Title:UPRAVLJANJE S ČLOVEŠKIMI VIRI V SLUŽBI VLADE REPUBLIKE SLOVENIJE ZA RAZVOJ IN EVROPSKE ZADEVE

Abstract:Za sodobno državno upravo in s tem tudi za Službo Vlade RS za razvoj in evropske zadeve so zaposleni glavno premoženje, učinkovito upravljanje z njimi in vlaganje v njihov razvoj pa je temelj njene učinkovitosti in ključ do uspeha. Diplomsko delo predstavlja celovit pregled upravljanja s človeškimi viri v slovenski državni upravi, predvsem pa v Službi Vlade RS za razvoj in evropske zadeve. Glavni namen je bil na podlagi teoretičnih izhodišč prikazati procese upravljanja s človeškimi viri v državni upravi in Službi Vlade RS za razvoj in evropske zadeve ter spoznati, kaj vse je treba še narediti, da bi čim bolj izkoristili razpoložljivi potencial zaposlenih. Osnovno sporočilo, ki ga lahko povzamemo na podlagi raziskave je, da se vodstvo Službe Vlade RS za razvoj in evropske zadeve zaveda, da so zaposleni ključni dejavnik za uspešno, kakovostno in učinkovito izvajanje nalog. Zaposleni imajo na voljo najrazličnejše možnosti za osebni in profesionalni razvoj z veliko vrst izobraževanja in usposabljanja, ustvarjeni so primerni delovni pogoji in ozračje, zaposleni so motivirani za delo. Velik poudarek je na izvedbi letnih pogovorov z zaposlenimi. V sistemu razvoja je še nekaj izzivov na področjih načrtovanja, napredovanja in komuniciranja. Glede na navedeno, lahko z gotovostjo trdimo, da so v veliki meri izkoriščeni potenciali prav vseh zaposlenih. V kolikor bo vodstvo Službe v prihodnje, ob mehanizmih, ki so na voljo, še naprej načrtno in sistematično upravljalo s človeškimi viri in jim omogočalo rast in razvoj, bodo zagotovo doseženi želeni uspehi in cilji organizacije ter seveda zadovoljstvo zaposlenih.

Title:HUMAN RESOURCE MANAGEMENT IN THE GOVERNMENT OFFICE FOR DEVELOPMENT AND EUROPEAN AFFAIRS
Abstract:Employees are the most important asset of a modern public administration and thereby also of the Government Office for Development and European Affairs (hereafter the Office); consequently, efficient management of the employees and investing in their development is a precondition for an organisation’s efficiency and the key to its success. The diploma paper presents a comprehensive overview of the human resource management in the Slovene public administration, and in particular in the Office. The main goal of the paper was to reveal – against the theoretical background – the processes of human resource management in the public administration and the Office and to set out the necessary future measures that will enable the full use of the available potential of the employees. The main findings obtained also on the basis of a wider research is that the management in the Office is aware of the role of the employees in assuring successful, quality and efficient organisation’s performance. Employees have a variety of possibilities for their personal and professional development through further education and training, the Office provides adequate conditions and positive environment for work and employees are motivated. A great emphasis is put to regular annual career interviews with the employees. There are some further challenges in the areas of planning, promotion and communication. Given the above said, it can be claimed that the potentials of all the employees are largely used. If the management of the Office continues to use all the available mechanisms to further manage human resources systematically and based on careful planning and thereby allow the employees further growth and development, also the desired goals of the Office will be met and satisfaction of the employees achieved.
