Slovenian economy on the way from independence to catching up average economic development of EU-27

Opis: During the EU accession process, an intensive process of economic restructuring was taking place in Slovenia that was intended to secure Slovenia's incorporation into the common European market. At the time of adapting the legal and economic order to European standards, everyone was aware of the fact that successful EU spatial integration depends on the achieved economic power that is comparable to the average EU-27 economic growth. Slovenia's economic structure, determined by the GDP structure, is slowly approaching the structure of developed economies with the importance of agriculture and manufacture decreasing, and the importance of services increasing. However, financial and busines services, and technologically demanding sectors are growing too slowly. Structural changes of the Slovene economy have an affect on transformation of geographical space and create a new social-economic gravitational region. Functional and structural economic changes that resulted from social and political changes following Slovenia's newly-gained independence and its transition to market economy have changed the role of Slovenia in the common European economic market. Slovenia is to be found on a key development crossing, moving from an industrial to post industrial society. Slovenia's basic development goal is to exceed the average economic development of the enlarged EU by 2015 to be able to secure and improve social security, faster development in all its regions, and improve the environment. In other words strive for a better quality of life and overall human development.

New challenges of geography in cultural and institutional association within the European higher education area

Opis: University of Maribor has in the last few years been an active partner in establishing and encouraging regional cooperation within Danube Rector's network and Alpe-Adria network. Geographers have helped form the policy and concepts of regional partnership and connecting of spatial projects and initiatives, particularly in the regions of Central Europe and Western Balkans. An example of good practice is the Central European network GEOREGNET, which enables mobility of professors and students and contributes to the understanding among people and cooperation in higher education. The new challenges of Geography in the establishment of Euroregions and formation of a European cultural area represent a new understanding of the importance of creating a network of institutional cooperation and education of geographers. Research and pedagogical work in the field of Geography enable development and implementation of internationally comparable post-graduate study programmes and research programmes. With the establishment of University Centre for Euro-Mediterranean Studies, Slovenia has assumed the responsibility and an active role in encouraging the cooperation of higher education institutions in order to accomplish the goals of the European higher education area and strengthen intercultural understanding, not only between the countries of Euro-Mediterranean region, but also in the sense of global regional associations.

ORGANIZIRANOST SISTEMA RAVNANJA Z ODPADNO EMBALAŽO V EVROPI IN V SLOVENIJI

Opis: Osnovna funkcija embalaže je fizična zaščita blaga pred poškodbami in vplivi iz okolja. Ko embalaža opravi svojo funkcijo in se loči od blaga, postane odpadek. Odpadna embalaža nastaja tako v gospodinjstvih, gospodarstvu in ostalih institucijah. V skrbi za čistejše in manj obremenjeno okolje ima embalaža ogromen okoljski pomen. Ravnaje z embalažo in odpadno embalažo je urejeno na ravni Evropske unije in na ravni posamezne države z nacionalnimi sistemi ravnanja z embalažo in odpadno embalažo. V Bruslju je bila ustanovljena krovna organizacija za ločeno zbiranje, recikliranje in ravnanje z embalažo in odpadno embalažo PACKAGING RECOVERY ORGANIZATION EUROPE (PRO EUROPE). Danes ta organizacija združuje 31 držav, od katerih večina uporablja znak 'Zelena pika' kot simbol financiranja. V Sloveniji je trenutno šest družb za ravnanje z odpadno embalažo. Vanje se morajo vključiti subjekti, ki dajo na slovenski trg več kot 15 ton embalaže na leto. Prav tako se morajo ta podjetja registrirati na Finančni upravi. Vsake tri mesece je treba narediti obračun in na njegovi podlagi plačati družbi za ravnanje z embalažo embalažnino in Finančni upravi okoljsko dajatev za onesnaževanje okolja zaradi nastajanja odpadne embalaže.

Variability of seasonal and annual precipitation in Slovenia and its correlation with large-scale atmospheric circulation

Opis: This paper examines temporal and spatial variability and trends of annual and seasonal precipitation in Slovenia and their relationship with three atmospheric circulation patterns represented by their indices: North Atlantic Oscillation index (NAOi), Mediterranean Oscillation index (MOi) and Western Mediterranean Oscillation index (WeMOi). Data from 45 precipitation stations were used for the period 1963-2012. Mean annual precipitation varies from 736 mm in eastern Slovenia to 2,518 mm in northwestern Slovenia. A significant annual precipitation decrease (from -3% to -6% per decade) is observed in western Slovenia. Significant negative trends are observed in southwestern Slovenia in summer (from -4% to -10% per decade) and near the Adriatic coast in spring (from -6% to -10% per decade). Non-significant negative and positive trends are observed in winter and autumn, respectively. Results indicate significant correlations between winter precipitation and MOi (from -0.3 to -0.7), NAOi (from -0.3 to -0.6) and WeMOi (from 0.3 to 0.6). Significant WeMOi influence is observed in spring and autumn, while NAOi and MOi influence has not been detected. Annual precipitation and WeMOi are significantly correlated in central and eastern Slovenia, while significant NAOi and MOi influence is observed in western Slovenia (with the larger area covered by MOi influence).

