From resistance to acceptance: The role of NIMBY phenomena in sustainable urban development and tourism
Daniela Dvornik Perhavec, Rok Kamnik, 2025, izvirni znanstveni članek

Opis: The role of NIMBY (“Not in My Backyard”) phenomena in sustainable urban development and tourism was analyzed, with a focus on stakeholder dynamics and implications for spatial planning. Based on an analysis of worldwide case studies, the main barriers and opportunities presented by these phenomena were identified, including the impact of project preparation time (tp) and benefit realization time (tb ). A mixed methods approach was used, combining qualitative analysis of case studies with quantitative evaluation of project timelines. The results show that effective stakeholder engagement significantly reduces tp, while maximizing tb increases long-term benefits for communities and the environment. This research emphasizes the systemic interdependence of urban planning, environmental sustainability, tourism, and cultural heritage preservation, offering actionable insights for policymakers and developers. The conclusions emphasize the importance of participatory approaches to ensure equitable and sustainable urban transformation.

Geotechnical aspects of N(H)bSs for enhancing Sub-Alpine mountain climate resilience
Tamara Bračko, Primož Jelušič, Bojan Žlender, 2025, izvirni znanstveni članek

Opis: Mountain resilience is the ability of mountain regions to endure, adapt to, and recover from environmental, climatic, and anthropogenic stressors. Due to their steep topography, extreme weather conditions, and unique biodiversity, these areas are particularly vulnerable to climate change, natural hazards, and human activities. This paper examines how nature-based solutions (NbSs) can strengthen slope stability and geotechnical resilience, with a specific focus on Slovenia’s sub-Alpine regions as a case study representative of the Alps and similar mountain landscapes worldwide. The proposed Climate-Adaptive Resilience Evaluation (CARE) concept integrates geomechanical analysis with geotechnical planning, addressing the impacts of climate change through a systematic causal chain that connects climate hazards, their effects, and resulting consequences. Key factors such as water infiltration, soil permeability, and groundwater dynamics are identified as critical elements in designing timely and effective NbSs. In scenarios where natural solutions alone may be insufficient, hybrid solutions (HbSs) that combine nature-based and conventional engineering methods are highlighted as essential for managing unstable slopes and restoring collapsed geostructures. The paper provides practical examples, including slope stability analyses and reforestation initiatives, to illustrate how to use the CARE concept and how NbSs can mitigate geotechnical risks and promote sustainability. By aligning these approaches with regulatory frameworks and climate adaptation objectives, it underscores the potential for integrating NbSs and HbSs into comprehensive, long-term geotechnical strategies for enhancing mountain resilience.

Integrating participatory approaches and fuzzy analytic hierarchy process (FAHP) for barrier analysis and ranking in urban mobility planning
Uroš Kramar, Marjan Sternad, 2025, izvirni znanstveni članek

Opis: This study examines the barriers to implementing sustainable mobility strategies in small municipalities by integrating participatory and multi-criteria decision-making methods. A triangulated approach combines the nominal group technique (NGT), focus groups (FGs), and the fuzzy analytic hierarchy process (FAHP) to systematically identify, refine, and rank key barriers. The NGT enables stakeholders to list and prioritize barriers individually, ensuring balanced participation. FG discussions then refine and contextualize these barriers, addressing qualitative depth. Finally, the FAHP quantitatively ranks the barriers while accounting for uncertainty in stakeholder judgments. The results highlight systemic constraints, such as financial limitations and regulatory inefficiencies, alongside local challenges like inadequate infrastructure and public resistance. Integrating the NGT, FGs, and the FAHP enhances the analytical rigor by merging structured decision-making with participatory engagement. This methodological innovation strengthens the reliability of barrier assessment and offers a replicable framework for urban mobility planning. The findings underscore the need for locally tailored strategies that balance stakeholder inclusion with structured prioritization, contributing to improved governance in sustainable transport planning.

Mapping the Transformation potential of streets using urban planning parameters and open spatial datasets
Kaja Pogačar, Andrej Žižek, Peter Šenk, 2022, izvirni znanstveni članek

Opis: Streets with an increasingly important place function play a significant role in the contemporary discourse on sustainable cities. The paper addresses urban streets that, observed from the urban planning perspective, have the potential to be transformed into either commercial or residential shared streets. After defining urban planning parameters identified as characteristic of shared streets, streets were quantified based on an analysis of the existing shared streets in Central Europe. By setting up distinctive scenarios that could help to detect specific types of streets, open spatial datasets were used for the mapping and identification of streets that could be transformed into shared streets. The methodology was tested on the example of the city of Maribor in Slovenia. The results of the research show that the selected urban planning parameters can help to identify streets with transformation potential, whereas the basic parameters, such as the building use and the length and width of the street, help us to better understand the urban fabric in which street spaces acquire new functions. The presented mapping method could serve as a testing tool for experts, planners, decision-makers, and the interested public to identify potential street transformations.

