Opis:V diplomski nalogi sem proučevala in iskala alternativne rešitve za reševanje stanovanjske problematike mladih. Zaskrbljujoč je podatek, da tri četrtine mlade populacije, stare od 25 do 35 let še vedno živi pri starših v istem gospodinjstvu, kar kaže na izjemno visoko stanovanjsko problematiko mladih. Leta 2005 je minister za okolje in prostor po prevzemu funkcije izjavil, da razmere na področju stanovanjske oskrbe niso zadovoljive. V Sloveniji v času tranzicije ni uspelo izoblikovati delujočega nacionalnega modela stanovanjske oskrbe po zgledu razvitih držav članic Evropske unije. V diplomski nalogi sem preučevala obstoječo stanovanjsko politiko in inštrumente stanovanjske politike ter iskala rešitve, ki naj bi mladim olajšale dostop do stanovanja. Stanovanjska politika v vlogi reševanja stanovanjske problematike mladih ni učinkovita. Stanovanjski sklad je imel v letu 2008 v lasti le 2.480 stanovanj. Poleg tega ostaja nerešen problem stabilnega dolgoročnega financiranja, zato boljše stanovanjske oskrbe ni pričakovati kaj kmalu. Cene stanovanj so od leta 2004 do leta 2008 naraščale in dosegle mejo oziroma presegle kupno moč prebivalstva. Posledice finančne krize v letu 2008 so zaostrile pogoje in podražile vire financiranja. V diplomski nalogi sem podrobneje prikazala tudi problematiko virov financiranja. Osebno menim, da bi pomembno vlogo pri reševanju stanovanjske problematike lahko imel instrument deljenega lastništva, ki je zaživel le v Ljubljani. V nalogi sem predstavila, kako bi lahko bil ta inštrument z določenimi prilagoditvami izredno zanimiv za mlado populacijo.

Naslov:REAL ESTATE POLICY AND THE WAYS OF AFFECTING OF REAL ESTATE
Opis:This final thesis studies and seeks alternative solutions to the housing problem of young population. The alarming fact that three quarters of young population between the age of 25 and 35 still lives in the same household with their parents, shows an extremely high housing problem among young people. In 2005, the Minister of the Environment and Spatial Planning stated that the situation of the housing supply is not satisfactory. During the transition period, Slovenia did not succeed in forming a successful model of housing supply based on examples of developed European Union members. The final thesis elaborates the current housing policy and its instruments. It also seeks solutions that would facilitate access to housing for the young population. The role of the housing policy in enabling solutions to the housing problem of young population, is inefficient. In 2008, the Housing Fund owned only 2.480 apartments. Also, there is yet no solution to a stable long-term financing, therefore we cannot expect a better housing supply. The apartment prices were rising from 2004 to 2008 and they reached the limit where they surpassed the purchase power of the population. The effects of the financial crisis in 2008 have aggravated the terms and increased the price of financing. This final thesis will present the details of the financing sources problems. It is my opinion that the housing problem could be solved by promoting the instrument of divided ownership, which has only been implemented in Ljubljana. The final thesis introduces how this instrument, with a few adjustments, would be very interesting for the young population
