Key factors for the successful operation of clusters

Opis: Background and Purpose: Companies are increasingly specializing and developing those key areas with which they can compete on the global market and are linking in clusters that are ingredient of territorial competitiveness. Clusters can play a competitive role in global value chains but once being successful, they may decline. For this reason, researching key factors for the successful operation of clusters in Slovenia is beneficial. Methodology: This study is based on an extensive review of scientific literature. Theoretical findings are tested by a study of clustering in Slovenia. In practice, we determine the number of operating clusters fifteen years after they were initiated by the institutional environment with help of web pages, e-mails and telephone calls. Using interviews, we determine reasons for the cessation of operations on the part of former directors and factors of successful operations with directors of successful clusters. Results: The institutional environment initiated start-up processes of creating clusters in Slovenia. After the termination of institutional financial support, Slovenian clusters, which have failed to develop their own financing system, ceased operation. Directors of still operating clusters confirmed that trust between cluster members is the most important success factor in the operation of clusters. Conclusion: The institutional environment in Slovenia adopted cluster policy and successfully leveraged the establishment of clusters using start-up financing. Less than half of these clusters continue to prosper under their own stream after policy retreatment. Clusters were not prepared for a dramatically different way of working. Trust has become a major driving force of adjusting to new conditions.

Tourism sector, travel agencies, and transport suppliers

Opis: The paper addresses the effect of external integration (EI) with transport suppliers on the efficiency of travel agencies in the tourism sector supply chains. The main aim is the comparison of different estimation methods used in the structural equation modeling (SEM), applied to discover possible relationships between EIs and efficiencies. The latter are calculated by the means of data envelopment analysis (DEA). While designing the structural equation model, the exploratory and confirmatory factor analyses are also used as preliminary statistical procedures. For the estimation of parameters of SEM model, three different methods are explained, analyzed and compared: maximum likelihood (ML) method, Bayesian Markov Chain Monte Carlo (BMCMC) method, and unweighted least squares (ULS) method. The study reveals that all estimation methods calculate comparable estimated parameters. The results also give an evidence of good model fit performance. Besides, the research confirms that the amplified external integration with transport providers leads to increased efficiency of travel agencies, which might be a very interesting finding for the operational management.

Measurement of the logistic customer service level in commercial cargo motor transport companies

Opis: The term of logistic customer service is defined as the abilities or skills to meet the customer's requirements and expectations, chiefly in terms of the time and place of deliveries, while using all available forms of logistic activity, including transport, storage, and the management of inventories, information and packages. As eac h of the logistic activities has an effect on the customer receiving right product or service, in its proper condition, in the correct time and space, and at reasonable costs, so seeking the proper service comes down to managing logistic activities in such a manner, as to achieve the essential level of customer satisfaction at the lowest possible costs. The identified elements of logistic customer service in an organization are placed on a specific level, as assessed from the perspective of the purchasers' expectations. Among various methods for measuring customer service level, or quality, which are described in the literature on the subject, the SERVQUAL is recognized as one of the most effective. The SERVQUAL method relies on measuring the differences th at exist between the quality, as perceived by a customer, and the quality demanded by that customer from a specific service. In order to determine the difference, both the customer's expectations for the service level, and their fulfilment by a specific or ganization need to be examined at the same time. The elements of logistic customer service of the Silesian Province's (region in southern Poland) commercial cargo motor transport enterprises under study are placed on a measurable level, as evaluated from t he perspective of the recipients of offered transport services. The measurement of the logistic customer service level, as found in the entities examined, was made using the SERVQUAL method. The survey questionnaire used in the study was constructed based on 22 logistic customer service determinants. Questionnaire forms were filled by 294 customers of 147 Silesian Province's commercial cargo motor transport enterprises examined, i.e. two customers of each enterprise. The article presents theoretical basis for the measurement of the logistic customer service level by the SERVQUAL method, description of acquiring the research material, analysis of examination results and conclusions.

Integration of travel agencies with other supply chain members

Opis: The performance of tourism supply chains depends on the efficiency of all members involved, including the travel agencies. The paper addresses the analysis of relationships between the agencies' external integration with other supply chain members on one side, and the efficiency of the agencies on the other. The data envelopment analysis is applied for the estimation of efficiencies, while the structural equation modelling (SEM) is conducted for identification of possible integration impacts on the efficiency. Results show that integration with other supply chain members indeed has some positive impacts on the agencies' efficiency. Also, the developed SEM model implies that in-depth forms of collaboration would enable more effective exploitation of the identified relations between the integration and efficiency of the agencies. This finding could be an important guideline for the agencies' management in the sense of achieving more satisfied customers and bigger profits, as well as reduced operational costs.

Doseganje strateških ciljev policije z boljšim upravljanjem investicij v informacijsko tehnologijo

Opis: Obstoječi model upravljanja informatike temelji na obravnavi tehničnih in tehnoloških izzivov. Pri tem je prezrt novejši, poslovno orientiran vidik upravljanja, ki temelji na učinkovitem upravljanju investicij v informacijska sredstva in s temi investicijami povezanimi tveganji. V informacijska sredstvain v njihovo zaščito ni mogoče ustrezno investirati brez vedenja o njihovih vrednostih, ki jih imajo pri doseganju poslovnih ciljev policije. V prispevku dokazujejo, da je potrebno in mogoče z učinkovitim upravljanjem investicij v informacijska sredstva zagotavljati doseganje poslovnih ciljev policije, s pomočjo predlagane razširitve informacijskega varnostnega modela,ki ga predstavlja obstoječa informacijska varnostna politika. Tudi samaimplementacija dopolnjenega modela zahteva investicijo - tokrat v dopolnitev organizacije upravljavske piramide in v spremembo obstoječega poslovanja policije. Pri tem gre predvsem za investicijo v človeški kapital in za vzpostavitev okolja, ki omogoča uspešno realizacijo sprememb. S predlaganim modelom, pri katerem v ospredje upravljanja informatike postavimo njihove poslovne vrednosti, ki jih imajo pri doseganju strateških ciljev, so vZDA na primeru, ki ga povzemamo v prispevku, dokazali izboljšanje ključnih kazalnikov delovanja njihovega oddelka policije.

Opportunities for incorporating geography into the river basin management

Opis: Geography in Slovenia is not sufficiently involved in the management of river basins, since it has not won its place in the interdisciplinary education of water managers and has also not been sufficiently present in practice. We designed a model of geographical approach to integrated management of water resources which is presented on the example of the Sotla river basin. We considered the river basin with its inner diversity and heterogeneity as a basic spatial unit of management. To realize our commitments to the environment we need their spatial placement that can be offered by geography. This approach would be a supplement to present sustainable strategies of water management and it could be applied into practice by appropriate study programmes in geography.
