1. Velepodatki kot nujna zmogljivost z vidika ex-ante in ex-post regulacije : doktorska disertacijaRok Dacar, 2024, doctoral dissertation Abstract: Doktrina nujne zmogljivosti je institut konkurenčnega prava, po katerem lahko podjetje zahteva dostop do določenega proizvoda ali storitve (nujne zmogljivosti), ki je v izključni oblasti drugega podjetja, ki ima na trgu tega proizvoda ali storitve prevladujoči tržni položaj, če je dostop do tega proizvoda ali storitve neobhodno potreben za delovanje na spodnjem trgu. Zadevna doktorska disertacija poskuša razložiti ali lahko velepodatki predstavljajo nujno zmogljivost, tako z vidika ex-post kot tudi ex-ante regulacije. Uvodno poglavje doktorske disertacije bralcu predstavi raziskovalna vprašanja in hipoteze, opredeli raziskovalni problem in metodologijo, na kateri delo temelji, izpostavi pa tudi morebitne omejitve. V nadaljevanju sledi podroben prikaz nekaterih pojmov in konceptov, katerih poznavanje je potrebno za razumevanje doktorske disertacije. Doktorska disertacija nato obravnava položaj velepodatkov kot nujne zmogljivosti z vidika ex-post regulacije. Najprej podrobno opredeli pojem velepodatkov in njihov vpliv na konkurenčno politiko in pravo, ustavi pa se tudi pri nekaterih njihovih lastnostih, ki so bistvene z vidika doktrine nujne zmogljivosti. V nadaljevanju poskuša doktorska disertacija opredeliti, pod katerimi pogoji bi določen nabor velepodatkov v konkurenčnem pravu Evropske unije lahko predstavljal nujno zmogljivost. Pri tem pa se sooči z nejasnostmi glede pogojev za uporabo doktrine, ki zadnji dve desetletji otežujejo njeno aktivacijo. Zaključi, da bi za učinkovitost doktrine nujne zmogljivosti kot orodja za dostop do konkurenčno relevantnih velepodatkov, bilo potrebno oblikovati novo kategorijo pogojev za uporabo doktrine, ki bi objektivni test nadomestili z subjektivnim testom ali testom povprečnega podjetja, opustili zahtevo, da mora podjetje, ki nujno zmogljivost obvladuje, biti vsaj prisotno na spodnjem trgu, nazadnje pa opustili tudi uporabo pogoja novega proizvoda oz. tehničnega napredka. Brez navedenih modifikacij je aplikacija doktrine nujne zmogljivosti na velepodatke, ne glede na to, kateri pogoji se uporabijo, v praksi izjemno težavna. Doktorska disertacija v okviru naslednjega poglavja preuči prepreke, ki jih za položaj velepodatkov kot nujne zmogljivosti predstavlja pravna ureditev varstva osebnih podatkov. Poglavje zaključi, da bi morala delitev nabora velepodatkov, ki vsebuje osebne podatke, zadostiti zahtevam iz Splošne uredbe o varstvu podatkov – z drugimi besedami, da bi takšna delitev nabora velepodatkov, ki vsebuje osebne podatke, bila zakonita, bi morala zadostiti vsaj eni od pravnih podlag za obdelavo osebnih podatkov, kot jih opredeljuje Splošna uredba o varstvu podatkov. V tem oziru se kot možna temelja kažeta podlagi zakonitih interesov upravljalca ali tretje osebe ter izpolnitve zakonskih obveznosti. Doktorska disertacija razišče tudi možnosti za izogib določbam Splošne uredbe o varstvu podatkov preko učinkovite anonimizacije osebnih podatkov, ki jih nabor velepodatkov vsebuje. V tej zvezi zaključi, da zaradi naprednih re-identifikacijiskih metod učinkovita anonimizacija dejansko ni mogoče, če tudi pa bi bila, bi zaradi nje osebni podatki izgubili pretežni del ekonomske relevantnosti. Doktorska disertacija preuči še položaj velepodatkov kot nujne zmogljivosti z vidika ex-ante regulacije. Po teoretičnem uvodu in prikazu obstoječih instrumentov ex-ante regulacije dostopa do nekaterih ozkih kategorij podatkov, analizira različne možne pristope k ex-ante regulaciji dostopa do velepodatkov, namreč samoregulacijo, regulacijo s pogoji FRAND, ter simetrično in asimetrično oblastno regulacijo. Doktorska disertacija zaključi, da je glede na specifike trgov, ki jih poganjajo velepodatki, najustreznejši model regulacije dostopa do velepodatkov oblastna asimetrična regulacija. Na podlagi vedenja ustvarjenega v doktorski disertaciji, njeno zadnje poglavje odgovori na zastavljena raziskovalna vprašanja in hipoteze. 