1. Professional qualifications recognition of doctors in the EU : a perspective of EU citizens and third-country nationalsŽiva Šuta, Karmen Pišek Šuta, 2023, izvirni znanstveni članek Opis: This article explores the applicable rules in the context of professional qualifications recognition of doctors in the EU. In the pursuit of this examination, it focuses on two groups of individuals, namely EU citizens and third-country nationals, and differentiates between qualifications obtained in the EU and qualifications obtained outside EU. While EU citizens are generally free to pursue their medical profession in any EU Member State, third-country nationals experience difficulties in the recognition of their professional qualifications as they fall outside the scope of specific rules on professional qualifications recognition and do not enjoy free movement rights. The assessment of the applicable rules is followed by a conclusion that the EU citizens are protected under the EU legal framework for the recognition of professional qualifications, however, the legal framework for the recognition of foreign professional qualifications is still absent and depends largely upon general rules applicable to third-country nationals willing to settle and work in the EU. 2. ‘Free-market capitalism’ and democracy in the period of democratic recession : investigating the relationship in 141 countries, 2006–2017Tibor Rutar, 2023, izvirni znanstveni članek Opis: Since the mid-2000s, democratization has slowed, stopped, and even reversed across the world. At the same time, societies have become more oriented toward free markets as measured by indexes of economic freedom. Relying on a panel sample of 141 developed and developing countries between 2006 and 2017, this paper is the first to investigate whether the two phenomena are related by employing economic freedom data. It finds that there is no net-negative relationship between aggregate economic freedom and democracy in this time-period. Instead, mixed findings of both an overall positive and overall neutral (but not negative) association are uncovered in between-country and within-country analyses, respectively. In between-country analyses, using the disaggregated index shows that the legal system/property rights component drives most of the positive relationship between aggregate economic freedom and democracy in the developed world. The same between-country analyses in the developing world show that freedom of international trade is positively associated with democracy, while modest regulation has a negative relationship. However, additionally controlling for omitted variable bias using country-fixed effects, the paper does not find evidence for either a positive or negative relationship between subsequent changes in levels of economic freedom and democracy. Solar photovoltaic tracking systems for electricity generation : a reviewSebastijan Seme, Bojan Štumberger, Miralem Hadžiselimović, Klemen Sredenšek, 2020, pregledni znanstveni članek Opis: This paper presents a thorough review of state-of-the-art research and literature in the field of photovoltaic tracking systems for the production of electrical energy. A review of the literature is performed mainly for the field of solar photovoltaic tracking systems, which gives this paper the necessary foundation. Solar systems can be roughly divided into three fields: the generation of thermal energy (solar collectors), the generation of electrical energy (photovoltaic systems), and the generation of electrical energy/thermal energy (hybrid systems). The development of photovoltaic systems began in the mid-19th century, followed shortly by research in the field of tracking systems. With the development of tracking systems, di%erent types of tracking systems, drives, designs, and tracking strategies were also defined. This paper presents a comprehensive overview of photovoltaic tracking systems, as well as the latest studies that have been done in recent years. The review will be supplemented with a factual presentation of the tracking systems used at the Institute of Energy Technology of the University of Maribor. 5. Comparative analysis of legal status of women sentenced to deprivation of freedom in Russia and in the USAMarina Minster, 2011, pregledni znanstveni članek Opis: Purpose:
The purpose of this research is elaboration of scientifically based recommendations aimed at perfection of lawmaking in the sphere of execution of sentence. The work is based on complex analysis of regulatory control of legal status of women sentenced to deprivation of freedom in Russia and in the USA and on the revealing of peculiarities of exercising of rights.
Design/Methods/Approach:
In this research the author uses comparative law methods, formal logical and structured system methods. The methodology also includes sociological methods: the study of documents, survey (questionnaire poll); and statistical methods.
Findings:
During the examination of issues of legal status of women sentenced to deprivation of freedom the distinctive features of women and their special needs in the period of serving the sentence in correctional institutions of Russia and the USA were found and taken into account. The author also gives scientifically based recommendations concerning improvement of lawmaking both in Russia and in the USA concerning legal status of women incarcerated in places of deprivation of freedom.