Marcela Chavez, Silvia Gonzalez, Ruiz Alvaro, Duflot Patrick, Nicolas Jansen, Izidor Mlakar, Umut Arioz, Valentino Šafran, Philippe Kolh, Van Gasteren Marteyn, 2025, izvirni znanstveni članek

Opis: Prompt administration of radiotherapy (RT) is one of the most effective treatments against cancer. Eachday, the radiotherapy departments of large hospitals must plan numerous irradiation sessions, con-sidering the availability of human and material resources, such as healthcare professionals and linearaccelerators. With the increasing number of patients suffering from different types of cancers, manuallyestablishing schedules following each patient’s treatment protocols has become an extremely difficultand time-consuming task. We propose an optimization algorithm that automatically schedules andgenerates patient appointments. The model can rearrange fixed appointments to accommodate urgentcases, enabling hospitals to schedule appointments more efficiently. Can large-language models replace humans in agile effort estimation? Lessons from a controlled experiment
Luka Pavlič, Vasilka Saklamaeva, Tina Beranič, 2024, izvirni znanstveni članek

Opis: Effort estimation is critical in software engineering to assess the resources needed for development tasks and to enable realistic commitments in agile iterations. This study investigates whether generative AI tools, which are transforming various aspects of software development, can improve effort estimation efficiency. A controlled experiment was conducted in which development teams upgraded an existing information system, with the experimental group using the generative-AI-based tool GitLab Duo for estimation and the control group using conventional methods (e.g., planning poker or analogy-based planning). Results show that while generative-AI-based estimation tools achieved only 16% accuracy—currently insufficient for industry standards—they offered valuable support for task breakdown and iteration planning. Participants noted that a combination of conventional methods and AI-based tools could offer enhanced accuracy and efficiency in future planning.

Spatial modelling of the transport mode choice : application on the Vienna transport network
Simona Šinko, Bojan Rupnik, Klemen Prah, Tomaž Kramberger, 2021, izvirni znanstveni članek

Opis: A new approach for spatial modelling of transport mode choice is presented in the paper. The approach tackles the problem by considering the trade-off between subjective and objective factors. To obtain mode Preference Rates (PRs) based on subjective factors, the Analytic Hierarchy Process (AHP) method is applied. The objective factors are expressed with the journey time from any point in the map to destination according to the available transport mode choice on the specific connection. The results are presented as PRs of individual transport modes. The model is validated on the con-ducted the survey, with students of Vienna University of Economics and Business (WU) as a target audience. Members of different target groups (age, national, employment) decide differently regarding the transport choice, so it is better to analyse them separately. The presented model can be used for the city transport planning in any urban area. It can help promote the sustainable modes of transport in the areas that are less adjusted in sustainable manner.

Comparative analysis of human and artificial intelligence planning in production processes
Matjaž Roblek, Tomaž Kern, Eva Krhač Andrašec, Alenka Brezavšček, 2024, izvirni znanstveni članek

Opis: Artificial intelligence (AI) has found applications in enterprises′ production planning processes. However, a critical question remains: could AI replace human planners? We conducted a comparative analysis to evaluate the main task of planners in an intermittent process: planning the duration of production orders. Specifically, we analysed the results of a human planner using master data and those of an AI algorithm compared to the actual realisation. The case study was conducted in a large production company using a sample of production products and machines. We were able to confirm two of the three research questions (RQ1 and RQ3), while the results of the third question (RQ2) did not meet our expectations. The AI algorithms demonstrated significant improvement with each iteration. Despite this progress, it is still difficult to determine the exact threshold at which AI outperforms human planners due to the unpredictability of unexpected events. Even though AI significantly improves prediction accuracy, the inherent variability and incomplete input data pose a major challenge. As progress is made, robust data collection and management strategies need to be integrated to bridge the gap between the potential of AI and its practical application, fostering the symbiosis between human expertise and AI capabilities in production planning.
