Opis: The 42nd International Scientific Conference on the Development of Organisational Science was held in Portorož from the 22nd to the 24th of March 2023. The main aim of the conference was to promote the importance of knowledge from an interdisciplinary perspective through academic and scientific debates and professional developments from the economic and non-economic worlds. The conference, which was held under the umbrella title "Interdisciplinarity Counts", aimed to emphasize the importance of the knowledge and competencies of the national and international environment, which enable better and more comprehensive development of individuals, organizations, and society. Changes in all environments dictate a broader perception of the interconnectivity of knowledge and competencies from different scientific and applied fields as a pillar of the development dimension. It is undoubtedly more important than ever to take decisions that generate synergies between innovation, different sciences, and applied approaches, and to promote changes in business models that will lead to a sustainable and socially responsible development environment. In Portorož, we have reconnected opinions, views, and scientific and professional debates that will stimulate all of us to act in the future, both in organizations and in society at large.

Opis: The four decades of the International Scientific Conference on the Development of Organizational Sciences are a period that brought together the academic and professional public, students, esteemed guests. The time and space are fundamental components of human life. The time of the epidemic introduces uncertainty among the people. That is why the individual of today together with the whole society, can set the building blocks for the social interweaving of society, as we are used to. We are an organization of people. Relationships between employees in organizations are the starting point for guidelines for the development of organizational sciences. This year’s conference is entitled “Values, Competencies and Changes in Organizations”. We’ll focus on the individual and the organization, which with common values co-create the integration and progress of the society. An individual who’ll cope with changes in the organizational view and the wider society with the proper competence frame. Precisely because of the many changes that have befallen us as a society, the international conference calls for the exchange of views, opinions and, above all, scientific views on the development of organizations in the future.

Opis: The strategy of the University of Maribor pursues an inclusive, innovative and integrated higher education area that will train active, critically-thinking and responsible citizens, guarantee the quality of education and research, academic integrity, and cultivate concern for sustainable development of society. It stresses the importance of the freedom of research and institutional autonomy, development of lifelong learning, digitalisation and green infrastructure. It follows the orientations of the Rome Ministerial Communiqué of 2020 on the development of higher education in Europe, the Magna Charta Universitatum 2020 principles and the national strategic documents on higher education.

Harmonization of the Police law of the Republic of Serbia with the European standards of human rights protection

Opis: Purpose: Universality of human rights as part of natural and inalienable civilization values makes the rights a current issue of scientific treatment from various aspects. Legal regulation of human rights has both international and national component. On the other hand, governmental law-enforcement organizations play a very significant role in the realization, implementation and protection of human rights. A significant segment of the national legislation compliance belongs to the harmonization of laws and other state regulations with the European standards concerning human rights. With this work authors tried to realize the opportunities for further harmonization of police regulations in Serbia related to the field of human rights in accordance with European standards. Design/Methods/Approach: The authors use the method of analyzing expert literature, laws, international regulations and legal sources, as well as the descriptive method, the method of analysis and synthesis, the inductive-deductive method, and the compilation method. Findings: Serbia is obliged to comply with the laws of the European Union as part of the Stabilization and Association Agreement. The overall harmonization of law will certainly require harmonizing law-enforcement laws and provisions. The current Law on Police will very quickly be replaced by a new legislature in that, inter alia, pay special attention to compliance with its provisions with European human rights standards. Originality/Value: The article is a comprehensive, critical and presents a detailed analysis of the situation and proposals for harmonization of police regulations with European human rights standards. With regard to the process of Serbia joining the European Union conclusions expressed office may be relevant to the preparation of accession negotiations in the chapters dealing with such problems. The paper also aims at preparing a new impetus to the Police Act of the Republic of Serbia on issues related to normative regulation of human rights performance.

The influence of bookings on the company's processes

Opis: In the bachelor thesis we had undertaken the project of implementation of The Booking Platform in the F.A. Maik d.o.o. company. After four months (January 2017–April 2017) of observing the situation, more specificly in their central warehouse, we have designed The Booking Platform, depending on the needs and the problems, which had bothered the company. We discovered that the main problem was the overcrowding of the vehicles on the parking lot, which came to the warehouse at the same time, therefore the amount of goods that needed to be stored was too big to unload at the same time. The main goal of the thesis was to build the system, which will improve the processes in the F.A. Maik d.o.o. company, related to the influence of time organization in the warehouse. The main aim was to do the analysis of the current situation in the warehouse, and to test the two hypotheses, how can the situation be improved with the implementation of the new system, especially to reduce the number of complaints and to provide more fluent workflow. The project that was implemented was of high value for the company, because the processes in the warehouse were very old fashioned and not automated. The Booking Platform reduced the number of complaints to zero only two months after the implementation. In the observation time, the workflow in the warehouse improved in terms of knowing, when the vehicles are coming to the warehouse and the incoming goods can now be stored immediately, which means that the unloading ramps are now always free for new incoming goods.

Organization, autopoiesis and human potential as paradigm of the future organization

Opis: Background and purpose: Eternal challenge to researchers of organization theory is how to develop a suitable organization for increasingly more complex internal and external processes, and how to set a simple definition for it. Demanding environment of organization and civilization is under constant pressure of competition for profit. This dynamics of profit is blinding humans so that they are drawing away from themselves and from creativity in organizations. A human too often reacts automatically, meaning that they do not use all the potentials which is a paradox of organization. Therefore, the contribution of autopoiesis – as a complete intertwinement of processes of characteristic characteristiccontinuous movement in the area of creativity and holistic human culture – is important. When speaking about paradigm of tomorrow’s organization, we are speaking about a person in organization, interpersonal self/co-dependence and self/co-dependence on micro and macro level. The purpose of our contribution is to research-inside this more and more virtual organization – the position and role of an individual, humanity and human potential as a creative potential of organic-humane organization. Design/Methodology/Approach: Research is based on qualitative approach. For more comprehensive study of autopoiesis in organization we used mixed methods. When forming the concept, we used the natural law as life circle and compared it with organization. Results: We developed a concept of autopoietic building blocks as life circle, presenting a concept of organization of future. The concept can be a comparative tool for perceiving processes in an organization. With results we substantiated that organization is losing processes of emotions and thinking of a human. Conclusion: Accepting autopoiesis on all levels of human activity and consequently increasingly more conscious organizations and society as a whole, results in processes, when autopoises influences the cultural development of society in the sense of connecting science, art, high technologies and spirituality. Results can serve as a guideline and challenge to humane organizations.

