Title:EKONOMSKE SANKCIJE EVROPSKE UNIJE IN DRŽAV ČLANIC PROTI TRETJIM DRŽAVAM

Abstract:Ekonomske sankcije Evropske unije in držav članic so del njihove sankcijske politike na področju skupne zunanje in varnostne politike, skupne zunanjetrgovinske in razvojne politike. Njihov namen je spremeniti politično vedenje določenega tretjega subjekta, ki krši mednarodno sprejete norme. Evropska unija, ki ekonomske sankcije uvaja že od osemdesetih let prejšnjega stoletja, se pri tem osredotoča na sprejemanje usmerjenih in selektivnih (t.i. pametnih) ekonomskih sankcij. V diplomskem delu se seznanjam z navedenimi področji in na koncu ugotavljam, ali so ekonomske sankcije učinkovite v smislu, da dosežejo zastavljeni cilj – spremembo spornega vedenja. Pri preverjanju slednjega se je izkazalo, da politične učinkovitosti ekonomskih sankcij Evropske unije ne morem potrditi, to pa predvsem zato, ker ni jasnih dejavnikov, ki bi kazali bodisi na uspeh bodisi na neuspeh ekonomskih sankcij. Izkazalo pa se je tudi, da v večini primerov lahko potrdimo učinkovitost sprejetih sankcij na ravni preverjanja dejanske učinkovitosti, v smislu, da ekonomske sankcije vendarle imajo določen vpliv na vedenje ciljnih subjektov. Pokazale so se tudi nekatere pomanjkljivosti sankcijskega režima Evropske unije, za katere podajam rešitve.

Title:ECONOMIC SANCTIONS OF EUROPEAN UNION AND MEMBER STATES AGAINST THIRD COUNTRIES
Abstract:Economic sanctions of European Union and its Member States are part of the sanctions policy in the field of the common foreign and security policy, common external trade policy and development policy. Their purpose is to change the political behavior of a certain third entity that violates internationally accepted norms. The European Union, which is introducing economic sanctions since the eighties, is focusing on the adoption of targeted and selective (so-called smart) economic sanctions. In this thesis I take note of these areas and I ultimately conclude whether the economic sanctions are effective in the sense that they achieve the goal - a change of controversial behavior. When checking the latter it appeared that the political effectiveness of economic sanctions of the European Union can not be confirmed, this is mainly because there are no clear factors which would indicate either the success or the failure of economic sanctions. It also appeared that, in most cases we could confirm the effectiveness of sanctions at the level of verification of actual effectiveness, in the sense that economic sanctions, however, have some impact on the behavior of target. There were also some shortcomings of the sanctions regime of the European Union revealed, which finds solutions.
