Prisoners' rehabilitation in Hungary

Opis: Purpose: This paper examines the development of ideal prisoner rehabilitation in a historical and legal point of view. The concept of rehabilitation is not only examined in legal texts and official documents. Furthermore the activity of the prison administration is also examined and the paper presents practical examples. Design/Methodology/Approach: The analysis mainly takes into account the primary and the secondary legislation although in order to illustrate different points, statistical figures, research reports and interviews with members of staff and experts are also used. The article starts with legislation from the 19th century and examines all prison legislation up to the present, focusing particularly on prisoner rehabilitation. The analysis covers the examination of the struggling ideals in prison policy. Findings: The article concludes that after 20 years of democracy there is no steady and predictable prison policy. The principles of the reforms are not clear, the struggling ideals and lack of resources prevent the prison system from fundamental reforms. Although a lot of progress has been made, there is still space for improvement in the field of rehabilitation. Research limitations: The prison system is measured mostly by quantitative methods and the data is sometimes not available publicly. This ‘restricted access’ to information and the discrepancy between the ‘law in practice’ and the ‘written law’ on which a great part of the examination is based may lead to a slightly different picture of reality. This was eased with ‘soft’ research methods as consultations with experts. Practical implications: The main policy recommendations are that there is a need for a steady and predictable prison policy but not necessarily by more funding, rather the concentration of resources for convicted offenders whose liberty has to be deprived necessarily. This could be reached by a decrease in the prison population and the use of alternative sanctions. Originality/Value: Prisoner rehabilitation is scrutinized from the historical perspective and the related information is compared to the written law.

Youth drug and crime prevention practices in Hungary as reflected in the opinions of students and professionals

Opis: Purpose: In this article, we will try to compare how different actors view/experience current prevention practices of youth delinquency in Hungary. Design/Methods/Approach: We use both qualitative and quantitative data regarding the views of the professionals involved in working with young people and 14–17 year old students’ opinions on existing prevention programs on youth violence and delinquent behaviour and their perceived effectiveness. Findings: The repressive approach, although increasingly important, is not considered very effective. The educational system seems to be the best framework for prevention, but also community development should be important, as useful freetime activities and locations for such are widely missing. Central policy making efforts could be useful to introduce elements of crime prevention (in the broadest sense) in the school curricula. There is a significant difference between the opinion of students and professionals regarding the role of teachers in prevention activities. While experts consider that teachers should play an increased role in prevention in the future, young people are often quite sceptical about these actors. Originality/Value: A unique feature of this article is that it brings together and can reflect opinions of the actors involved in prevention.

Villages of Porabje

Opis: Special feature of Porabje settlements can be detected on some geographical aspects within the national settlement network. Unique features of these settlements even these features are not exclusive in themselves regarding all the administratively independent settlements form such a specific region of Hungary on the base of that the following can be stated. The Vend-region occupies prominent place among the regions of Hungary. These special features are studied in this study on the base of the following aspects: spatial location, history, ethnic composition, ethnographic aspects, small village and sporadic settlement characteristic and development possibilities. However Szentgotthárd (Monošter) played important role in life of the Slovenians in Hungary too the essay focuses on the analysis of the settlements in the Porabje region.

Analyzing hotel innovation behavior in the Balaton region of Hungary to identify best practices

Opis: The goal of the research is to investigate the hotel innovation behavior in one of the most important tourism regions of Hungary. The Lake Balaton Region is a very popular area of the country with quite a short season (from the middle of June to August 20). The region is the second most visited area based on the number of guests and guest nights in Hungary. The topic of innovation plays a growing role in the Hungarian hotel sector as well, because competition is very high and keeping guests and employees can be a great challenge. The study involved both qualitative and quantitative research. The qualitative research aimed to identify the best practices of the Hotel Európa Fit****superior which introduced an “innovation by inspiring” strategy and applies several types of innovation in a highly recommended way. The respondents of the questionnaire included 28 hotel general managers (52% of the 54-person sample). The results showed a strong relationship between the type of the hotel and the number of innovations as well as the type of the hotel and the frequency of innovation.

Long memory in the Croatian and Hungarian stock market returns

Opis: The objective of this paper is to analyze and compare the fractal structure of the Croatian and Hungarian stock market returns. The presence of long memory components in asset returns provides evidence against the weak-form of stock market effi ciency. The starting working hypothesis that there is no long memory in the Croatian and Hungarian stock market returns is tested by applying the Kwiatkowski-Phillips-Schmidt-Shin (KPSS) (1992) test, Loʼs (1991) modified rescaled range (R/S) test, and the wavelet ordinary least squares (WOLS) estimator of Jensen (1999). The research showed that the WOLS estimator may lead to different conclusions regarding long memory presence in the stock returns from the KPSS and unit root tests or Loʼs R/S test. Furthermore, it proved that the fractal structure of individual stock returns may be masked in aggregated stock market returns (i.e. in returns of stock index). The main finding of the paper is that both the Croatian stock index Crobex and individual stocks in this index exhibit long memory. Long memory is identified for some stocks in the Hungarian stock market as well, but not for the stock market index BUX. Based on the results of the long memory tests, it can be concluded that while the Hungarian stock market is weak form efficient, the Croatian stock market is not.
