Title:IZOBRAŽEVANJE SVETOVALCEV ZAPOSLITVE NA ZAVODU RS ZA ZAPOSLOVANJE

Abstract:Diplomsko delo obravnava vlogo in pomen izobraževanja svetovalcev zaposlitve na Zavodu RS za zaposlovanje na Območni enoti Ljubljana v povezavi s svetovanjem in pomočjo brezposelnim osebam. Kajti spremembe zunanjega okolja; v tem primeru trga dela, silijo svetovalce zaposlitve k nenehnemu izobraževanju in izpopolnjevanju. Kajti le kompetentni svetovalci zaposlitve, oziroma svetovalci zaposlitve, ki suvereno nastopajo v komunikaciji z brezposelno osebo, lahko kakovostno opravljajo funkcijo svetovanja. S tem omogočajo sebi ter sogovorniku osebnostno ter strokovno rast, ki je nujna pri delovanju na trgu dela. Izobraževalni programi po vsebini in izvedbeno, glede na zahteve trga in s tem spremenjeno vlogo svetovalca zaposlitve, niso več aktualni. Svetovalci zaposlitve potrebujejo sveža, nova znanja, ki jim bodo omogočala kakovostno svetovanje ter imela posledično pozitiven vpliv tudi na spreminjajoči se trg dela, saj so delodajalci, ki zaposlujejo brezposelne osebe, za Zavod prav tako pomembni, kot brezposelne osebe. Svetovalci brez dobrega poznavanja brezposelne osebe, le te ne morejo uspešno posredovati na trg dela. Prav tako je ob tem prisoten dejavnik stresa, ki svetovalcu deloma omejuje prepoznati ključne informacije v posamezniku ter mu onemogoča, da bi svetovalno delo potekalo v sproščenem interaktivnem vzdušju. Diplomsko delo je razdeljeno na dva dela. V prvem delu smo povzeli teoretične osnove, ki skozi institucijo kot je Zavod RS za zaposlovanje definirajo pomen in vlogo svetovalca zaposlitve v procesu svetovanja brezposelnim osebam, vplive ter pomen marketinga in okolja (tako zunanjega kot notranjega) na kakovost svetovalnega dela, motiv svetovalcev zaposlitve za delo, ter možnosti izobraževanja v povezavi, ki bi jih lahko nudilo e-izobraževanje. V drugem praktičnem delu pa smo v izbranem podjetju preko anketnega vprašalnika evalvirali različne vrste že izvedenih usposabljanj, ter pridobili mnenja anketiranih o e-izobraževanju ter uvedbi izobraževalnega centra.

Title:ADVICER'S EDUCATION ON THE EMPLOYMENT SERVICE OF SLOVENIA
Abstract:The following diploma work is evaluating the role and purpose of functional education and trainings of employment advisors at Employment service of Slovenia, Regional office Ljubljana in connection with helping unemployed population. The changes in external environment are forcing the advisers towards continuous education in order to provide a high quality service to unemployed population. Only highly competent advisers can offer high quality counselling to unemployed and with that they assure personal and expertise growth of both communication sides which is crucial in labour market. The current educational programmes are content wise and execution wise not any more suitable in regards to the market demands and therefore changed role of advisors. Advisers require fresh new knowledge which will enable them to provide high quality counselling with positive effect on constantly changing labour market where employers are as important as unemployed to Employment service of Slovenia. Adviser without knowing the unemployed person cannot offer the unemployed person to the market in successful manner. Also due to stress factor adviser cannot recognize key information of unemployed individual and so it is impossible to execute counselling in relaxed interactive atmosphere. The diploma work is divided in two parts. In first part we have stated theoretical basis which define the purpose and role of employment adviser in counselling process, explain effects and purposes of marketing and environment (external and internal) on quality of counselling process, define motives of advisers and define possibilities of education in connection with e-learning. In second part we have evaluated different kinds of executed educational programmes through questionnaire and gathered opinions about e-learning and implementation of educational centre.
