Assessment of the consequences of accident scenarios involving dangerous substances

Opis: This paper highlights the major steps in the procedure for evaluating the consequences of accidents involving dangerous substances, especially during storage, loading and unloading activities. The procedure relies on identifying accident scenarios that could be encountered in particular plants, followed by modelling of these scenarios by means of available modelling systems. Finally, the resultant outcomes are identified, together with their effects on both people and property. The resources needed to perform this proceedure are discussed, in order to clarify the roles of operators, external experts and other institutions when evaluating any accident conesquences. Four examples, all relevant in industrial practice, are given in order to illustrate the procedure: the releasing of liquefied petroleum gas, flammable organic solvents, toxic chlorine, and fuel oil. The results of these studies may be used for a quick order-of-magnitude estimation of accidents consequences.

Modeling the large scale disruptions of an airline network

Opis: When the large-scale disruptions of airline networks occur, they can cause significant deterioration of the planned schedule. Such deterioration shows upin the form of long delays, rerouting and/or cancellation of flights. This paper presents a model for assessment of the economic consequences of large-scale disruptions of an airline single hub-and-spoke network. These consequences are expressed by the cost of delayed and cancelled complexes of flights. The model is based on the theory of queuing systems with the airline hub airport as a server and the complexes of flights as customers. The difference between the service time of the affected and planned complexes determine their delays caused by a given disruptive event. The cost of delays and revenues of the affected flights, and global airline mitigating strategies are used to determine the total airline cost of delayed and cancelled complexes. The model is applied to the disrupted hub-and-spoke network of a large European airline. The purpose is to illustrate the model's planning nature, complexity of the problem, influence of the relevant factors,and the magnitude of the economic consequences.

Methodology for assessing sustainability of an air transport system

Opis: Assessment and operationalisation of the concept of a sustainable air transport system have been recognised recently as an important but complex research, operational and policy tasks. In the scope of the current academic efforts to properly address these problems, this paper develops methodology for assessing the sustainability of an air transport system. The methodology is based on the indicator systems of sustainability defined for the operational, economic, social, and environmental dimensions of the system performance. The measures are defined for each indicator to express the systemeffects (benefits) and impacts (costs) for particular actors such as the system users--air travellers, air transport operators, aerospace manufacturers, local community members, local and central government. They are assumed to evaluate the system sustainability with respect to the values of selected indicators. Generally, for all of them the system will be sustainable if the indicators representing effects (benefits) are as high as possible and increase with increasing system output, and the indicators representing impacts (costs) are as low as possible and decrease with increasing system output.

An application of the methodology for assessment of the sustainability of the air transport system

Opis: An assessment and operationalization of the concept of a sustainable air transport system is recognised as an important but complex research, operational and policy task. This paper represents an academic effort to properly address the problem of assessing the sustainability of an air transport system. In particular, the paper presents a methodology for assessment of the sustainability of an air transport system. This methodology is based on an indicator system related to particular dimensions of the air transport system's performance considered from the aspects of particular actors involved. Specific cases are selected to illustrate the application of the proposed methodology.

Computer-supported modelling of multimodal transportation networks rationalization

Opis: This paper deals with issues of shaping and functioning of computer programs in the modelling and solving of multimodal transportation network problems. A methodology of an integrated use of a programming language for mathematical modelling is defined, as well as spreadsheets for the solving of complex multimodal transportation network problems. The paper contains a comparison of the partial and integral methods of solving multimodal transportation networks. The basic hypothesis set forth in this paper is that the integral method results in better multimodal transportation network rationalization effects, whereas a multimodal transportation network model based on the integral method, once built, can be used as the basis for all kinds of transportation problems within multimodal transport. As opposed to linear transport problems, multimodal transport network can assume very complex shapes. This paper contains a comparison of the partial and integral approach to transportation network solving. In the partial approach, a straight forward model of a transportation network, which can be solved through the use of the Solver computer tool within the Excel spreadsheet interface, is quite sufficient. In the solving of a multimodal transportation problem through the integral method it is necessary to apply sophisticated mathematical modelling programming languages which support the use of complex matrix functions and the processing of a vast amount of variables and limitations. The LINGO programming language is more abstract than the Excel spreadsheet, and it requires a certain programming knowledge. The definition and presentation of a problem logic within Excel, in a manner which is acceptable to computer software, is an ideal basis, for modelling in the LINGO programming language, as well as a faster and more effective implementation of the mathematical model. This paper provides proof for the fact that it is more rational to solve the problem of multimodal transportation networks by using the integral, rather than the partial method.

Dynamic optimization in supply chains

Opis: Production and stock optimization in supply chains is a complex problem because it determines the optimum quantity production in time. Due to their multileveld nature, those problems are mostly solved by different methods and models of dynamic programming. The problem discussed in this paper refers to the determination of optimum quantity of production and stocks within the supply chain in a certain period of time, as well as in each sub-interval of a period, but with the condition that the production and stock expenditure remains minimal and that the predetermined demand in every sub-interval and throughout the entire observation period remains satisfied.

Development harmonisation of mountain resorts ropeway and tourist infrastructures in the Republic of Slovenia

Opis: Operation efficiency of mountain resort systems depends largely on harmonious operation of the most important and therefore most influential elements of ropeway transportation and tourist subsystems. Within the framework of a tourist subsystem, the extent and quality of tourist offer for long-staying guests plays an essential role. Harmonised development of the above-mentioned elements ensures major utilisation and better economic management of the entire system so that it may offer quality services. First of all, the system enables permanent and environmentally friendly development of the systems that are as a rule in an absolutely sensitive alpine region. The article deals with some results of in-depth research on the ropeway transportation system and the results of know-how transfer into the actual environment of the Slovenian mountain resorts.

A sustainable transport solution for a Slovenia town

Opis: Authorities in Slovenia and other EU member states are confronted with problems of city transportation. Fossil-fuel-based transport poses two chief problems—local and global pollution, and dwindling supplies and ever-increasing costs. An elegant solution is to gradually replace the present automobile fleet with electric vehicles (EVs). This article explores the economics and practical viability of the provision of solar electricity for the charging of EVs by installation of economical available Photovoltaic modules. A steep decline in the module, inverter and installation costs is reported herein. Present estimates indicate that for the prevailing solar climate of Celje—a medium-sized Slovenian town—the cost would be only 2 euros and 11 cents per kWh of generated solar electricity.
