Current environmental and energy policies at the European and Spanish levels are focused on increasing energy efficiency and the penetration of renewable energy sources. In this study, changes in emissions of two major pollutants affecting human health — nitrogen oxides (NOx) and fine particulate matter (PM2.5) — are quantified as a result of implementing a set of planned measures, considering Spain’s 2030 policy targets and using 2021 as the reference year. The measures target sectors that are directly connected to the population: residential buildings and passenger cars. The results indicate that the greatest benefits in terms of emission reductions are achieved through the replacement of combustion-based passenger road transport with electric vehicles, as well as through improvements to building envelopes, particularly once the electricity mix reaches the 2030 renewable energy penetration target. 2. Legal framework of medical service in the city of Osijek during the first half of the 19th centurySlavko Čandrlić, 2024, izvirni znanstveni članek Opis: The aim of this research work is to gain insight into how the medical service was legally regulated in the city of Osijek, the main Slavonian center to which a large number of people immigrated after the Great Turkish War, and which consequently spread the fear of the appearance of new infections in that area. At the same time, special attention was paid to medical regulations after the city of Osijek received the status of a Free Royal City in 1809. Despite the jurisdiction of the Royal Hungarian – Protectoral Council and the Royal Hungarian Court Chamber, the Liberation Charter enabled the city of Osijek to establish its own self-governing bodies. Thus, along with the City Council and its representatives, a lesser- known physical department was founded, which was headed by a physicist. In particular, it was a physician with the highest level of responsibility, who had the authority to protect the public health of the population of the Free Royal City of Osijek. Despite assertions that such actions are justified under the right to self-defence, legal ambiguities persist in international law. The authors argue that while attacks on merchant vessels by non-state actors may constitute armed aggression, clarity is lacking on whether they meet the criteria for self-defence. The USA and UK stress that attacks on their warships validate their defensive measures, framing them as necessary responses to significant threats. However, the authors contend that the principle of proportionality may have been disregarded, urging restraint in the use of force to safeguard ships while respecting Yemen’s sovereignty. The article underscores the need for a nuanced approach to assessing the legality and necessity of military actions in complex conflict scenarios. 4. Evaluation of ballasted railway track response in potentially critical areas using vibration measurementsMojmir Uranjek, Andrej Štrukelj, 2025, izvirni znanstveni članek Opis: In railway infrastructure, particularly where concrete sleepers are employed, certain critical zones exhibit pronounced degradation of the ballast layer. Previous studies have identified several contributing factors, including the presence of welds, heterogeneity in the substructure beneath the sleepers, and variations in the track’s geometric parameters. Of these factors, the presence of welds seems to have the most significant influence. This article aims to determine whether differences in the ballast railway track’s response to traffic loads at weld locations can be identified in the initial phase, before obvious damage appears. Vibration responses in terms of displacement, velocity, and acceleration were measured on upgraded concrete sleepers equipped with rubber under-sleeper pads. The results indicate that velocities and accelerations at rail weld locations differ significantly from those in adjacent track sections, when the railway track is in an intact, undamaged condition. These results suggest a high likelihood of damage formation in these critical locations, indicating the necessity of preventive measures to mitigate damage. Possible mitigation measures that could help reduce the formation of damage are proposed. 5. The COVID-19 pandemic created problems in the functioning of the economy, and economic state measures were necessary to reduce the negative impact of the pandemic. Every country in the world has tried to find the best economic measures to help its citizens overcome the negative effects of the pandemic as easily as possible. After 5 years since the pandemic began, the real effects of these state measures, which were also implemented by the Government of the Republic of Serbia, can now be seen much more objectively, which is analysed in this paper. The primary objective of this paper is to evaluate citizens' opinions on the effectiveness of the state economic measures implemented by the Government of the Republic of Serbia to mitigate the impact of pandemics on both citizens' lives and companies' operations. 6. Can we have both? The challenges of efficiency outcomes in a public procurement system and reaching the strategic goals of procurementSašo Matas, Žan Oplotnik, Timotej Jagrič, 2025, izvirni znanstveni članek Opis: This article explores the cost efficiency of public procurement procedures, techniques and strategic policies. Member States in the EU spend large sums of money on the procurement of various items, yet public procurement in the EU struggles with issues of competitiveness, efficiency and overlapping goals. The competitiveness and efficiency of various factors, procedures, techniques and sustainable measures employed in public procurement procedures that influence cost efficiency were examined in this study using data from Slovenian public procurement over the past eight years. The analysis employed a binary logit model that facilitates the efficient utilization of public funds and predicts substantial price reductions in public procurement procedures. The findings underscore the significance of transparency and open markets. The optimal cost-efficiency outcomes are achieved through combinations of transparent procedures and an undisclosed market environment during the tendering phase, complemented by less binding secondary procurement objectives. Conversely, procurement techniques that tend to disclose more information about competitors in the procurement process are found to be less cost-effective. Non-mandatory sustainable policies in public procurement tend to lead to better results in terms of cost efficiency than those imposed by an obligatory legal framework. 7. Cross-cultural adaptation and validation of the Slovenian version of the Core outcome measures index for low back painMatevž Topolovec, David Vozlič, Nejc Plohl, Rok Vengust, Miha Vodičar, Anne Frances Mannion, 2020, izvirni znanstveni članek Opis: Background:To conduct a cross-cultural adaptation and validation of the Core Outcome Measures Index (COMI) in the Slovenian language, for use in patients with low back pain.
