Title:LOKALNA DEMOKRACIJA NA KONKRETNEM PRIMERU MESTNE OBČINE VELENJE

Abstract:Z osamosvojitvijo Republike Slovenije, leta 1991, je bila uvedena parlamentarna demokracija, posledica le-te pa je, med drugim, tudi uvedba lokalne samouprave, s čimer se je Republika Slovenija pridružila tistim sodobnim državam v Evropi in zunaj nje, ki priznavajo pravico državljanov, da sodelujejo pri opravljanju javnih zadev. Ta pravica se najbolj neposredno uresničuje prav na lokalni ravni in je eno temeljnih načel demokratične ureditve. Ustava Republike Slovenije v 9. členu določa, da je v Sloveniji zagotovljena lokalna samouprava. Lokalna skupnost je torej eden od stebrov demokracije in je merilo za presojo demokratičnega razvoja posamezne države. Udeležba državljanov v lokalnem javnem življenju je način, da se uveljavijo demokratične vrednote in naraste podpora javnosti lokalnim organom. Predpogoj za zagotavljanje sodelovanja občanov v lokalnem javnem življenju sta javnost dela organov lokalne skupnosti in njene uprave ter učinkovit sistem zagotavljanja pravice do informacij javnega značaja v lokalni samoupravi. Sodelovanje občanov v lokalnem javnem življenju daje možnost državljanom neposrednega vplivanja na sprejemanje odločitev, ki so povezane z njihovimi vsakdanjimi interesi in potrebami, in pravico do sodelovanja pri izvajanju lokalnih javnih zadev. Poleg tega pa javna telesa dobijo zahtevano legitimnost, sredstva za učinkovito odločanje in podporo državljanov za doseganje posebnih ciljev. Lokalna samouprava predstavlja splet neposrednega odločanja prebivalcev in predstavniške demokracije. V teoriji ločimo dve osnovni obliki udeležbe državljanov v lokalni demokraciji. Prva oblika je neposredna lokalna demokracija, ki vključuje zbor občanov, referendum in ljudsko iniciativo. Druga vrsta lokalne demokracije je posredna lokalna demokracija, pri kateri gre predvsem za odločanje prek organov, izvoljenih na lokalnih volitvah. E-demokracija pa predstavlja modernejšo parcipatorno obliko lokalne demokracije.

Title:LOCAL DEMOCRACY IN THE CASE OF VELENJE MUNICIPALITY
Abstract:With the attainment of independence of Republic of Slovenia in the year 1991 the parliamentary democracy has been introduced; the consequence of this is the introduction of local self-government, by which the Republic of Slovenia has joined those contemporary countries in and out of Europe that acknowledge the rights of citizens so that they can cooperate at performing public matters. This right is most immediately realized on a local level and it is one of the fundamental principles of democratic regulation. The constitution of Republic of Slovenia defines in the 9th act that the local self-government is assured in Slovenia. Local community is therefore one of the columns of democracy and it is the scale for the estimation of the democratic development of individual country. Participation of citizens in the local public life is a way for the enforcement of democratic values and the growth of support for local public agencies. Preliminary conditions for the assurance of cooperation of citizens in local public life are the public work of agencies of local community and its administration and the efficient system that assures the rights for public information in the local self-government. Cooperation of citizens in local public life gives a chance to citizens to immediately influence reaching decisions that are connected with their daily interests and needs and the right for taking part at performing in local public matters. Beside that public corporations get the required legitimacy, means for efficient deciding and the support of citizens for the attainability of specific aims. Local self-government represents the combination of immediate deciding of residents and representative democracy. In theory we severe two basic forms of citizens' participation in local democracy. The first form is the immediate local democracy that includes chamber of citizens, referendum and a public initiative. The second form of local democracy is the indirect local democracy the issue of which is decision-making by agencies that are elected on local elections. E-democracy represents the up-to-dated participial form of local democracy.
