Legal aspects of enlargement of the European UnionSzilvia Váradi, 2013, izvirni znanstveni članek Opis: The pulling power of the European Union has helped to transform Central and Eastern European countries into modern, well-functioning democracies. Regarding its integration activities, enlargement is one of the EU’s most powerful policy tools. This paper analyses the legal basis of the enlargement of the EU embodied in Art. 49 of the Treaty of the European Union, which is a result of an evolution lasting for nearly 70 years, but this evolution has not been finished, because there are still unclarified and open issues regarding the legal regulations. This paper overviews the accession criteria, finds that the enlargement process found in this Art. and in practice reveals some hiatuses of the legal basis of the enlargement and proposes to extend the enlargement clause with the basic procedural rules, fundamental principles and the conditions for membership developed in practice. 2. Tourist farm service quality assessmentKarmen Pažek, Črtomir Rozman, 2010, pregledni znanstveni članek Opis: Farm tourism shows a structure different from agriculture, forestry, and fishery; farm tourism is expanding, labour intensive, generates an influx of money, and maintains the service base in the region. Farm tourism is one of the most important supplementary activities and generates considerable secondary income. This paper present the developed methodology that will enable the ranking of tourist farms based on their service quality. This is accomplished through the use of the expert system based on the DEXi decision-making method. Using DEXi, the multi-criteria decision model for the assessment of farm tourism-s service quality was developed. The model was applied in practice on 7 vacation farms. The data from the questionnaires completed by farm guests and hosts was used as input data in the multi-attribute model and as an arbitrary estimation for the farm. The results of the model are shown as the assessments for individual farms. Out of seven chosen farms, four achieved the best possible estimation. Two of them achieved middle estimation. For the last tourist farm, where a data deficit was present, the model showed two final possible estimations (very good or good and bad - depends on value of missing attributes. 3. Providing the success of Six Sigma by proper project identification and selection : comparison study between Slovenia and the UKDušan Gošnik, Andrej Bertoncelj, 2010, izvirni znanstveni članek Opis: Results of Six Sigma projects are related to company performance. Successful Six Sigma projects increase customer satisfaction and have many other positive effects on organisations. Success of Six Sigma projects is related to key management decision about how to identify potential projects and which projects to select for final implementation. This research is oriented toward the study of tools used in the phase of Six Sigma project identification and criteria used in the phase of Six Sigma project selection. The purpose of this research is to compare results from manufacturing sector in Slovenia and the UK. Results of this study indicate that management within the organisations tend to identify potential Six Sigma projects with the use of different tools, such as: brainstorming (Slovenia and UK.), followed by Critical To Quality tree (UK.), and interviews and customer visits (Slovenia). Further, the results show that the final decision about Six Sigma projects selection in the UK and Slovenia include different criteria, such as: customer benefit (Slovenia and UK), finance impact (UK) and connection to business strategy (Slovenia). Many companies in the UK as well in Slovenia combine the use of tools and balanced selection criteria at the same time. 4. System dynamic models as decision-making tools in agritourismTadeja Jere Lazanski, 2016, izvirni znanstveni članek Opis: Agritourism as a type of niche tourism is a complex and softly defined phaenomenon. The demands for fast and integrated decision regarding agritourism and its interconnections with environment, economy (investments, traffic) and social factors (tourists) is urgent. Many different methodologies and methods master softly structured questions and dilemmas with global and local properties. Here we present methods of systems thinking and system dynamics, which were first brought into force in the educational and training area in the form of different computer simulations and later as tools for decision-making and organisational re-engineering. We develop system dynamics models in order to present accuracy of methodology. These models are essentially simple and can serve only as describers of the activity of basic mutual influences among variables. We will pay the attention to the methodology for parameter model values determination and the so-called mental model. This one is the basis of causal connections among model variables. At the end, we restore a connection between qualitative and quantitative models in frame of system dynamics. 5. Considering interactions among multiple criteria for the server selectionVesna Čančer, 2010, izvirni znanstveni članek Opis: Decision-making about server selection is one of the multi-criteria decision-making (MCDM) processes where interactions among criteria should be considered. The paper introduces and develops some solutions for considering interactions among criteria in the MCDM problems. In the frame procedure for MCDM by using the group of methods, based on assigning weights, special attention is given to the synthesis of the local alternatives' values into the aggregate values where the mutual preferential independence between two criteria is not assumed. Firstly, we delineate how to complete the additive model into the multiplicative one with synergic and redundancy elements in the case that criteria are structured in one level and in two levels. Furthermore, we adapted the concept of the fuzzy Choquet integral to the multi-attribute value theory. Studying and comparing the results of the example case of the server selection obtained by both aggregation approaches, the paper highlights the advantages of the first one since it does not require from decision makers to determine the weights of all possible combinations of the criteria and it enables the further use of the most preferred MCDM methods. 