Title:7. OKVIRNI PROGRAM EVROPSKE UNIJE IN FINANČNE SPODBUDE ZA MALA IN SREDNJE VELIKA PODJETJA

Abstract:Mala in srednje velika podjetja imajo pomembno vlogo tako v slovenskem kot celotnem gospodarstvu Evropske unije. Predstavljajo kar 99 % vseh podjetij in zagotavljajo okrog 75 milijonov delovnih mest. Lahko trdimo, da je podjetništvo gonilna sila inovacij, konkurenčnosti in gospodarske rasti, s tem pa so spodbude za podporo razvoja v srednjih in malih podjetjih kot najbolj dinamičnega dela gospodarstva zelo pomembne. Tega pomena se zaveda tudi Evropska skupnost. Načinov, kako podjetja sledijo aktualnemu gospodarskemu razvoju, je veliko. Slovenskim podjetjem je zaradi njihove majhnosti težko sprejemati strateške odločitve o investicijah v raziskave in razvoj, saj je tveganje preveliko. Za Slovenijo so take spodbude in ukrepi še toliko bolj pomembni, saj po deležu malih in srednje velikih podjetjih zaostajamo za Evropo. Eden izmed manj tveganih načinov za lažje sprejemanje strateških odločitev je sodelovanje v sofinanciranih projektih Evropske unije, skozi okvirni program, program konkurenčnosti in inovacij, program EUREKA, s pridobivanjem sredstev preko strukturnih in kohezijskih skladov,… Evropska skupnost nenehno poudarja, da je potrebno okrepiti znanstvene in tehnološke temelje industrije Skupnosti ter s tem zagotoviti visoko raven konkurenčnosti na mednarodni ravni. Evropski svet je v Lizboni dne 23. in 24. marca 2000 priznal osrednjo vlogo raziskav ter s tem določil nov strateški cilj Evropske unije: postati najbolj konkurenčno in dinamično na znanju temelječe gospodarstvo na svetu, sposobno trajnostne gospodarske rasti s številčnejšimi in boljšimi delovnimi mesti ter z večjo socialno kohezijo. 7. okvirni program ima pomembno vlogo pri doseganju lizbonske strategije. S tem programom želi Evropska skupnost postati vodilni svetovni raziskovalni prostor. Statistični podatki zgovorno kažejo na uspešnost Slovenije v 7. okvirnem programu tako po številu udeležencev kot višini pridobljenih sredstev. V okviru programa se izvajajo razpisi, ki so še posebej namenjeni MSP, saj so ključnega pomena za izvajanje prenovljene lizbonske strategije, gospodarsko rast in zaposlovanje. V Sloveniji obstaja kar nekaj malih in srednje velikih podjetij, ki so bila skozi okvirne programe EU uspešna in tako postala prepoznavna. Eden od takih podjetij je podjetje XLAB d.o.o, ki se zaveda potrebe po stalni inovativnosti in razvoju.

Title:7TH FRAMEWORK PROGRAMME OF THE EUROPEAN UNION AND FINANCIAL INCENTIVES FOR SMALL AND MEDIUM SIZED ENTERPRISES
Abstract:Small and medium-sized enterprises play an important role in the Slovenian economy as in the entire European Union. They represent 99% of all businesses and provide around 75 million jobs. They present the most dynamic part of economy and are driving force for innovations, competitiveness and economic growth, thus the incentives to support the development are the most important. Also European Community is aware of this meaning. There are many ways how enterprises are dealing with current economic development. Due to the smallness of Slovenian enterprises, taking strategic decisions about investments in research and development is risky. Such incentives and measures are even more important for Slovenia since there is lower share of SMEs compared to Europe. Participation of SMEs in projects co-financed by the European Union, through centralized programme (7th Framework Programme, Competitiveness and Innovation Programme, EUREKA,…) or decentralized programmes (Structural and Cohesion Funds) is one of the less risky manner to take strategic decisions. European Community is constantly emphasising the need to strengthen the scientific and technological bases of industry and to ensure high level of competitiveness at the international level. The European Council in Lisbon on 23 and 24 March 2002 recognized the central role of research and by that set a new strategic goal for the EU to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion. The 7th Framework Programme plays an important role in implementing the Lisbon Strategy. With this programme European Community wants to become a leading global research area. Indicators, such as the number of project participants and the amount of EU financial contribution, show that Slovenia is successful in Framework Programme. In FP7 some calls are especially dedicated to SMEs, as they are crucial for the implementation of the renewed Lisbon strategy for growth and employment. Quite a few Slovenian SMEs have been successful and become internationally recognized through the EU Framework Programmes. One of these companies is a XLAB Ltd, which is aware of the need for continuous innovation and development.
