Title:MOTIVACIJA ZA IZOBRAŽEVANJE ZAPOSLENIH V MESTNI OBČINI MARIBOR

Abstract:Diplomsko delo je sestavljeno iz teoretičnega in empiričnega dela. V teoretičnem delu smo predstavili pomen in definicijo izobraževanja ter opredelili motivacijo in motiviranje zaposlenih. Motivacijske teorije smo opredelili glede na potrebe zaposlenega in glede na cilje organizacije. Neposredno z motivacijo je povezana organizacijska kultura, ki predstavlja velik del večplastnih dejavnikov, ki vplivajo na motivacijo zaposlenega za izobraževanje. V empiričnem delu smo izvedli raziskavo s tehniko ankete med zaposlenimi v Mestni občini Maribor v Uradu za vzgojo in izobraževanje, zdravstveno, socialno varstvo in raziskovalno dejavnost, kjer smo ugotavljali motivacijo za izobraževanje. Rezultati raziskave so sicer pokazali visoko motivacijo zaposlenih za izobraževanje, vendar tudi organizacijske napake in pomanjkljivosti v samem planiranju izobraževanj za zaposlene v Mestni občini Maribor v Uradu za vzgojo in izobraževanje, zdravstveno, socialno varstvo in raziskovalno dejavnost. Zato smo v zaključku podali smernice in predloge za reorganizacijo letnega planskega dela in načrta za izobraževanje zaposlenih v javni upravi, saj bo le na podlagi sprememb višji management dvignil motivacijo zaposlenih za izobraževanje na nivo, da se bo posameznik avtomatsko odločil za izobraževanje brez prisile in zahteve nadrejenega. Zavedamo se, da interesi zaposlenih, njihovi cilji in potrebe niso določeni in omejeni samo organizacijsko in družbeno, temveč so odvisni od individualne percepcije posameznika ter od njihovih že osvojenih znanj, veščin in kompetenc. Zato mora Mestna občina Maribor sprejeti letni planski načrt izobraževanj prilagajati tudi individualno glede na potrebe zaposlenega.

Title:MOTIVATION FOR EDUCATION OF EMPLOYEES IN MUNICIPALITY OF MARIBOR
Abstract:The diploma thesis consists of a theoretical and an empirical part. We have presented a meaning and a definition of education and we defined motivation and motivation of employees in the theoretical part. We have defined motivational theories according to the needs of an employee and according to the goals of an organization. Organizational culture is directly connected with motivation and it represents a large part of multilayer factors that affect motivation of the employee for education. We have executed a research with a questionnaire technique among the employees of the Municipality of Maribor in the Bureau for upbringing and education, health, social care, and research activity where we have been dealing with motivation for education in the empirical part of the thesis. The results of the research have shown high motivation of the employees for education. However, we have discovered some organizational mistakes and deficiencies in planning of education for the employees at the Municipality of Maribor in the Bureau for upbringing and education, helath, social care, and research activity. Therefore, we have given the guidelines and suggestions for reorganization of the annual plan of work and the plan for education of the employees in the public administration in the conclusion. The higher management will raise motivation only on basis of changes of the employees for education to the level that an individual will automatically decide for education without any force and demands of his/her superior. We are aware that interests of the employees, their goals and needs are not defined and limited only organizationally and socially, however, they depend on individual perception of an individual and his/her gained knowledge, skills, and competences. Therefore, the Municipality of Maribor has to adapt the adopted annual plan of education individually according to the needs of its employee.
