Visiting nuclear reactors : safety and security aspects

Opis: Visiting nuclear reactors is a niche tourism offer within energy (industrial) tourism, which leads tourists through areas that are not primarily meant for them. Hence, safety and security issues are even more critical in this case. This study aims to highlight different aspects of safety and security issues in nuclear power plant tours and to present measures taken to address these concerns. In addition, we studied the connection between plant visits and the public image of nuclear energy. Information was gathered through participant observation (personal visits of factory tours) and an online survey. There, we identified safety and security nuclear power plant visit protocols and a positive correlation between the visit variable and the two variables of the public image of nuclear energy, which suggests energy (industrial) tourism as a suitable tool to enhance awareness and knowledge about nuclear energy.

Work of Ljubljana’s Municipal Warden Service – from repression to prevention and collaboration

Opis: Purpose: This article highlights the work of Ljubljana’s Municipal Warden Service (MWS), emphasizing the application of criminological knowledge in both preventive and repressive efforts. Design/Methods/Approach: We performed both qualitative and quantitative analyses using data from the SUDMR and PowerBI apps, employed by municipal wardens to track preventive actions and map repressive measures. Findings: In recent years, there has been a significant increase in both repressive and preventive actions of municipal wardens, with 115,453 measures implemented and 2,752 hours allocated to preventive work in 2022. The majority of repressive measures targeted road-related offenses. Community-oriented work and engagement were prioritized, especially in the densely populated city centre, focusing on road traffic and vulnerable road users. Integrating the apps used by MWS with criminological knowledge supports future planning, implementation, and justification of measures, as well as urban planning. Besides, mutual cooperation and exchange of information between MWS and other stakeholders are key to comprehensive security provision in the local environment. Research Limitations/Implications: A key limitation is that we only analysed repressive and preventive measures conducted by the MWS Ljubljana in 2022. Practical Implications: Applying criminological findings to municipal warden work is effective. Utilizing hot spot displays supports informed decision-making and preventive strategies. In instances where general prevention methods and misdemeanour procedures prove ineffective in ensuring public safety and preventing violations, particularly findings from the field of prevention, community policing and plural policing, can be useful. Originality/Value: This study is pioneering with a unique approach, utilizing new methodologies and perspectives to explain and validate the work of municipal wardens.

Analysis of legal powers of municipal wardens they possess to ensure safety at the local level

Opis: Purpose: This article is primarily intended for students and other professionals at the Faculty of Criminal Justice and Security of the University of Maribor to familiarise themselves with the Slovenian regulation in the field of criminal justice and security. The article presents safety powers of municipal wardens from the perspective of the applicable Slovenian law. Readers may learn how the Slovenian legal system works at the local level, what general legal acts provide a basis for municipal wardens’ actions and what are legal rules for their application. Methods: The article is a scientific review based on grammatical and dogmatic interpretation of applicable legal regulations and selected decisions of the Constitutional Court of the Republic of Slovenia, and on an analytical method (de lege lata) of the review of the Slovenian legislation in the field in question. The legal methods used by the author also include a synthetic method of comparing the legislation from the underlying Municipal Warden Services Act (»Zakon o občinskem redarstvu« [ZORed], 2006) and its main amendments set out in the Act Amending the Municipal Warden Services Act (»Zakon o spremembah in dopolnitvah Zakona o občinskem redarstvu« [ZORed-A], 2017). Findings: The paper is a comprehensive review of measures that municipal wardens may use to ensure safety at the local level. The author lists the relevant scientific and professional literature and argues about polemic issues with other prominent Slovenian authors dealing with the field in question, i.e., legal powers of municipal wardens. He mainly refers to the works of authors, such as Meško, Žaberl, Dvojmoč, Lavtar, Kečanović, Gostič, Brezovnik, Grafenauer, and Flander. Limitations/Implications: Due to the limited length of the article the overview of the municipal wardens’ powers covers essential legal concepts. The author’s intention is to introduce to the Slovenian or foreign readers the complex notions from the Slovenian legal system, sometimes in a non-technical way since the readers will be both from the field of law and from the field of criminal justice and security. Practical Implications: The article has practical application for domestic and foreign experts wishing to gain knowledge of the Slovenian regulation relating to safety at the local level. Definitions are correct and up-to-date and contribute, therefore, to boosting the knowledge in this field. The article contains a further overview of terms to broaden the understanding of the legal categorical apparatus in local safety and security. Originality/Value: This is a review article and therefore its originality is limited since the author does not provide any new scientific information. Rather, he summarises, through a scientific legal analysis, what is already known. The original value of the article lies in the way the author puts the legal and repressive measures of municipal wardens in a readable and easy-to-understand context so that readers can remember them easily. The definitions of terms used in the article are useful and will be helpful to many readers in their future study or research.

