Perception of document management systems in digital transformation : VIII.

Opis: Document Management Systems (DMS) are essential tools for managing organisational information throughout its lifecycle. Despite increasing adoption, many DMS implementations fail to deliver the expected value due to inadequate attention to Critical Success Factors (CSFs). This monograph investigates the impact of selected CSFs—such as top management support, process orientation, and organisational culture—on different phases of the DMS lifecycle: selection, implementation, and usage. Drawing on the ITIL framework and lifecycle-based thinking, the study employs a quantitative methodology using PLS-SEM on data collected from Slovenian organisations. The results show that CSFs vary in importance across lifecycle stages, highlighting the need for dynamic, phase-specific implementation strategies. The findings contribute to theory by integrating CSFs with DMS lifecycle management and provide actionable insights for practitioners seeking to optimise DMS adoption and performance.

Open-source transformer-based information retrieval system for energy efficient robotics related literature

Opis: Background and Purpose: This article employs the Hugging Face keyphrase-extraction-kbir-inspec machine learning model to analyze 654 abstracts on the topic of energy efficiency in systems and control, computer science and robotics. Methods: This study targeted specific arXiv categories related to energy efficiency, scraping and processing ab - stracts with a state-of-the-art Transformer-based Hugging Face AI model to extract keyphrases, thereby enabling the creation of related keyphrase networks and the retrieval of relevant scientific preprints. Results: The results demonstrate that state-of-the-art open-source machine learning models can extract valuable information from unstructured data, revealing prominent topics in the evolving field of energy-efficiency. Conclusion: This showcases the current landscape and highlights the capability of such information systems to pinpoint both well researched and less researched areas, potentially serving as an information retrieval system or early warning system for emerging technologies that promote environmental sustainability and cost efficiency.

Geographical information system modeling for planning internal transportation in a manufacturing plant’s outdoor area

Opis: A geographical information system (GIS) is an advanced tool for collecting, managing, and analyzing spatially-referenced data. The contribution of GIS use to process performance indicators can be improved by combining it with multi-criteria decision analysis (MCDA). Combining a GIS and MCDA is, in the scientific literature, rarely discussed for planning an internal transportation system in a manufacturing plant’s outdoor area. The purpose of this article is to clarify what mangers can expect from using a combined approach when deciding on a transport fleet and the operational routing of vehicles. Beside the simulation of MCDA, the computer software ArcGIS Pro 3.0.2 with the Network Analyst extension was used for modelling the transportation system in the form of a case study. The article demonstrates the feasibility and effectiveness of GIS and MCDA use and reveals the extent of the challenge of how decision makers could make the most of ArcGIS functionality. The final solution for an internal transportation system in a manufacturing plant’s outdoor area includes such a vehicle fleet and the set time windows of orders for transport services, so that there are no violations of time windows and the work is completed within the work shift while minimizing costs, time, and distance. Decision makers can use the program without advanced knowledge of optimization approaches, following a procedure that does not differ much from that of learning to use other business software tools. On the contrary, the listed disadvantages can be summarized as the rigidity of setting detailed boundary conditions for a specific simulation scenario.

EU Health Union : legal aspects and digital health

Opis: Recurrent health crises and outbreaks of infectious diseases of international concern have created a specific EU public health policy. Its role was further strengthened by the COVID-19 pandemic, which triggered the next stage in the integration process of the Member States: the European Health Union. The research is carried out using a literature review method (a review of literature and documents in the field of public health policy and the European Health Union) and a comparative-legal method for comparing EU legal acts on which the Health Union is based (endogenous comparison) and the legal acts of EU and the Republic of Slovenia (exogenous comparison). The findings are examined using a qualitative content analysis method, which allows for meaningful aggregation and use of the data under study to answer the research questions. The European Health Union builds on and extends existing areas of public health and requires greater integration between Member States. One of its most essential pillars is a single information system with a single database to improve the health of individuals, resilience to cross-border health crises, patient mobility, and joint research on the most severe diseases. Member States, including Slovenia, must follow EU public health commitments. As the Slovenian legislative proposal analysis on the digitalization of healthcare shows, this challenging task will also require respect for the institute (safeguards) of other areas of law.

