1. Division of competences and responsibilities between EU institutions : agencies and member states for border managementGregor Maučec, 2024, samostojni znanstveni sestavek ali poglavje v monografski publikaciji Opis: In the European Union (EU), border control and surveillance have emerged as significant policies for managing migration. The EU’s action at the external borders is based on a combination of migration securitisation and externalisation of border management policies. The EU follows a ‘shared competence’ and ‘shared responsibility’ for developing an integrated European border management system in the context of migration control. This chapter examines the division of internal and external competences and responsibilities between EU institutions/agencies and national authorities of member states concerning border management and migration. Further, it analyses the intensity and scope of the EU’s intervention in this area along with its limitations. The European integrated border management is crucial for improving migration management and is conducted within a multi-level governance system with binding rules and various actors. This raises concerns regarding the exact allocation of competences and corresponding obligations and responsibilities conferred on each of them. The Schengen Borders Code (Regulation (EU) 2016/399) and the European Border and Coast Guard Regulation (Regulation (EU) 2019/1896) are the primary legally binding instruments, which specify common (supranational) rules governing the movement of persons across EU borders and highlight how member states manage their borders serving a common interest within an increasingly harmonised substantive and institutional framework. Although, the rules relating to the management of EU external borders continue to evolve in the context of the Schengen acquis, member states retain their own competences and responsibilities regarding border control and entry to their territories concerning the maintenance of legal and public order and national security. However, the member states are required to exercise their competence in this field in compliance with the objectives and acts of the EU’s border management and migration acquis and policies, ensuring full respect for fundamental rights. 2. Das Sprachverhalten der Grenzgänger in der Region Prekmurje : MagisterarbeitKlemen Kovač, 2025, magistrsko delo Opis: Die vorliegende Magisterarbeit beschäftigt sich mit den Grenzgängern, die aus der Region Prekmurje kommen und nach Österreich zur Arbeit pendeln, dabei untersucht sie, wie sich das auf ihr Sprachverhalten auswirkt. Die Arbeit ist in zwei Teile aufgeteilt. Im theoretischen Teil der Arbeit werden zuerst Prekmurje – die Heimatregion unserer Informanten, und Südoststeiermark - deren Arbeitsregion vorgestellt, bevor der Begriff der Grenzgänger erklärt wird und auf Typen, Gründe, die Sprachtheorie und die Zahl der Grenzgänger, wie auch die Folgen des Berufspendels eingegangen wird. Im weiteren Verlauf werden die Konzepte der Arbeitsmigration, Sprachbiografien und Mehrsprachigkeit vorgestellt. Es folgt der empirische Teil, wo als erstes die Methodologie vorgestellt wird. Mit mehreren Grenzgängern aus Prekmurje wurden nämlich narrative halbstrukturieret Interviews geführt, diese wurden dann transkribiert und in Kategorien unterteilt und später analysiert. Die Resultate der Analyse wurden mit theoretischen Ansätzen verglichen. Danach werden die Forschungsziele und Fragen, sowie die Hypothesen dargestellt. Gegen Ende der Magisterarbeit werden die Resultate präsentiert und interpretiert. 3. Simulation-based modelling of migration flows on the Balkan route : a contribution to the development of European migration policiesIgor Bernik, Blaž Rodič, 2025, izvirni znanstveni članek Opis: Migration flows along the Balkan Route since 2015 have revealed structural weaknesses in the European Union’s migration governance and highlighted the need for new, evidence-based approaches. This paper presents the MIG@B project, which develops an integrated simulation model of migration by combining agent-based modelling (ABM), system dynamics (SD), and discrete-event simulation (DES), supported by Bayesian methods for managing uncertainty. The model addresses both micro-level decision-making among migrants and macro-level feedback loops between policies and public opinion, as well as operational challenges related to border flows and asylum capacities. The approach contributes to the design of coordinated and sustainable EU and Slovenian migration policies, aligning with the New Pact on Migration and Asylum [1] and Slovenia’s Migration Strategy 2023–2030 [2]. The expected contribution is threefold: scientific innovation through methodological integration, political usability by providing scenario-based testing of policy measures, and normative relevance through alignment with European solidarity and human rights values. The MIG@B framework exemplifies how simulation modelling can serve as a laboratory for migration policy, enabling transparent, robust, and data-driven decision-making. 