Reinforced piled embankment for a high-speed railway over soft soil

Abstract: A geosynthetic, reinforced, piled embankment is an effective and economic method to solve the problems of possible bearing failure, unacceptable settlement and slope instability for an embankment built over soft soil; this has led to its widespread use, especially for high-speed railway embankments. Some design methods have been developed to assess the performance of these reinforced structures, which are mainly based on the results from small-scale models and numerical simulations. However, the reliability of these methods needs to be validated under full-scale field tests. This paper presents a numerical and analytical study for a full-scale field test of the Fengyang high-speed railway embankment. The results were analyzed and discussed in terms of the settlement of subsoil, the stressconcentration ratio (SCR), the axial force and the frictional stress of the pile. They showed that the settlement of the subsoil, from both the finite-element method (FEM) and the analytical method, were in good agreement with the measurement, and thus was a reliable parameter to assess the performance of the piled embankment with reasonable accuracy. The SCR was overestimated by the modified Terzaghi method, with a difference of 25%, while it was underestimated by the FEM, with a difference of approximately 20%. It was also shown that the tensile force in the reinforcement could be effectively assessed using the proposed analytical method, while it was overestimated by the FEM with a difference of 44%.

From effective accounting and reporting to efficient outsourcing

Abstract: This study aims to identify an effective management accounting and reporting concept for efficient outsourcing performance in sustainable organizations. Existing reporting norms of the “Systemanalyse und Programmentwicklung (SAP)” platform, used in JSC "Russian Railways" (further Russian Railways) were analysed. Thereby, in the paper a method of the formation of internal management accounting and reporting on the costs of outsourcing were developed. Currently, the analysis of the reports and effectiveness of outsourcing is based on the technique comparison “costs on outsourcing should be less than the cost of own units”. Effective analysis should include not one, but several factors and be based on multi-criteria approach. The main influence on the variation of such determinants as cost, productivity and staff members outsourcing has when the volume of production and prices are constant. According to the features of railway transport enterprises, existing method has been completed with statistical. It shows how outsourcing changed the performance of the company and by what factors - the average cost, or productivity, or staffing or due to variations of all three factors simultaneously. Further, the results of quantitative data analysis will be used to identify an effective management accounting in sustainable organizations while supporting the development of outsourcing.

The challenges in new tourist destination development within the area of ecological network Natura 2000

Abstract: Natura 2000 is often equated with protected areas where human activities are significantly limited or even excluded in order to preserve biodiversity. However, Natura 2000 is based on other settings. Most of the activities and projects in the Natura area can be carried out with the mitigation of possible negative impacts. Sometimes they need only minor adjustments. Proposals of major development projects or changes in land use should undergo the evaluation of acceptability for the ecological network. If the assessment is positive, the procedure will be allowed if it is in the Natura area. As such, the Natura 2000 can provide new opportunities for rural areas, for example through eco-tourism and recreation. The paper will provide a SWOT analysis of micro location of building a new transport route, which is aimed at the development of new tourist destinations in the protected area.

Model of traffic access mode and railway station choice of suburban railway system in Slovenia

Abstract: This article presents the establishment of a model of understanding the access mode and railway station choice of Slovenian passengers. Therefore, a model has been designed to predict the determination of existing decision making preferences of railway users about the access mode and railway station choice with a stated preference survey and face to face method. The target group in the survey were railway passengers in the suburban environment that use the rail for work and school purposes. The total number of respondents was 412. The survey showed that most passengers access the railway station with car (60,2%), by foot (26,2%), with public transport (bus – 8,3%) and with bike (5,3%). Average distance to the station is 4,9 km, average time of access is 10,5 min. Upon exit most passengers walk to the final destination (84,5%), use the public transport (bus – 14,1%), car (1,2%) or bike (0,2%). Average time from exit of the train to final destination is 13,1 min, average distance is 1,58 km.

Estimating marginal infrastructure cost in new infrastructure charging model

Abstract: Competitiveness of rail transport compared to road transport has been reducing, especially on regional railway lines. To improve this situation, the EU adopted various directives and regulations to increase efficiency of railway undertakings. In this paper we present an organizational and economic model based on European policies for local railway system. The organizational model is based on multi-criteria decision analysis. For the economic model we used an econometric approach to estimate the cost function and marginal costs in regional lines, which constitute the basis for railway charges. By implementing such an organizational model, the functioning of the railway network will improve. The research found that a change in the existing model of calculating costs of infrastructure use would bring economic effects for the railway infrastructure manager and the providers of transport. Using the proposed model we also found that it is reasonable to increase the flow of goods on unused regional railway lines because the railway infrastructure maintenance costs are inelastic with regard to transported gross tons.

Railway traffic management as a function of the new infrastructure manager

Abstract: This article offers a survey of the current decentralised form of railway traffic management within the public railway infrastructure in the The Republic of Slovenia, which is the result of out-of-date and worn-out safety installations of railway stations and railway lines. The article presents a new model of railway traffic management as the basis for efficient activity and harmonization of railway traffic management in the The Republic of Slovenia to the systems of railway traffic management within EU. This article presents the advantages of a centralised system of railway traffic management and demonstrates that the application of this system can solve the problem of decentralized traffic management as a function of the new infrastructure manager.

9.
New feeder line rail freight paradigm for the European railways

Abstract: The article deals with the development of the new paradigm of the European rail freight system predominantly suitable for the feeder lines (market niches). Taking into consideration the so far adopted legal solutions of the EU Commission for internationalisation (liberalisation) of the European railway system, the concept of the new rail freight model was developed in order to contribute to the increase of the quality, as well as to the growth of the volume of the rail freight services in Europe. Based on the findings about the disadvantages of the existing rail freight paradigm, the new solution consisting of the three interrelated and interconnected subsystems: institutional, technical/technological and organisational, is proposed. New liberalised access to the entire European rail infrastructure network will increase the competition and most probably attract new railway freight service providers. The introduction of the suggested innovative solutions in form of small, self-propelled, bi-directional train formation that can be automatically coupled and decoupled and equipped with the innovative loading and unloading equipment (enabling loading/unloading operations wherever the truck can stay parallel to the train), is to be expected predominantly on the feeder lines (market niches) of the European railways.

Model for optimal project portfolio for the construction of railway infrastructure on corridors V and X

Abstract: The construction of railway infrastructure should be dealt with as a national strategic developmental programme, which due to technical, geographical, logistical, and other requirements is carried out through a number of projects and represents a complex multiple project operation for investors, contractors, and other influential players. The national strategic developmental programme for the construction of the railway infrastructure is connected through programmes in neighbouring countries and EU member states to Trans-European Networks (TEN) that strategically regulate construction within the community. In the Republic of Slovenia, the construction of railway infrastructure within TEN programmes is carried out on the pan-European traffic corridors V and X within individual projects for the construction of sections and a number of supporting projects. Technical requirements, deadlines, and other TEN requirements as well as national strategic requirements and financial possibilities of the state represent basic criteria that should be taken into consideration in setting up a strategic project plan, with optimal project classification achieved through the implementation project portfolio. The current article utilised the method of multiple-criteria decision analysis to prepare the portfolio, taking into account macroeconomic and infrastructural criteria. Consequently, the results represent the basis for the preparation of an optimal financial plan with regard to financing possibilities of the Republic of Slovenia and the European Union. The article also summarised the research results regarding the formation of the project implementation process of the TEN-T network construction in the Republic of Slovenia.