A bibliometric network analysis of green information technology and green information systems research

Opis: Background: In recent years, the concepts of Green Information Technology and Green Information Systems (Green IT/IS) have attracted the attention of many researchers. Several environmental and sustainability studies have suggested that smart usage of Green IT/IS is one of the most important enablers for sustainable development in organizations and plays an essential role in greening the planet. Objectives: This paper aims to examine the development of the Green IT/IS field based on the published works. The focus is on analysing the keywords of related papers obtained from the Web of Science database. Methods/Approach: Based on the twomode network of papers and keywords, the analysis of co-occurrence of keywords is provided. The most frequent keywords discovered by the temporal network analysis are presented from the perspective of the most prominent journals. Results: The main pillars of knowledge in Green IT/IS research are highlighted, and a chronological map of the field is provided. Conclusions: Green IT/IS's studied field shows constant growth in the last decades, and the results indicate the trends of future development in the field. The paper is one of the first studies that apply the bibliographic network analysis approach to the field of Green IT/IS.

Optimal bus stops' allocation : a school bus routing problem with respect to terrain elevation

Opis: The paper addresses the optimal bus stops allocation in the Laško municipality. The goal is to achieve a cost reduction by proper re-designing of a mandatory pupils' transportation to their schools. The proposed heuristic optimization algorithm relies on data clustering and Monte Carlo simulation. The number of bus stops should be minimal possible that still assure a maximal service area, while keeping the minimal walking distances children have to go from their homes to the nearest bus stop. The working mechanism of the proposed algorithm is explained. The latter is driven by three-dimensional GIS data to take into account as much realistic dynamic properties of terrain as possible. The results show that the proposed algorithm achieves an optimal solution with only 37 optimal bus stops covering 94.6 % of all treated pupils despite the diversity and wideness of municipality, as well as the problematic characteristics of terrains' elevation. The calculated bus stops will represent important guidelines to their actual physical implementation.

Self-assessment system : detrimental effects on entrepreneurial and innovative activity

Opis: Efficient regulatory mechanisms that induce innovation, co-operation and deter competition law infringements have recently been the subject of growing attention. Competition is essential to the innovation process which in general terms enables entrepreneurship. But so too is co-operation between firms which requires an exchange of information and may lead to inefficient collusive behaviour. The optimal trade-off between the provision of stable entrepreneurial incentives and the new European competition law’s reform with the self-assessment system has been largely missing from the current scholarly debate. This paper identifies the unintended, harmful horizontal side effects of this new European self-assessment system upon the entrepreneurial activity, offers a legal evaluation of the optimal entrepreneurial incentive mechanisms and provides legal and entrepreneurial arguments for an improved regulatory response.

Quantitative model for economic analyses of information security investment in an enterprise information system

Opis: The paper presents a mathematical model for the optimal security-technology investment evaluation and decision-making processes based on the quantitative analysis of security risks and digital asset assessments in an enterprise. The model makes use of the quantitative analysis of different security measures that counteract individual risks by identifying the information system processes in an enterprise and the potential threats. The model comprises the target security levels for all identified business processes and the probability of a security accident together with the possible loss the enterprise may suffer. The selection of security technology is based on the efficiency of selected security measures. Economic metrics are applied for the efficiency assessment and comparative analysis of different protection technologies. Unlike the existing models for evaluation of the security investment, the proposed model allows direct comparison and quantitative assessment of different security measures. The model allows deep analyses and computations providing quantitative assessments of different options for investments, which translate into recommendations facilitating the selection of the best solution and the decision-making thereof. The model was tested using empirical examples with data from real business environment.

Conceptual learning of physics in Slovenian primary schools

Opis: Teaching and learning with computers (ICT) encompasses her help in educational process everywhere there where is this perhaps and reasonable. Using ICT as educated accessory mean search of optimal elements for teaching efficiency and for better achieving teaching objectives. Learning process of science, mathematic and technical subjects in elementary school in many situations demands practically and problem solved work. Conceptual learning of physics is computer based and its strategies lead pupils to a better understanding and use of more difficult processes (thinking, inferencing, using the knowledge). By conceptual way of learning we used "fizlets" as simulatory models. They are interactive materials, where processes happen in certain intervals and there is interaction between the model and the pupil. The main goal of study was to research the effects of conceptual way of learning in comparison with traditional classroom education when teaching the topics "Pressure and lifting power" in the eighth class of primary school. We tested four thinking processes of pupils (knowledge, analyses, inference and comparison). The main expected ascertainment of research was that the pupils, who were taught through the conceptual way achieved better results than those who were taught traditionally in the classroom. Hypotheses were confirmed. In general this article will show other users of teaching physics and science some didactic manners of preparing interactive educated materials.