The role and function of a sports event organiser : safety at football matches in Slovenia, Serbia, and Austria

Opis: Purpose: The purpose of the paper is to examine the organisation of a sports event - more precisely, a football match, specifically from the point of view of safety. We compared the Slovenian practice of event organising with how sports events are organised in Serbia and Austria. Design/Methods/Approach: First we conducted a literature and normative bases review. The research was conducted through interviews with spokespersons from the football clubs - NK Celje, FK Partizan and SK Sturm Graz. We conducted a telephone interview with the security manager of the European Football Association and also included our own observations from attending the Serbian championship match. Findings: Our research shows that despite the existence of subnational legislation, there are differences in understanding of ensuring safety at sporting events in the analysed countries. As the most common factors that can affect safety and security at a sports event we identified the following: personnel, supporter groups, pyrotechnics and infrastructure. Research Limitations/Implications: Our research is limited to three countries and to three football clubs that were willing to take part in our research. Originality/Value: Research findings are based on the perspective and experience of football club security managers, presenting main risk factors and corresponding measures for ensuring safety and security at football matches.

Safety issues in psychiatric settings

Opis: Purpose: The purpose of the paper is to establish if mental health workers (nurses, doctors, clinical psychologists) in Slovene psychiatric settings perceive their work as potentially dangerous and which factors contribute mostly to these mindsets. On the basis of gained data recommendations for safety improvement are suggested. Design/Methods/Approach: Review of three studies conducted in different psychiatric settings in Slovenia. Findings: Just a few mental health workers perceive their work as dangerous. Among those that are most frequently victims of violent behaviour are male and female nurses, especially under circumstances of involuntary admission, involuntary pharmacological treatment and when special security measures are applied. Participants think that workers would need more self defence trainings, additional competent medical staff (foremost male nurses), communication trainings and better cooperation in their working teams. Moreover, those hurt in such incidents should get more systematic help. Sometimes security personnel also intervene, however, they are not qualified for such interventions and special trainings should be provided. Research limitations/implications: Our findings have a limited value because the studies have been performed in the course of different years, different questionnaires were applied and participants also differed (their profession, working tasks, demographic data etc.). Practical implications: Our findings can be used by psychiatric hospital management to plan trainings for mental health workers and organize them according to personnel’s necessities. Results also imply the necessity to train security personnel. Originality/Value: In the past merely analyses of incident reports were made on this topic. However, this paper sheds some light on perceptions and experiences of mental health workers directly exposed to patients’ violent behaviour.

Analysis of the relationship between smart cities, policing and criminal investigation

Opis: Purpose: The main objective is to present the symbiosis between smart cities, policing, criminal investigation and criminal intelligence. Moreover, another purpose is to critically address the underlying privacy concerns arising from smart city designs. Design/Methods/Approach: The paper is theoretical in scope and utilises a literature review as the basic method. Correlations between smart cities, policing and criminal investigations are identified by analysing the applicability of core smart city technologies and services [SCTS]. Findings: It is evident that SCTS can influence policing styles and police effectiveness. SCTS hold great potential for criminal investigations and criminal intelligence as they provide information upon which police can develop investigations or crime-control strategies. Vice-versa, criminal investigations and criminal intelligence can provide guidelines for SCTS developers and the governance of smart cities. However, privacy concerns and the slowly developing regulatory framework remain the biggest issues when it comes to SCTS adoption, thus making measures to safeguard privacy a key factor for the legitimacy of smart cities and smart policing. Practical Implications: The paper introduces practical knowledge about the implications of smart cities for policing and crime investigation. Some research ideas are presented as well as suggestions for legislators, developers and others whose work area falls in the scope of (smart) city governance. Originality/Value: A comprehensive study of the symbiosis between smart cities and policing must not only consider the potential of SCTS but the related need to develop regulation and skillsets of human resources. Only a handful of papers address the connectivity of smart cities, criminal investigations and criminal intelligence from such a multidisciplinary scope. Therefore, the paper represents a contribution to works discussing these concepts.

Influence of security threats on tourism destination development

Opis: The aim of the paper is to analyze the modern security environment and its impact on tourism destination development. Contemporary security environment is a result of historical events affected by the elements of the contemporary safety and political environment. Ground security concepts, which dominate contemporary security environment, are pointed out and further linked to the development of the modern security threats shaping tourism destination development. We are pointing out how the major security threats influence the tourism destination development. Methodology is based on secondary analysis of literature. Several current case studies are made to support conclusions on relationship between security and tourism destination developments.

QoS-oriented design of embedded systems with specification PEARL

Opis: Only recently have methodical tools adequate to design real-time systems been formally introduced in design methodologies. Naturally, they were present fromthe beginning, but due to the large diversity of embedded systemsć areas of deployment, specially dedicated formalisms have been developed and used. High-level language programming and integration of modeling formalisms into design methods eased the development of more complex real-time applications. With the emerging object-oriented programming languages and design methods, their integration into larger information systems has become more transparent. It was the UML methodology, however, which eventually merged also the design methods and concepts of real-time systems into a consistent whole. It took a large consortium and a long process to persuade industry of the benefits the new integral methodology can offer. On the other hand, there are some trade-offs, and there are some features not completely covered, yet. Here, a different, more straightforward approach to program and design (embedded) real-time systems is presented. Since it emerged from the real-time community, it includes most features relevant there. Independent of the UML profile for schedulability, performance and time specification, a profile was devised for use in PEARL-oriented UML design. The strengths of the mentioned language and design methods for QoS-oriented design of (embedded) real-time systems are emphasised throughout this article.
