Title:Naročanje vlakovnih poti in uporabnina v potniškem prometu : diplomsko delo

Abstract:Pred vsako vožnjo vlaka po javni železniški infrastrukturi je potrebno pridobiti odločbo o dodelitvi vlakovne poti na javni železniški infrastrukturi, ki jih na osnovi predpisanih vlog za dodelitev dodeljuje Javna agencija za železniški promet Republike Slovenije. Za uporabo javne železniške infrastrukture prosilec plačuje upravljavcu uporabnino, ki je namenjena pokritju stroškov za njeno vzdrževanje. Infrastrukturni stroški lahko predstavljajo pomemben del stroškov železniškega operaterja. Ravni in strukture dajatev so zato odločilnega pomena za konkurenčni položaj železnic v zvezi s cestnim prevozom. Evropska komisija je v svoji Beli knjigi Evropska prometna politika za leto 2010: »čas za odločitev« (EC, 09/2001) podala predlog o zagotavljanju trajnostne mobilnosti, s postopno zamenjavo obstoječih davkov prometnega sistema z bolj učinkovitim sredstvom za vključevanje stroškov infrastrukture in zunanjih stroškov. Instrumenti, predlagani v Beli knjigi, so predvsem, zaračunavanje uporabnine za uporabo infrastrukture (vključno z zunanjimi stroški prevoza, opredeljenimi kot stroški, povezani z nesrečami, onesnaževanjem zraka, hrupom in zastoji) in obdavčitvijo goriva.

Title:Application for a train path and the train path-line charge for access in passenger traffic
Abstract:Before each run of a train on a public infrastructure is necessary to obtain a decision on the allocation of train paths on the public infrastructure that is based on specified applications for grants from the Agency for Rail Transport of the Republic of Slovenia. To use the public infrastructure the applicant pays the infrastructure manager a charge for access which is to cover the cost of its maintenance. Infrastructure charges can account for a significant part of the costs of a railway operator. The levels and structure of the charge are therefore crucial in determining the competitive position of rail in relation to road transport. The European Commission put forward the policy suggestions by in its White Paper European transport policy for 2010: time to decide” (EC, 09/2001) on ensuring sustainable mobility by “gradually replacing existing transport system taxes with more effective instruments for integrating infrastructure costs and external costs”. The instruments suggested in the White Paper are, in the first place, charging for the use of infrastructure (including external costs of transport defined as costs connected with accidents, air pollution, noise and congestion) and, in second place, fuel taxation.