Regular and temporary employees in project organized business pay different attention to preconditions for learning

Opis: Background and purpose: The purpose is to investigate whether regular and temporary staff differ in their perceptions of preconditions for learning and if there are some qualitative aspects that can be considered particularly significant in these differences. Design/Methodology/Approach: The approach consists of a case study based on both quantitative and qualitative data collected via an online questionnaire and individual interviews. Results: The paper question the understanding of the organization as a singular and more or less cohesive unit. On an organizational level, the project owner who hires staff does not care for competence transfer between regulars and temps, or between different groups of staff. At the individual level, temps are more focused on their specific task compared to regulars. Regulars’ seems to safeguarding a community or an organizational perspective, while temps are looking for their own good. Conclusions: There is a risk that one social unit differs, in attention payed to preconditions for learning, from another, when an organization use temporary staff. Therefore, the scientific value of this paper is that using temps may result in or be a consequence of a fragmented organization. The findings show no competence transfer in projects with both temps and regulars, and the project owner takes no active responsibility for human resource planning in terms of competence transfer between different groups of staff. The implications underline that long-term efficiency and rationality in an organization does not always have priority over organizational affiliation even with the hiring of expertise. When this happens, it may lead to a fragmented personnel group that is divided in thinkers/organizers and, performers/doers. When this happens, important practical skills fall outside of the organization, which in a metaphorical sense means that the hand is separated from the brain. Therefore, organizations with temporary staff need to plan for how to enable competence transfer between temporary and regular staff.

The Ebola epidemic and cholera outbreak and the international response

Opis: Infectious diseases are responsible for 15 million of the 57 million deaths worldwide despite the remarkable discoveries of antibiotics and vaccines. Many individuals succumb to microbial diseases in poor and less-developed countries where these preventive and therapeutic modalities are not available. Furthermore these less fortunate countries do not have the resources or public health infrastructure to combat unforeseen and explosive outbreaks. Two relatively recent outbreaks are reviewed in this article; the Ebola epidemic in West Africa and the cholera outbreak in Haiti. This outbreak of cholera, in a country of only 7.8 million inhabitants, is one of the largest ever recorded worldwide. Early intervention by international health organizations is critical to curtail and ultimately control infectious disease outbreaks and epidemics. This responsibility, especially for less-developed countries, lies in the hands of the United Nations and World Health Organization. Unfortunately, the international response from the UN and WHO was slow, cumbersome and poorly coordinated both in West Africa and Haiti.

Organizational culture in service sector : scientific monograph

Opis: In every organization various modes of behaviour of the employees, their various activities, interpersonal relationships and customs can be observed. In some organizations the employees are all on first-namebasis, still in others they address themselves formally. In some organizations the employees use academic titles and surnames; still in others they call themselves by names, only. In some organizations each employee has its own office, whereas in others they are all use one office, which may be separated by improvised walls. In some organizations the employees celebrate personal holidays together, whereas in others they do not. In some organizations they pose each other obstacles and obstruct each other’s work, but in others no such misconduct can be detected. Differences may also be observed within one single organization. Differences are even greater and more noticeable in cases of organizations from other environments, neighbouring countries or even from other continents. In the business world the differences are present, they should be recognized, and the existing diversity should be tolerated; however, this is not enough; diversity should also be understood and made use of to the benefit of everybody. Significant behaviour of the group of people within an organization, or at its work, in a country or a state is described by the term of culture, which can simply be defined as: “This is the way we operate, act, aim at. This is the way we work …”. It is a question of the mode of behaviour of people within an organization, among themselves and towards others, of their customs and habits, and of all the characteristics of behaviour in an organization in a wider sense. Culture is an organizational factor, directly linked to all the other elements of the organization, its environment and every individual. Every activity, change or behaviour is reflected also on the culture and vice versa, every change of culture triggers the changes in every other area of organization. For this reason it is important to manage the culture, as this is beneficial for the organization as a whole and every individual, in particular.

Sun Tzu's "The Art of War" and implications for leadership : theoretical discussion

Opis: We present a study of the Art of War from a leadership perspective, one in which we make a closer connection to the context of general organization and management. The Art of War written by Sun Tzu is one of those books that could be classified in the genre of pop-culture. Although its content used to be considered as a carefully protected state secret in the past, it is now available to everyone. Its use has in the past century of moved from warfare also to other areas of human activity. Strategic advices that it contains can be used in many more areas than just the conduct in the times of war. In fact, the success in wars, as well as in business, of course, depends on leadership, which is why we identify the positive and negative attributes of a leader in relation to strategic leadership. People are those who fight in battles and are also those who win them; and the most important person in every battle is the general. Historically, a number of successful military commanders ascribe the credit for their victories to Sun Tzu's principles. In addition, this wisdom is now being examined and used by senior executives from all around the world, especially in Asia, because it can be utilized in many business and political situations. The Chinese classic "The Art of War" is still considered as one of the most influential and important works on strategy, why a discussion on theoretical and practical implications of Sun Tzu's strategic leadership theory in a global environment is also included.
