Zagotavljanje varnosti in odzivnosti v rešitvah na oblačnih storitvah Amazon web services. : diplomsko delo

Abstract: V diplomski nalogi smo raziskali področje oblačnih storitev za razmestitev spletne aplikacije, saj je razvoj spletnih aplikacij ena izmed najbolj razširjenih panog programiranja danes. Zaradi javne dostopnosti takšnih aplikacij smo se osredotočili na vidike varnosti in odzivnosti ter na zahtevnosti implementacije zaradi potrebe po hitrem razvojnem ciklu v industriji. Za izvajanje diplomske naloge smo izbrali oblačne storitve ponudnika Amazon Web Services. Predstavili smo storitve in postopke implementacije spletne aplikacije z uporabo teh storitev. V praktičnem delu smo primerjali izvajalne čase aplikacije pri uporabi dveh različnih tipov podatkovnih baz in izvedli oceno zahtevnosti implementacije po metodi NASA Task Load Index. Ugotovili smo, da ima v manjših sistemih, kjer ni pretirane obremenitve strežnika, relacijska podatkovna baza prednost odzivnosti in lažje implementacije pred datotečno podatkovno bazo.

Analysis of legal powers of municipal wardens they possess to ensure safety at the local level

Abstract: Purpose: This article is primarily intended for students and other professionals at the Faculty of Criminal Justice and Security of the University of Maribor to familiarise themselves with the Slovenian regulation in the field of criminal justice and security. The article presents safety powers of municipal wardens from the perspective of the applicable Slovenian law. Readers may learn how the Slovenian legal system works at the local level, what general legal acts provide a basis for municipal wardens’ actions and what are legal rules for their application. Methods: The article is a scientific review based on grammatical and dogmatic interpretation of applicable legal regulations and selected decisions of the Constitutional Court of the Republic of Slovenia, and on an analytical method (de lege lata) of the review of the Slovenian legislation in the field in question. The legal methods used by the author also include a synthetic method of comparing the legislation from the underlying Municipal Warden Services Act (»Zakon o občinskem redarstvu« [ZORed], 2006) and its main amendments set out in the Act Amending the Municipal Warden Services Act (»Zakon o spremembah in dopolnitvah Zakona o občinskem redarstvu« [ZORed-A], 2017). Findings: The paper is a comprehensive review of measures that municipal wardens may use to ensure safety at the local level. The author lists the relevant scientific and professional literature and argues about polemic issues with other prominent Slovenian authors dealing with the field in question, i.e., legal powers of municipal wardens. He mainly refers to the works of authors, such as Meško, Žaberl, Dvojmoč, Lavtar, Kečanović, Gostič, Brezovnik, Grafenauer, and Flander. Limitations/Implications: Due to the limited length of the article the overview of the municipal wardens’ powers covers essential legal concepts. The author’s intention is to introduce to the Slovenian or foreign readers the complex notions from the Slovenian legal system, sometimes in a non-technical way since the readers will be both from the field of law and from the field of criminal justice and security. Practical Implications: The article has practical application for domestic and foreign experts wishing to gain knowledge of the Slovenian regulation relating to safety at the local level. Definitions are correct and up-to-date and contribute, therefore, to boosting the knowledge in this field. The article contains a further overview of terms to broaden the understanding of the legal categorical apparatus in local safety and security. Originality/Value: This is a review article and therefore its originality is limited since the author does not provide any new scientific information. Rather, he summarises, through a scientific legal analysis, what is already known. The original value of the article lies in the way the author puts the legal and repressive measures of municipal wardens in a readable and easy-to-understand context so that readers can remember them easily. The definitions of terms used in the article are useful and will be helpful to many readers in their future study or research.

Notaries' escrow services in selling real estate in the Republic of Slovenia

Abstract: Notary's escrow is a legal relationship between the notary and the parties to the underlying legal transaction, which is generally a sales agreement. Notary's escrow is regulated with mandatory statutory rules commissioning public notaries and the rules of the mandate agreement. Mutual obligations of the parties to the underlying legal transaction in and of themselves do not influence the notary's obligations under a notary's escrow agreement unless they are included in the notary's escrow agreement as a constituent part thereof. Slovenian legislation stipulates the general conditions of notaries' operations. However, it does not stipulate specific conditions that must be fulfilled in order to place documents, funds and securities into escrow with a notary, nor does it stipulate the mandatory component elements of the escrow order. Therefore, The Slovenian regulation of notary's escrow should be supplemented.

Online gambling under EU law : strolling between controlled expansion and genuine diminution of gambling opportunities

Abstract: This article outlines some of the ambiguities arising from the endeavours of the EU Court to offer the national courts sufficiently clear interpretation of EU rules on free movement of services in respect of various national restrictions of online gambling that would enable them to make rulings in increasingly high numbers of cases in which foreign providers are restricted from accessing markets of EU Member States. It is submitted that this casuistic approach by the Court should not be considered as satisfying and that harmonising instruments should be adopted by the EU legislators, instead. Yet however, this is less realistic than ever before, as the Commission in situation of a total lack of the Member States' consensus stepped away from its efforts to pave the way to at least minimum standards of gambling offerings and provision of customers' protection, leaving it further to the EU and national courts to balance between controlled expansion and genuine diminution of gambling opportunities so as to weigh between free movement of services and opposing legitimate aims of the Member States.

Medical-legal aspects of confidentiality in the field of pharmaceutical health care

Abstract: The field of pharmaceutical health care is becoming increasingly established. Modernly, pharmacists learn more from patients about their prescriptions and other very personal, sensitive information. However, having access to an ever-increasing amount of sensitive, personal information raises serious issues pertaining to patient secrets and confidentiality. The term professional secrecy (hereinafter confidentiality) as well as any other form of discretion connected with a professional activity is construed broadly. However, the precise scope of confidentiality is not strictly defined in legislation. Obligation of professional secrecy has been diminished partly due to the general progress in a society and the progress of medical professions. The development of the protection of human rights is a continuous process.

