne proizvodne zmogljivosti ob začetku odpiranja trga električne energije v devetdesetih letih prejšnjega stoletja in konkurenca na trgu sta močno znižali ceno električne energije. Energetske družbe se zaradi povečanih tveganj, ki so izhajala iz nepredvidljivih razmer na trgu, kakor tudi zaradi vedno na novo sprejetih regulatornih ukrepov (ki so zaradi varstva okolja vse bolj oteževali umestitev nove elektrarne v prostor), niso v zadostni meri odločale za nove investicije, tako da bi bil trg električne energije tudi dolgoročno uravnotežen med ponudbo in povpraševanjem po njej. ...

Title:Investments by power generation company under conditions of a liberated energy market
Abstract:The basic hypothesis of this doctorate thesis is that the contemporary energy crisis in the conditions of a liberated market is the result of a lack in strategic planning of investments in the power generating business and that strategic planning of power generation companies is in the present circumstances one of the conditions for stable economic growth. The development of the electric power market has brought several new elements into the business activities of power generation companies which had to meet the requirements of consumers, employees and private owners. In particular the entrepreneurial aspect has been stressed, while the macro-economic aspect has been neglected and the attitude was that the market would automatically ensure the necessary capacities for a normal functioning of the national economy. However, such expectations have not come true. The surplus power generation at the beginning of the opening up of the electric power market in the 1990’s and market competition have caused a considerable decrease in the price of electricity. The power generating companies, due to increased risks following the unpredictable market conditions as well as due to ever-changing regulatory measures (due to environmental protection issues these made it increasingly more difficult to install a new power plant into the surroundings), have not taken part in the decision making process concerning investments to a sufficient degree to cause a long term balance between supply and demand in the electric power market. ...
