Estimating marginal infrastructure cost in new infrastructure charging model

Opis: Competitiveness of rail transport compared to road transport has been reducing, especially on regional railway lines. To improve this situation, the EU adopted various directives and regulations to increase efficiency of railway undertakings. In this paper we present an organizational and economic model based on European policies for local railway system. The organizational model is based on multi-criteria decision analysis. For the economic model we used an econometric approach to estimate the cost function and marginal costs in regional lines, which constitute the basis for railway charges. By implementing such an organizational model, the functioning of the railway network will improve. The research found that a change in the existing model of calculating costs of infrastructure use would bring economic effects for the railway infrastructure manager and the providers of transport. Using the proposed model we also found that it is reasonable to increase the flow of goods on unused regional railway lines because the railway infrastructure maintenance costs are inelastic with regard to transported gross tons.

Policies for promotion of electric vehicles and factors influencing consumers' purchasing decisions of low emission vehicles

Opis: Recently different studies of green transport have become interesting for policy makers, car manufacturers, customers and energy suppliers. Many stakeholders from the public and private sectors are investing a lot of effort to identify consumer behaviour for future improvements in development of green products and effective strategies, which could accelerate the transition to sustainable future. This paper presents the effects of electric vehicle promotional policies and customer preferences about alternative fuel vehicles. This study has shown that the electric vehicle promotional policies adopted in Slovenia have been unsuccessful, as the share of first-time registered electric vehicles in 2013 was below 1%. For different segments of people whose opinions about low emission vehicles differ, different measures must be adopted. When designing promotional policies focus must be on the most relevant factors such as the total vehicle price and fuel economy.

Digital spatial data as support for river basin management

Opis: Many real-world spatially related problems, including river-basin planning and management, give rise to geographical information system based decision making, since the performance of spatial policy alternatives were traditionally and are still often represented by thematic maps. Advanced technologies and approaches, such as geographical information systems (GIS), offer a unique opportunity to tackle spatial problems traditionally associated with more efficient and effective data collection, analysis, and alternative evaluation. This paper discusses the advantages and challenges of the use of digital spatial data and geographical information systems in river basis management. Spatial data on social, environmental and other spatial conditions for the study area of 451.77 km2, the Slovenian part of the Sotla river basin, are used to study the GIS capabilities of supporting spatial decisions in the framework of river basin management.

Designing a strategic mobility plan for small and medium sized cities using a multi-stage methodology

Opis: Urban mobility is one of the crucial factors of quality of life in cities. Therefore, an effective mobility system and its holistic planning are of utmost importance for sustainable and quality development of urban centres. This paper focuses on holistic and integrated strategic planning of a mobility system. The used multi % step methodology was tested on a case of a city of Celje, Slovenia. With the first round of focus groups, information about the specific urban mobility system was gathered which was used to develop a SWOT matrix. This was the foundation for the execution of a second round of focus groups, where the output was a proposition for a strategic plan for mobility development in small and medium sized cities.

A sustainable transport solution for a Slovenia town

Opis: Authorities in Slovenia and other EU member states are confronted with problems of city transportation. Fossil-fuel-based transport poses two chief problems—local and global pollution, and dwindling supplies and ever-increasing costs. An elegant solution is to gradually replace the present automobile fleet with electric vehicles (EVs). This article explores the economics and practical viability of the provision of solar electricity for the charging of EVs by installation of economical available Photovoltaic modules. A steep decline in the module, inverter and installation costs is reported herein. Present estimates indicate that for the prevailing solar climate of Celje—a medium-sized Slovenian town—the cost would be only 2 euros and 11 cents per kWh of generated solar electricity.

The role of modal verbs in research papers in the field of logistics

Opis: Research papers, an essential vehicle for disseminating new knowledge and findings, have long been valued for their linguistic objectivity and impersonality. However, more recent approaches to research paper writing suggest that authors should also take an "argumentative position" (White, 2003) by projecting their stance and encouraging the readers to actively engage in the process of reading and evaluating the text (Hyland, 2005; Scollon, 1994). An important linguistic feature, frequently employed for both objective and subjective presentation of claims, is modality and within it modal verbs, which through their modal meanings express different communicative functions. In recognition of genre- and discipline-specific norms, the present paper will focus on quantitative and qualitative analysis of modal verbs and their meanings and functions in logistics research papers, whereby the ultimate goal is to show what practical implications the study's results may have for the teaching of English to students of logistics.

Solar energised transport solution and customer preferences and opinions about alternative fuel vehicles

An elegant solution is to gradually replace the present automobile fleet with low emission vehicles. This article first explores the economics and practical viability of the provision of solar electricity for the charging of electric vehicles by installation of economical available PV modules and secondly the customer preferences and opinions about alternative low emission vehicles. Present estimates indicate that for the prevailing solar climate of Celje - a medium-sized Slovenian town - the cost would be only 2.11 EUR cents/kWh of generated solar electricity. Other results have also revealed that the most relevant factor for purchasing low emission vehicle is total vehicle price.

Road traffic safety in conjunction with in-vehicle ITS

Opis: Interest in Intelligent Transportation Systems comes from the problems caused by traffic congestion, road accidents and air pollution. Traffic congestion continues to grow worldwide as a result of increased motorization, population growth, changes in population density and urbanization. Interest in ITS can also be attributed to reducing road accidents and increasing traffic safety. The most common causes for road accidents are excessive speed, inattentive driving and ignorance of the right-of-way rules. To eliminate these causes, experience, knowledge of traffic regulations and a new car are not enough % vehicle safety systems have to take part as well. Therefore, the European Union issued a directive on the installation of intelligent systems, whose functions are active support during driving, warning the driver in dangerous situations and alerting passengers of the car in case of irregularities in motor function or actions carried out by the driver that may cause danger, such as swerving while falling asleep. These systems help drivers to avoid accidents, and in the event of a collision, an emergency call is automatically made. Furthermore, they can be used to regulate traffic patterns or to reduce engine performance, which would reduce pollution. With these benefits in mind, the EU has indicated to the automotive industry that installation of these new Intelligent Transportation Systems should be mandatory in their new vehicles.

Railway noise reduction by the application of CHFC material on the rail

Opis: Traffic is the most widespread source of environmental noise. Railway noise has become increasingly common in urban areas in the past few decades. Therefore environmental requirements for railway operations regarding noise are becoming very strict and will become even tighter in future. In the present paper we present actual track- based field test performed on Slovenian Railways. The significant noise reduction (up to 30dBA) was achieved by the application of CHFC material on the rail using CL-E1 top anti noise system.

Method for evaluating the throughput performance of shuttle based storage and retrieval systems

Opis: In this paper a method for throughput performance calculation of shuttle based storage and retrieval systems (SBS/RS) is presented. SBS/RS represent a new technology in automated storage and retrieval systems. Since it is important to design SBS/RS right the first time due to the relative inflexibility of the physical layout, we provide a proposed method for the throughput performance calculation of these systems. The performance of the system is considered as a throughput capacity of the SBS/RS as a whole.