3. Finding a successor in ownership and management is one of the most demanding succession challenges, especially since younger generations have little interest or intention in joining their parents’ businesses. The action research was conducted to expand our understanding of owners’ attitudes and behaviors toward succession and the factors influencing successors’ intention and decision to enter the family business. The research also addresses the applicability of informal and formal family governance mechanisms in family business succession in post-transition countries. The research findings show the importance of the family dimension and emotional aspects of succession in post-transition countries. The theoretical hypotheses developed to form the basis for future confirmatory research and have implications for the key stakeholders and support infrastructure institutions involved in family business succession in post-transition countries. 4. Dual career development perspective : factors affecting quality of post-sport career transition of employed olympic athletesPetra Robnik, Edvard Kolar, Boro Štrumbelj, Marko Ferjan, 2022, original scientific article Abstract: Although Olympic athletes are celebrated for their sports achievements, they often face serious difficulties in their post-sport career employment. Factors of development that are affecting the quality of post-sport career transition of Olympic athletes are important to acknowledge in the dual career (DC) development perspective. Due to the side lining of academic activities, athletes are often not well prepared for the labor market. If they do not gain sufficient financial background in their careers, it can lead to a lack of proper economic inclusion of athletes in their post-sport career employment and further impact their lives. Career transitions of athletes have been the subject of research in different aspects of DC support (e.g., athletic, psychological, psychosocial, academic/vocational, financial), but most research is linked to the student-athlete DC perspective. Therefore, the aim of our research was to examine the impact of factors directly contributing to the quality of the post-sport career transition in Slovenian elite and Olympic athletes and the social class position and employment of these athletes after the termination of their sports career. From DC support practice, we learned that although athletes often have a proper level of education, their post-sport career transitions were not successful. To fill this gap, 168 elite athletes (Mage = 33.34, SD = 13.1) from Slovenia were asked to complete online questionnaires. The results showed a significant contribution of education and DC support-related finances (e.g., employment of athletes in public administration) to the quality of post-sport career transition. Regarding developing a national DC model and based on empirical research, this study identifies the social class position and employment status of former elite athletes from Slovenia. It also identifies opportunities for further research on the quality of the post-sport career transitions and perspectives on DC support. Understanding how different factors contribute to the integrated development of individual athletes to reach their potential in sports, education, and their post-sport career employment is important for theorists, DC practitioners, and stakeholders working with DC athletes. To develop a sufficient mechanism, DC support providers should consider supporting education along with the financial support of athletes during their sports careers and recognizing study-training ecosystems, based on good practices to successfully transition to their post-sport careers. These findings can also be useful for athletes and their athletic triangle support network (e.g., coaches and parents) as a support in the decision-making. 6. Namely, the post-Covid tourist faces an accelerated pace of life and often a stressful daily routine. They need relaxation and a vacation that cannot be found in the tourist offers containing lots of sightseeing tours in as short a time as possible. Accordingly, a new concept of travel has been developing in recent years, especially after the Covid-19 pandemic, one which promotes relaxation and "deep" exploration of the tourist destination - slow tourism. The slow tourist is usually not attracted to the established routes and ready tourist products. Instead, the focus is placed on traveling to the destination, using slow means of transportation, as well as on avoiding large hotels. Slow tourists are trying to get to know the local culture and establish contacts with the locals. Montenegro enables all that. The purpose of this article is to address issues of future tourism industry development, linking it to elements of sustainable development trends. The article presents the main elements of the sustainable concept of rural and farm tourism. Using the method of compilation