Methods:The English version of COMI was translated into Slovene following established guidelines. Three hundredfifty-three patients with chronic low back pain were recruited from the Orthopedic clinic department of a tertiary care teaching institution. Data quality, construct validity, responsiveness, and test-retest reliability of the COMI were assessed.
Results: The questionnaire was generally well accepted with no missing values. The majority of items exhibited only mild ceiling effects (below 20.0%) and some what more prominent floor effects, which were similar to previousstudies (4.5-78.8%). Correlations with Oswestry Disability Index (ODI) were high (= 0.76 between overall COMI andODI scores), suggesting that the Slovene version of COMI had high construct validity. Additionally, the Slovene version of COMI successfully captured surgical patients' improvement in their low back problem after surgery(overall COMI score change: Z =9.34,p< .001, r =0.53) and showed acceptable test-retest reliability (ICC = 0.86).
Conclusions:The Slovene version of COMI showed good psychometric properties, comparable to those of previously tested language versions. It represents a valuable instrument for the use in future domestic and multicenter clinical studies. 8. Government-funded sustainable development and professionalisation of NGOsLivija Rojc Štremfelj, Jana Žnidaršič, Miha Marič, 2020, izvirni znanstveni članek Opis: This paper addresses the first financial initiative of the Slovenian government for the professionalisation and development of non-governmental organisations (NGOs) to promote sustainability in the third sector. The measure was the result of the Non-Governmental Organisations Act, adopted in 2018, and was followed by the Development strategy of non-governmental organisations and volunteering until 2023 (DSNGOV). The state’s contribution to an increased level of professionalisation was welcomed by NGOs because, compared to other EU28 states, which have an average employment rate of 4.18%, Slovenia is far behind, with only 0.82% of its active working population being employed in the NGO sector. In May 2018, the Ministry of Public Administration released invitations to fund projects for the development and professionalisation of NGOs and voluntary service, providing grants for 100 NGO jobs. The final project results were compiled in March 2020, and the findings were evaluated in 29 survey reports in April 2020. The research focused on the occupations for which employees were sought, legal forms of the applicant NGOs and recruitment methods. The results demonstrate that the state measure was successful, as 69% of the funded jobs were sustained. However, most of the retained jobs were filled by those who were previously employed in the NGO sector (84.6%), so the employment rate has barely risen. 9. Internal and external drivers for compliance with the COVID-19 preventive measures in Slovenia : The view from general deterrence and protection motivationAnže Mihelič, Luka Jelovčan, Kaja Prislan Mihelič, 2021, izvirni znanstveni članek Opis: The emergence of a pandemic is usually accompanied by different measures-economic, social, preventive, and (self)protective. In the case of the COVID-19, several preventive measures were formally enforced by state authorities in the majority of countries worldwide. Thus, during the COVID-19 pandemic, the intertwining of formal and informal social control could be observed. Hence, in this study a cross-sectional design was chosen to explore the issue in Slovenia. To the best of our knowledge, this research is the first in the current literature to empirically test the general deterrence theory in pandemic circumstances (as external factors predicting individuals' compliance with the COVID-19 preventive measures). The results suggest an important role of informal punishment, with perceived informal severity being the only statistically significant factor from the general deterrence theory. In contrast to external factors, internal factors play a significantly greater role in promoting people's self-protective behavior in pandemic circumstances. During the unknown, the uncertain and delicate situations with which people have no previous experience, both personal beliefs about the effectiveness of measures and perceived self-efficacy are more important than fear of formal sanctions. 10. Proceedings in the case of Benedik v. Slovenia : Bachelor thesis undergraduate study programme Criminal Juctice and Security, B.A.Ana Jovanovska, 2024, diplomsko delo Opis: The case of Benedik v. Slovenia is a perfect example of the complexity between the right to privacy and covert investigative measures carried out by law enforcement in the digital age. Thus, this thesis aims to precisely explain the legislation governing the right to privacy under both internal law and the European Convention on Human Rights, with a particular emphasis on covert investigative measures. By exploring and defining the legal frameworks that protect the privacy rights of individuals, we aim to clarify the balance between state surveillance powers and individuals' privacy rights. The study systematically shows the evolution and current state of the legal provisions regarding covert investigative measures in Slovenia. The main focus of this thesis is the legal proceedings in the case of Benedik v. Slovenia. It serves as a prism through which the complexities of privacy protection, specifically, electronic privacy are analyzed in the context of data disclosure and internet usage. The study examines the legal proceedings at all court instances, including Kranj District Court, Ljubljana Higher Court, Supreme Court, and Constitutional Court of the Republic of Slovenia leading to a complaint that the applicant, Benedik, filed at the Strasbourg Court. The later ruling of the European Court of Human Rights addressed the interaction between domestic laws and international human rights norms in detail. An in-depth understanding of how covert investigative measures are integrated with the right to privacy is provided through an analysis of the arguments made, the legal reasoning used by the courts, and the verdicts issued. This thesis's comprehensive explanation offers valuable insights into the balance between state surveillance needs and the protection of individuals' right to privacy, highlighting the complexities of these issues in the modern digital age.
