Title:Uspešnost boja finančne policije v Italiji proti gospodarski kriminaliteti : magistrsko delo

Abstract:Zgodovina Guardia di Finanza (slo. finančna policija) je zelo dolga, saj sega v leto 1774. Od tega leta dalje se je počasi, a zanesljivo, razvijala v vedno bolj aktivno, dobro strukturirano in stabilno institucijo. Leta 1881 je bila preimenovana v Finančno policijo in tako postala enotna ter sestavni del italijanske vojske. Finančna policijo v Italiji predstavlja prvotno posebno enoto, ki zagotavlja finančni nadzor. Zbrana in pregledana je ključna literatura o gospodarski kriminaliteti in finančni policiji. Gre za diskusijo o tem, kako deluje finančna policija v Italiji, kako je uspešna pri boju zoper gospodarsko kriminaliteto in kakšne so možnosti za uvedbo tovrstne institucije v Sloveniji. Literatura je nadgrajena z intervjuji različnih strokovnjakov s področja gospodarstva in gospodarske kriminalitete. Finančna policija v Italiji je po mnenju strokovnjakov uspešna na svojem področju, saj ima dolgoletno tradicijo, hkrati pa stalno izboljšuje svojo delovno prakso. Morda bi morala tudi Slovenija v boju zoper gospodarsko kriminaliteto iskati rešitev na italijanskih izkušnjah, morda pa ustanovljeni Nacionalni preiskovalni urad že v celoti zadovoljuje potrebe po tovrstni zaščiti. Poiskati bo potrebno razsežnosti, ki jih ponujajo že obstoječe institucije in iti v korak s časom, tudi v korak z gospodarskim kriminalom, ki posledično gledano povzroča večjo škodo kot klasični kriminal. Gospodarski kriminal je zelo skrit, zato se o njem tudi malo piše in govori oziroma je zabeležen samo tisti kriminal, ki se ga odkrije. Torej so prispevki in mnenja strokovnjakov izdelana na podlogi uspešnih primerov odkritja gospodarske kriminalitete.

Title:PERFORMANCE OF THE ITALIAN FINANCIAL POLICE IN THE FIGHT AGAINST ECONOMIC CRIME
Abstract:The Italian Guardia di Finanza (financial police) prides itself on a long history which dates back to the remote 1774. Since its establishment it has slowly, but firmly evolved into an active, well structured and stable institution. In 1881 it adopted its current name “Guardia di Finanza” and became a part of the Italian Armed Forces. Today the Guardia di Finanza represents a special Corps responsible for exerting economic and financial control. For the purpose of this work the most important literature on economic crime and financial police has been collected and examined. It discuses the way the Guardia di Finanza operates in Italy, its successes in the fight against economic crime, and the possibilities of establishing a similar institution in Slovenia. The available literature is upgraded with interviews with various experts in the field of economy and economic crime. According to the experts, the Italian Guardia di Finanza is successful in its field, namely because of its long tradition and constant improvements in its modus operandi. In its fight against economic crime, one of the possibilities for Slovenia it to follow the example of the Italian experience. On the other hand it is worth examining whether the existing National Bureau of Investigation already fully meets the requirements needed for such an institution. In this context, it is necessary to examine the spectrum of the already existing institutions and to keep up with contemporary challenges, including economic crime which is even more damaging than traditional crime. Economic crime takes place in a very covert manner. It is therefore rarely a subject of written articles. What is more, the media report only on revealed criminal activities. Consequently, the experts' articles and opinions are based on those examples of economic crime that have successfully been solved.