Corporate governance of banks in Poland and Slovenia

Opis: This paper focuses on the analysis of the characteristics of corporate governance in banks in Poland and Slovenia between 2005 and 2013. It studies the impact of corporate governance in these banks on their performance. The results of our research show that Slovenia achieved lower average scores for the variables and indicators related to the transparency of corporate governance than Poland. The density of banks with the highest corporate governance index scores was higher in Poland than in Slovenia. When examining the impact of corporate governance on bank performance as measured with net interest income, the regression analysis showed that its impact is positive in both countries and that it is statistically significant in Slovenia.

Outsourcing of transport and logistics services

Opis: The author presents the results of the research in five parts, which are interconnected. After the introduction, in part two, entitled A Framework for Logistics Outsourcing Decisions, theoretical characteristics of outsourcing are presented. Part three, Core Competences and Outsourcing, describes the logistics competences. Part 4, Transport and Logistics Outsourcing in Europe, discusses the trends in logistics development and outsourcing. The paper will assist managers responsible for the development of logistics strategies. The paper offers a unique buyer-supplier partnership framework by proposing that the logistics outsourcing will increase the competitive advantage of manufacturing firms.

Commercial aquaponics approaching the European market: to consumers' perceptions of aquaponics products in Europe

Opis: The first commercial aquaponics companies are starting up in Europe. The main focus has been on solving technology issues and optimizing production. However, increasing attention is now being paid to certification and regulations linked to aquaponics, as well as the marketing of products and services. The paper presents the results of a study whose main aim was to estimate consumers’ knowledge about aquaponics and their acceptance of aquaponics products in different European regions. An on-line questionnaire was administered to the general public through the aquaponics network of Food and Agriculture COST (European Cooperation in Science and Technology) Action FA1305 “The EU Aquaponics Hub—Realising Sustainable Integrated Fish and Vegetable Production for the EU” in 16 European countries. The methodology includes univariate and multivariate statistical techniques. The results show that, on average, attitudes towards aquaponics were positive, showing no significant differences between those who already knew about aquaponics and those who only heard about it through the survey. More than 50% of respondents had never heard of aquaponics, whilst more than 70% had already heard of hydroponics. No more than 17% of respondents were willing to pay more for aquaponically produced products and no more than 40% more when compared to the price of products from conventional farming. The results confirm three different clusters of potential consumers of aquaponics products. They also suggest an urgent need for implementing integrated and holistic approaches involving all stakeholders in aquaponics, in order to define a marketing plan and efficient communication strategies. This COST action, other projects and public decision makers must invest in educating consumers about aquaponics through the organization of guided tours, thematic workshops and tastings of aquaponics products in order to raise their awareness about this new technology. It is absolutely urgent that public decision makers, in cooperation with aquaponics stakeholders, address the main institutional constraints, namely the introduction of aquaponics as an economic activity and the organic certification of aquaponics products.

The role of the European Academy of Teachers in General Practice and Family Medicine in family medicine education in Europe

Opis: Primary health care is important item of political agendas since Alma Ata conference in 1978. West Balkans share common history in development of primary care since 1920' when Andrija Stampar introduced social and community based primary care concepts. The first known specialist training in general practice in the world started in former Yugoslavia in the early 1960'. Since then, much has been done in the field of general practice and family medicine and this is reflected in The European Academy of Teachers in General Practice and Family Medicine (EURACT), which is a network organisation within World Organization of National Colleges, Academies and Academic Associations of General Practitioners/Family Physicians Region Europe (WONCA Europe). Its aim is to foster and maintain high standards of care in European general practice by promoting general practice as a discipline by learning and teaching. EURACT developed several documents and teachers' courses which can serve the development of family medicine curricula in new established departments of medical schools. This is also the case at Maribor Medical School, where learning outcomes and teaching methods are in concordance with EURACT teaching agenda, but also some innovative approaches are used, such as art and e-learning environment as teaching methods.

Health services utilization in older Europeans

Opis: Background and Purpose: Chronic diseases and associated co-morbidities are highly prevalent among elderly and are associated with an increase in health services utilization which in turn raises health care expenditures throughout industrialized societies. However, health care utilization in elderly is still inadequately understood, particularly regarding the differences among European jurisdictions. In our article, we use dataset of Wave 5 of SHARE survey to study the utilization of health care in older Europeans in 15 European countries. Design/Methodology/Approach: We investigate relationships between factors such as age, gender, income, education and health variables and the utilization of various types of health services. We apply regression modeling to study the determinants of health utilization (different socioeconomic and health variables) of older people. Results: We show some significant differences between determinants of health utilization in terms of probability and frequency of usage. We also explore patterns between welfare regimes, taking Eastern European jurisdictions as a reference category. Finally, we show that in a simple causal model the provision of formal and/or informal homecare serves as a complement to utilization of health care services. Conclusion: Results of our article are important for the management of health care facilities in terms of health care usage by older people, and can be of value to health care providers and policy makers in the field.

Social classes and social mobility in Slovenia and Europe

Opis: In closed social systems the social position of an individual is determined by the social position of the family into which he or she was born, whereas in open social systems mobility from one social class to another is possible. This paper concerns the relationship between the class position an individual actually occupies and the class into which he or she was born. First the concept of social class is described and different types of social mobility are presented. Than the research methodology is described and the results are presented and discussed. At the end of the paper certain comparisons to other European countries are made.