and description, we want to check, based on statistical data related to farm tourism activities in Slovenia (before and during the COVID-19 pandemic), whether it is possible to detect development trends in Slovenia, in the direction of sustainability that are linked to the concept of farm tourism. This study also aims to identify a number of measures that can improve sustainability at the farming tourism level in Slovenia, in a post-COVID phase. According to the findings of numerous comparisons and statistical analysis, it can be stated that the future development trends show a great need to develop the decarbonisation of the industry, digitalisation of industry, and the involvement of the local population in the provision of services. In the present global situation, we have reached a point where it will be necessary to focus on sustainable and digital forms of the industry, in order to further post-COVID development of the tourism industry. 8. In this sense, catalytic converters, which are exhaust gas post-treatment systems for vehicle emission control, are critical for complying with increasingly stringent environmental regulations. This work proposes a systematic review to identify the most relevant knowledge regarding the parameters (materials, geometries, and engine conditions), conditions (cold start, oxygen storage, and deactivation), and mathematical models to consider in the design of catalytic converters. The Scopus database contains 283 records related to this review’s objective. After applying the inclusion and exclusion criteria, 65 reports were retrieved for evaluation. A table was created to present the results and prepare this manuscript. The evaluation revealed that the following topics were active: the study of non-noble catalyst materials, as well as new substrate materials and geometries, for designing more compact and cost-effective catalytic converters; the development of strategies to improve conversion during cold starts; and the development of accurate and fast estimation models. Now is the moment to build a future strategy and action plan for the small and medium-sized food industry to mitigate the economic effects of the COVID-19 outbreak. This study's objective is to identify probable tactics, policies, and action plans and evaluate their efficacy and acceptability. This study also explores and quantifies the post-COVID effects of Covid-19 on Bangladesh's Small and Medium-Scale Food Industries. Using a non-probability sample technique, three types of self-administered questionnaires were utilized to gather data from the owner, factory in-charge, manager, and CEO of the Food and Beverage Manufacturing sector. Using SPSS software V.25, descriptive analysis was performed to display frequencies, %ages, and mean scores, while one-sample t-test was utilized to compare the value (mean) of the viewpoints (strategies & action plans) with the supplied value (test value). Results indicate that the probable strategies and action plans (14 strategies) that need to be implemented by the government is high and acceptable and that the effectiveness of other probable strategies and action plans (5 strategies) that need to be implemented by food and beverage manufacturers may also acceptable and could apply to the post-covid situation. Kriptografija v svetu kvantnih računalnikov : diplomsko delo visokošolskega študijskega programa Informacijska varnostNejc Šircelj, 2023, undergraduate thesis Abstract: Namen te diplomske naloge je raziskati vpliv kvantnih računalnikov na kriptografijo in razvoj post-kvantne kriptografije. V diplomski nalogi širši javnosti predstavimo koncept kriptografije in kvantnih računalnikov ter identificiramo problem, ki ga kvantni računalniki predstavljajo trenutnim kriptografskim algoritmom, kateri so podlaga za celotno informacijsko varnost. Diplomska naloga opisuje osnovna načela kriptografije in kvantne mehanike. Poglablja se v široko uporabljene kriptografske algoritme ter razvoj in delovanje kvantnih računalnikov. Raziskuje tudi izzive, ki jih predstavljajo kvantni računalniki na področju kriptografije in njihovo zmožnost razreševanja trenutno najbolj uporabljenih kriptografskih algoritmov. Kot posledica tega pa predstavi post-kvantno kriptografijo in nekatere trenutne post-kvantne kriptografske algoritme. Na koncu pa analizira in pregleduje vlogo inštitucij in njihovih prizadevanj pri napredku post-kvantne kriptografije in kvantnega računalništva na svetovni, Evropski in Slovenski ravni.