Practical implications:
Conclusions and suggestions of this article can be taken into account in practical activity of correctional facilities for women. It also can be used as a basis for methodological recommendations concerning correctional influence on different types of sentenced people. The research can be useful for training of personnel in correctional facilities; it can give a profound knowledge about problems of legal status of women in places of deprivation of freedom.
Originality/Value:
This research is useful for further improvement of lawmaking and its practical use in the sphere of execution of punishment in the form of deprivation of freedom regarding sentenced women. 6. The determinants of employee ownership plan implementation in EU countries - the quest for economic democracy : a first look at the evidenceRicardo Machado, 2016, izvirni znanstveni članek Opis: Background and purpose: Kelso’s quest to identify the economic counterpart of political democracy and, as a corollary, his concern about the nature of the economic system’s organisation needed to support the institutions of a politically free society, contributed two important terms: economic power and democracy. Following Kelso’s reasoning, my research study aims to understand the determinants of the implementation of economic democracy, measured by the incidence of employee share ownership plans, within European Union countries.
Methodology: Setting out with the theory of one of the founding fathers of employee stock ownership plans, I perform a cross-country analysis spanning five years (2008-2012) to explain the incidence level of employee ownership by independent variables operationalizing the political, legal, socio-educational and economic structures of twenty European Union countries. Using secondary data from the European Federation of Employee Share Ownership, I explain the determinants’ pertinence, while accounting for severe data limitations.
Results: I report a strong correlation between employee ownership incidence and the index of economic freedom. However, the labour market’s freedom, the trustworthiness of and confidence in financial markets and the quality of secondary and tertiary education do not deliver clear-cut results.
Conclusion: Further research should comprehensively scrutinise country-specific factors regarding corporate governance issues and cross-cultural controls. Employee ownership researchers should consider this field of research to understand why countries that are so-called employee ownership champions are experiencing widening income inequality. 7. Effects of translational and rotational degrees of freedom on the hydration of ionic solutes as seen by the popular water modelsTomaž Mohorič, Urban Bren, Vojko Vlachy, 2015, izvirni znanstveni članek Opis: We employed molecular dynamics simulations with separate thermostats for translational and rotational temperatures in order to study the effects of these degrees of freedom on the hydration of ions. In this work we examine how water models, differing in charge distribution, respond to the rise of rotational temperature. The study shows that, with respect to the distribution of negative charge, popular water models lead to different responses upon an increase of the rotational temperature. The differences arise in hydration of cations, as the negative charge distribution on the model solvent represents the determining factor in such cases. The cation-water correlation increases with the increasing rotational temperature if negative charge is placed in (or close to) the centre of the water molecule (a typical example is the SPC water model) and decreases, when the negative charge is shifted from the centre (as in the TIP5P model of water). Because all the water models examined here have similar distributions of positive charge, they all exhibit similar trends in solvation of anions. In contrast to above, the effect of translational temperature variation is similar for all water-solute pairs; any increase in translational temperature decreases the solute-water correlations. 8. Ideological conflicts in Slovenia over religious issuesSergej Flere, 2014, izvirni znanstveni članek Opis: Since attaining independence, Latin pattern (Martin, 1978) disputes and conflicts have characterized the Slovenian political scene, particularly as to relations between the state and religious communities. Slovenia adopted a law on the issue only in 2006, availing itself of the law from the 1970s. The 2007 Religious Freedom Act contained many privileges for the dominant Roman Catholic Church, including those of a symbolic nature and those of an economic one. The Constitutional Court declared the Act unconstitutional and void, departing from the European Convention of Human Rights and the case law of the European Court of Human Rights. Thus, it set other beliefs at the same level with religious ones, did away with many privileges and obstacles 81 in recognition and registration of new religious communities. However, this decision has legislatively been implemented only in a small portion, remaining to be fully implemented. However, the absence of substantive agreements with the Holy See and the absence of religious instruction in public schools indicate a predominance of liberalism on the public scene.
