Abstract:Izguba zaposlitve je za posameznika tudi izziv, saj si v času brezposelnosti lahko pridobi nova znanja in nove izkušnje, vendar pa jo večina doživlja kot hud stres, ki ne vodi le v finančne težave, temveč tudi v psihične, saj brezposelnost močno vpliva na slabšanje samopodobe in občutek varnosti. Zavod RS za zaposlovanje nudi pomoč in stalno spodbudo posamezniku pri iskanju zaposlitve. Zagotavlja njegovo hitrejšo aktivacijo in s tem prehod iz brezposelnosti v novo zaposlitev, hiter prehod iz izobraževanja v zaposlitev, ohranja delovno aktivnost in delovne navade, manjša izgubo delovnih potencialov in znanja ter preprečuje prehod v dolgotrajno brezposelnost. Hitra in ustrezna aktivacija posameznika vpliva na krajšanje časa do zaposlitve, preprečuje zaposlovanje na črno ter zmanjšuje negativne finančne vplive na posameznika in celotno družbo. Individualno svetovanje je poglavitna oblika svetovalnega procesa obravnave brezposelnih oseb in iskalcev zaposlitve, ki je nobena druga oblika ne more v celoti nadomestiti. Po drugi strani s skupinskimi oblikami obravnave dosežemo nekatere cilje lažje kot z individualno obravnavo. Skupinske oblike svetovanja zato niso nadomestilo za individualno svetovanje, ampak koristno dopolnilo. Za učinkovito obravnavo brezposelnih oseb in iskalcev zaposlitve sta potrebni tako individualna kot skupinska oblika obravnave. Skupinsko obliko kariernega svetovanja lahko nudimo samo osebam, ki so same vešče iskanja zaposlitve in nimajo nikakršnih ovir. Nikakor pa ne sme biti prvi razlog za uvedbo skupinske oblike svetovanja racionalna poraba časa, ker lahko to privede do svetovančevih še večjih težav tako na psihični kot karierni ravni. Na Zavodu je potrebno posebno pozornost zaradi izrazitega povečanja obsega dela posvetiti svetovalcem, ki izvajajo svetovalni proces. Svetovalci morajo slediti hitrim spremembam na delovnem mestu in se jim stalno prilagajati, zato jim je potrebno nuditi ustrezno strokovno izobraževanje, izboljšati njihovo predstavljanje storitev za trg dela, dvigniti kompetence na področju komunikacije, svetovanja odraslim in na področju različnih veščin iskanja zaposlitve, ki so pogoj za uspešno in učinkovito delo. Nadrejeni morajo biti pozorni na znake izgorelosti svetovalcev in jih pravočasno odpravljati z motivacijo in nudenjem učenja sprostitvenih tehnik. Z informiranjem in oglaševanjem je potrebno spodbujati večkanalno poslovanje Zavoda s poudarkom na elektronskih storitvah. Z dostopom do informacij in pripomočkov za samostojno vodenje kariere preko številnih eStoritev Zavoda se omogoča posameznikom aktiven pristop k reševanju lastne brezposelnosti, razbremeni se svetovalce ter racionalizira delo.

Title:COUNSELLING PROCESS IN THE MAKING OF AN EMPLOYMENT PLAN
Abstract:The loss of a job can be a challenge for the individual, yet at the same time an opportunity to gain new knowledge and experience during the unemployment period. Nevertheless, for the majority of people the unemployment experience is extremely stressful, leading to financial and psychological troubles. Unemployed individuals have to cope with low self-esteem and the feelings of insecurity. The Employment Service of the Republic of Slovenia offers help and continuous motivation to the individual in the process of searching for a job. The Service ensures quicker activation and transfer from unemployment into a new employment, quick transfer from education to employment, maintains work activity and work habits, decreases the loss of work potentials and knowledge, and protects the individual from slipping into long-term unemployment. If the individual can remain actively engaged in the job search it shortens the time until he or she gets new employment, prevents black economy transactions and decreases the negative financial effects on the individual as well as on society. Individual counseling is a major form of the counseling process for the unemployed and cannot be substituted with any other form. On the other hand certain aims can be achieved more effectively with group counseling so it can be a useful addition. Both forms, i.e. individual and group counseling are necessary for the counseling process to be effective although group career counseling can be offered only to persons who are skilled in job search. Employment Service counselors need special attention due to their heavy workload. Counselors must be aware of new trends and be flexible, therefore they need to be offered the appropriate professional development, improve their marketing and promotional skills, be competitive in the field of communications, counseling adults and in the fields of various job searching skills and techniques which are a condition for successful and effective results. Supervisors are to be attentive to the signs of counselors' exhaustion, and be ready to provide motivation, perhaps relaxation classes and other support services. The multi-channel business relations of the Employment Service, with its emphasis on electronic services, should be encouraged. Numerous e-Services which the Employment Service provides enables the individuals to take an independent and active approach to resolving their own unemployment issues, allowing the counselors to take on new applicants and improve their workflow efficiency.