Posebnosti razvoja enostranskih spletnih rešitev s samopostrežnim zalednim sistemom v oblaku : diplomsko delo

Abstract: Paradigma samopostrežnih zalednih sistemov v oblaku je čedalje bolj popularna in zrela za uporabo. Enostranske spletne aplikacije so eden od potencialnih odjemalcev samopostrežnih zalednih sistemov v oblaku. V diplomskem delu smo raziskali, kako lahko ta učinkovito sodelujejo med seboj. Glavni namen dela je bil spoznati prednosti in omejitve tega sodelovanja ter definirati kriterije za izbor orodja za razvoj samopostrežnega zalednega sistema v oblaku. Nato smo zastavljene kriterije nanesli na tri orodja za razvoj samopostrežnega zalednega sistema v oblaku, primerjali smo lastne REST rešitve, Firebase in AWS Amplify. S Firebase-om, ki je ugotovljen kot najbolj primeren za nalogo, v paru z React-om, smo razvili enostavno spletno aplikacijo »Moja Galerija« in prikazali, kako se ta tehnološki par obnese v realnem življenju.

Obseg dopustnosti nerevizijskih storitev po najnovejši evropski revizijski reformi ter njena implementacija v sloveniji, nemčiji in na hrvaškem

Abstract: Zaradi izgube zaupanja v revizorjevo delo (različni škandali) je Evropska komisija izdala leta 2014 Direktivo 2014/56/EU ter Uredbo 537/2014/EU, da bi povrnila zaupanje. Države članice so morale to ustrezno implementirati do 17. junija 2016. Pri implementaciji je državam članicam bilo danih kar nekaj izbirnih opcij. Glavni cilj pa je, da se poveča neodvisnost ter nepristranskost revizorja kot tudi kakovost ter preglednost revizije … Nekaj sprememb oziroma novosti sem proučila v prvem delu magistrske naloge, potem pa sem se osredotočila na prepovedane nerevizijske storitve. Uredba v 5. členu daje seznam prepovedanih nerevizijskih storitev in možnost, da so pod določenimi pogoji nekatere storitve tudi dopustne. Pomembno je, ali gre pri izvajanju obvezne revizije za subjekt javnega interesa ali ne, saj 5. člen Uredbe daje prepoved samo za subjekte javnega interesa. Primerjala sem, kako je z njimi v Sloveniji, na Hrvaškem in v Nemčiji. Obstajajo razlike, Slovenija je do sedaj imela kar širok nabor teh storitev in so veljale za vse družbe. Po novem pa bi imela Slovenija seznam za subjekte javnega interesa, kot je to določeno v 5. členu Uredbe, ter dopustnost nerevizijskih storitev enako kot to predvideva Uredba, pri ostalih pa se ne sme kršiti pravil revidiranja. Pri prepovedanih nerevizijskih storitvah in dovoljenih izjemah za subjekte javnega interesa sledita Nemčija in Hrvaška Uredbi, le da na Hrvaškem niso dovoljene storitve vrednotenja kot to predvideva Uredba, v Nemčiji pa je prepovedeno dodatno še agresivno davčno načrtovanje. Pri obeh omenjenih državah pa za ostale družbe, ki niso subjekti javnega interesa obstajajo nekatere storitve, ki so prepovedane. Ugotavljajo tudi, da se je položaj revizijske komisije zaradi najnovejše revizijske reforme v zvezi z nerevizijskimi storitvami še dodatno okrepil. Revizijska komisija še podrobneje spremlja delo zakonitega revizorja in revizijskih družb ter preverja neodvisnost, prav tako pa mora spremljati naročene nerevizijske storitve, samo izvajanje takšnih storitev in neodvisnost pri izvajanju takšnih storitev. Pomembno vlogo ima tudi pri izbiri zakonitega revizorja oziroma revizijske družbe. Z implemetacijo novele ZGD-1I se je položaj revizijske komisije okrepil.

Pametni video nadzor z uporabo umetne inteligence

Abstract: V diplomski nalogi je bilo predstavljeno področje video nadzora v kontekstu varnosti in pomoči pri bivanju. Predstavljeno je bilo tudi področje umetne inteligence; umetna inteligenca kot storitev in tehnologija strojnega učenja. V nalogi so bili primerjani različni ponudniki storitev AIaaS. V okviru naloge je bila razvita rešitev za domač varnostni videonadzor z uporabo mikroračunalnika, spletne kamere in storitve umetne inteligence. Predstavljeno je bilo njeno delovanje in rezultati testiranja. Podani so bili so bili predlogi za izboljšave domačega sistema.

Different approaches to cross border mobility of patients in the European Union in Czechia, Slovakia and Poland

Abstract: Poland and Slovakia are neighbour countries with similar history and socioeconomic conditions. They share heritage of socialized healthcare. Nevertheless, they adopted different policies towards promotion of patients´ mobility in the European Union. Accession to coordination of social security establishing assistance for tourists was smooth. Providers offer quality care for good prices. Foreign patients come to all three countries. Right for reimbursement of treatment intentionally sought across borders was created by the Court of Justice already before their accession. Nevertheless, they already decided on the Patients´ directive. Czechia supported it, Slovakia abstained and Poland refused. Numerous Poles seek treatment abroad and ask for its reimbursement, while implementing legislation barely complies and authorities are tight-fisted. Few Slovaks do it in accordance with rules adopted with cautiousness. Czechs ignore this opportunity despite official benevolence. Quality of healthcare, various price-setting and peculiarities of public financing explain this difference.
