1. How do Croatian police officers perceive certain characteristics of police management?Ksenija Butorac, Ante Orlović, Mislav Stjepan Žebec, 2016, izvirni znanstveni članek Opis: Purpose:
To explore the importance and existence of Croatian police managers’ relevant characteristics from the perspective of police officers, and in relation to several police officers’ demographic and professional characteristics.
Design/Methods/Approach:
A convenience sample of 132 Croatian police officers (104 males) who attended a study programme in criminal investigation (average age 31.5 years) was examined by means of a questionnaire that – within Katz’s skill theory of successful management – assesses the perceived importance and the perceived existence of technical/expert, social and strategic knowledge/skills, as well as the most representative characteristics of current police managers.
Findings:
A dominant perception of the highest level of importance for all three categories of managerial knowledge/skills was detected, while possession of the said skills was mainly assessed to be at the medium level. The largest difference was found between the perceived importance and the perceived possession of social skills. Social skills were also perceived to be significantly more important than the other ones, while police managers were perceived to most frequently possess expert skills. Out of 12 offered police manager characteristics, the most frequently selected were negative ones. Finally, there were no significant and systematic effects of demographic and professional factors on the perceived importance and perceived possession of any of the three knowledge/skills categories.
Research Limitations / Implications:
A larger and more representative sample would ensure the study’s greater external validity and statistical power. Additional management skill items are needed in the questionnaire to improve the construct validity (besides including other relevant factors and questions useful for interpreting the trends detected).
Practical Implications:
Within the research limitations, the findings suggest possible changes to the education system, staff assessment and police officers’ promotion.
Originality/Value:
This is the first police management research in Croatia and probably the first generally within the framework of Katz’s skill theory of successful management. 2. Specific roles and responsibilities of the police in victim assistance : police officers' viewIrma Kovčo Vukadin, Renato Matić, 2011, izvirni znanstveni članek Opis: Purpose:
The purpose of this research was to assess police officers’ views and their current practice in dealing with victims and to test differences in their attitudes regarding their gender, personal experience of victimization and years of professional experience.
Design/Methods/Approach:
A questionnaire based on the UN Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power was applied to two generations of police officers (N=155), who attended the victimology course. Descriptive statistics, discriminant analysis and chi-square test were used.
Findings:
Police officers mostly agree with good standards in treating victims’ rights. Discriminant analysis revealed no significant difference regarding police officers’ gender and personal experience of victimisation. Chi-square test revealed differences regarding years of professional experience in 3 of 31 analyzed items.
Research limitations:
The results are not generalizable since convenient sample was used. Another question to be considered is police officers’ attendance of the victimology course (although the questionnaire was carried out on the first class of students), which might lead police officers into giving socially desirable answers.
Practical implications:
This research gives valuable information to police strategic structures regarding the evaluation of the current practice and the creation of protocols and education programs.
Originality/Value:

3. Police officersʼ motor abilities and their link to martial arts achievementsDamir Lauš, Goran Ribičić, 2017, izvirni znanstveni članek Opis: Purpose:
The objective of this paper is to determine the link between police officers’ motor abilities and their achievements in the martial arts.
Design/Methods/Approach:
The research involved a sample of 140 police officers employed by the Ministry of Internal Affairs of the Republic of Croatia.
The sample of criterion variables involves evaluating five groups of elements that are used to assess the quality of performing martial arts elements: N1 – strikes and blocks; N2 – judo falls and throwing; N3 – arrest techniques; N4 – defence against an unarmed attacker; and N5 – defence against an armed attacker. The quality of a performance was evaluated by three kinesiologists who are martial arts instructors.
The sample of predictor variables involves 17 tests for assessing motor abilities and one test for assessing functional abilities.
Findings:
Regression analyses revealed a significant correlation between the predictor variables and each of the five criterion variables. The link between the police officers’ achievements in the martial arts and their motor abilities was defined according to the following variables: side steps, standing long jump, throwing a 3-kg medicine ball, push-ups in one minute, overhand grip pull-ups on a bar, and squats in one minute.
Value:
It may be concluded from the research results that attention should be paid in the martial arts training of police officers to developing and improving their coordination, agility, as well as their explosive and repetitive strength. 4. Police officers' and citizens' attitudes toward the provision of safety/security in local communities in Slovenia : doctoral dissertationMaja Modic, 2013, doktorska disertacija Opis: Main purpose of the dissertation is to compare police officers’ and citizens’ attitudes toward various aspects of local safety provision, with the emphasis on community policing, which is currently the main philosophy of policing in Slovenia. Data for the study comes from a survey administred to a sample of police officers and citizens to assess their attitudes on a broad range of issues regarding the provision of safety on the local level as related to Slovene police in general, police effectiveness in various activities, legality of police work and citizens’ willingness to cooperate with the police among others.
Within the comparison between citizens’ and police officers’ attitudes, areas of the highest and the lowest degree of concordance between attitudes were identified and examined. Attitudes of police officers and citizens were found to be most dissimilar regarding legality of police work, effectiveness in protecting life, personal safety and property, general perceptions of police and effectiveness in community policing.
Overall level of concordance between attitudes of both groups was found to be low.
The foci of our further analysis were the factors which influence citizens’ and police officers’ attitudes toward police effectiveness in community policing. Effects of gender, age, education, fear of crime and residency characteristics on citizens’ attitudes were examined, and effects of age, education, participatory management, organizational support, job satisfaction and community support on police officers’ attitudes were examined.
Results of regression analysis showed that police visibility, trust in the government, age, fear of crime and length of residency affect citizens’ attitudes toward police effectiveness in community policing, however these variables account only for 30.1 percent of the variation in citizens' attitudes toward community policing. Police officers’ attitudes toward police effectiveness in community policing are affected by age, education, organizational support, job satisfaction and community support. These variables were found to account only for 28.7 percent of the variation in police officers' attitudes toward community policing. Majority of the variation in both groups’ attitudes toward community policing thus remains unexplained.
Suggestions for further research and policy implication are provided, focused on inclusion of additional variables into model of police officers’ attitudes and model of citizens’ attitudes. Variables found to affect citizens of both groups toward police effectiveness in community policing by the findings of present research should be taken into consideration by police administrators and local safety policy makers.