6. The multiple critera assessment of social responsibility in organizationsVesna Čančer, Simona Šarotar Žižek, objavljeni znanstveni prispevek na konferenci Opis: The assessment of social responsibility (SR) in organizations requires a hierarchy of requisitely holistic factors and indicators. This paper introduces the development of measuring instrument for this multidimensional problem. Differently from using factor analysis based on principal component analysis extraction method, it presents the use of exploratory factor analysis (EFA) to develop the multiple criteria model for the assessment of SR. It also discusses several approaches for the weights determination: because considering factor loadings of the indicators obtained via EFA does not tend to differentiate between the levels of importance, the SMARTER method based on ordinal scale was used in criteria weighting. It proposes the solutions for measuring local alternatives’ values with respect to indicators by using value functions. Application possibilities of the results of the multiple criteria assessment of SR are illustrated and discussed via a real-life case of organizations in Slovenia. 7. Satisfaction of people with police roadside procedures : a case studyVinko Gorenak, Marko Prevolčič, 2008, izvirni znanstveni članek Opis: In the theoretical part of this paper, the authors present criteria by which the satisfaction of the public with police work can be measured. The focus lies on those criteria that are significant for police work in the community and for the reputation of the police as a state organ itself, which is co-responsible for(improving) security in the nation. The empirical part of this paper is based on a study that included 120 residents from the area of Slovenj Gradec police directorate. The interviewees had to give their opinion on various questions or statements about their satisfaction regarding police roadside procedures in the area that they live in. Furthermore, the authors examined the extent to which the residents are willing to help police officers, how they evaluate their work, on what basis the residents shape their opinion and how they evaluate interpersonal competencies of police officers. The results have shown that the satisfaction of residents with roadside police procedures in SlovenjGradec police directorate is relatively good since the majority of answers varies between 3 and 4 on a Likert scale ranging from 1to 5. Even though the evaluations are promising, the authors conclude the paper with several recommendations. 8. Model for optimal project portfolio for the construction of railway infrastructure on corridors V and XAnton Hauc, Majda Bastič, Lidia Jurše, Mirko Pšunder, 2010, kratki znanstveni prispevek Opis: The construction of railway infrastructure should be dealt with as a national strategic developmental programme, which due to technical, geographical, logistical, and other requirements is carried out through a number of projects and represents a complex multiple project operation for investors, contractors, and other influential players. The national strategic developmental programme for the construction of the railway infrastructure is connected through programmes in neighbouring countries and EU member states to Trans-European Networks (TEN) that strategically regulate construction within the community. In the Republic of Slovenia, the construction of railway infrastructure within TEN programmes is carried out on the pan-European traffic corridors V and X within individual projects for the construction of sections and a number of supporting projects. Technical requirements, deadlines, and other TEN requirements as well as national strategic requirements and financial possibilities of the state represent basic criteria that should be taken into consideration in setting up a strategic project plan, with optimal project classification achieved through the implementation project portfolio. The current article utilised the method of multiple-criteria decision analysis to prepare the portfolio, taking into account macroeconomic and infrastructural criteria. Consequently, the results represent the basis for the preparation of an optimal financial plan with regard to financing possibilities of the Republic of Slovenia and the European Union. The article also summarised the research results regarding the formation of the project implementation process of the TEN-T network construction in the Republic of Slovenia. 9. Multi-criteria assessment of vegetable production business alternativesSilvo Pozderec, Martina Bavec, Črtomir Rozman, Jožef Vinčec, Karmen Pažek, 2015, izvirni znanstveni članek Opis: Purpose: Organic and integrated production of vegetables are the two most common production systems in Slovenia. The study analyzed two production systems with different cultures as alternatives with purpose to find the most appropriate variants.
Design/Methodology/Approach: The study based on the development and integration of developed specific technological- economic simulation models for the production of vegetables (salad, growing peppers, salad cucumbers, pickling cucumbers, round and cherry tomato) in greenhouse and multi-criteria decision analysis. The methodology of the study based on the DEX methodology and the analytical hierarchy process (AHP) of organic (ECO) and integrated production (IP) in greenhouse.
Results: The evaluation results show that both cultivation methods of commercially attractive vegetables in greenhouse are variable. In the case of integrated production, the assessment of multi-criteria decision analysis EC and DEXi showed that salad (Donertie F1) proved to be the best possible alternative. In the case of organic production, the multi-criteria analysis assessment of pickling cucumbers (Harmony F1) is the best possible business alternative.
Conclusion: For the further production planning process by decision maker is the ranking with Expert Choice (EC) more useful and precise, while the DEX evaluations are more descriptive.