4. No way out for climate refugees’ asylum applications in court decisions and conventionsNuray Ekşi, 2023, izvirni znanstveni članek Opis: One major consequence of climate change is the migration problem caused by internal and international displacement of people due to environmental disasters. The cross-border effects of climate-induced displacement have naturally sparked novel debates in the field of refugee law, and has created a group of people commonly called ‘climate refugees’. Climate refugees do not necessarily fall within the definition of ‘refugee’ under the 1951 Geneva Convention. While certain states and international organisations, including the UN, approach the situation of climate refugees solely from a security point of view, others see these people as victims of climate-induced disasters. No country is truly willing to share the burden caused by the climate-induced mass migration or address the full extent of this major phenomenon. Moreover, the international agreements on which they base their asylum claims fail to adequately address the circumstances surrounding their requests. Differing opinions have been expressed in academia as to the appropriate protection mechanisms and assistance that can be provided to climate refugees. In article, we explain the differences between the conventional refugees and climate refugees, discuss the reasons why the existing international conventions fail to protect climate refugees, and highlight the proposed solutions for the protection of such refugees. 5. 6. Wages and income impacts of a liberal migration policy : an experimental studyVeronika Mitkova, Sona Kralova, 2023, izvirni znanstveni članek Opis: This article investigates the impact of a liberal migration policy that increases
labour quotas by 5% on wages and income of residents, native migrants, and
new migrants. The article focuses on the impact of migration in 21 areas, with
particular attention given to Slovakia and Germany. It is based on data collected
from the Global Trade Analysis Project database and the experimental design
by Walmsley, Ahmed, and Parsons, with adjustments to capture current global
migration flows. The findings indicate that the immigration of new unskilled
workers negatively impacts the real wages of unskilled residents, decreasing
them by almost 3%, while the arrival of skilled workers increases them by
0.73%. Similarly, the real wages of skilled residents decrease by 2.62% due
to the arrival of new skilled migrants, while unskilled migration results in its
increase by 0.53%. These findings can aid policymakers in developing policies
that maximize the benefits of migration. This research provides new insights
into the wage effects of migration in different areas, focusing on Germany

7. Auswirkungen mehrerer Migrationsphasen auf die Mehrsprachigkeit am Beispiel von Sprachbiographien in einer kroatisch-deutschen Familie : DiplomarbeitHelena Hegeduš, 2024, diplomsko delo Opis: Meine Diplomarbeit befasst sich mit der Sprachentwicklung und dem Spracherwerb mehrsprachiger Personen in einer ausgewählten kroatisch-deutschen Familie, die im Laufe ihres Lebens mehrere Migrationsphasen durchlaufen hat. Sprache ist ein Schlüsselelement der menschlichen Identität und Kommunikation, und Migration beeinflusst die sprachliche Identität von Individuen und Gruppen.
Im theoretischen Teil werde ich verschiedene Aspekte im Zusammenhang mit dem Forschungsziel anhand von Definitionen, Theorien und Beispielen darstellen. Ich werde den Erwerb der ersten (L1) und der zweiten Sprache (L2) untersuchen, wobei der Schwerpunkt auf der Mehrsprachigkeit liegt, zu der auch das Code-Switching gehört. Ich werde mich mit der Verbindung zwischen Sprache und Identität befassen, da Sprache ein Ausdruck der persönlichen und der Gruppenidentität ist. Ich werde untersuchen, wie sich Migration auf die sprachliche Identität von Personen auswirkt, die sich an neue sprachliche und kulturelle Kontexte anpassen. Methodisch werde ich mich auf die qualitative Analyse von sprachlichen Biografien und Leitfadeninterviews stützen, die tiefere Einblicke in die persönlichen Erfahrungen mehrsprachiger Personen ermöglicht.
Der empirische Teil wird auf der qualitativen Methode der Leitfadeninterviews beruhen, die es ermöglichen, detaillierte Informationen über die sprachlichen Erfahrungen von Einzelpersonen zu erhalten. Die Interviews geben Aufschluss über die sprachliche Biografie der Befragten, einschließlich der Sprachentwicklung und des Spracherwerbs in den verschiedenen Lebensphasen, sowie über die Auswirkungen der Migration auf die sprachliche Praxis.
Ich komme zu dem Schluss, dass Sprache dynamisch und eng mit Migrationserfahrungen verbunden ist. Die Migration bringt Veränderungen im Sprachgebrauch mit sich, die sich auf die persönliche und kollektive Identität der Migranten auswirken. Das Verständnis dieser Prozesse ist entscheidend für eine bessere Integration und Unterstützung mehrsprachiger Menschen in ihrer neuen Umgebung. 8. Rewarding policies in an asymmetric game for sustainable tourismManuel Chica, Juan M. Hernández, Matjaž Perc, 2023, izvirni znanstveni članek Opis: Tourism is a growing sector worldwide, but many popular destinations are facing sustainability problems due to excessive tourist flows and inappropriate behavior. In these areas, there is an urgent need to apply mechanisms to stimulate sustainable practices. This paper studies the most efficient strategy to incentivize sustainable tourism by using an asymmetric evolutionary game. We analyze the application of rewarding policies to the asymmetric game where tourists and stakeholders interact in a spatial lattice, and where tourists can also migrate. The incentives of the rewarding policies have an economic budget which can be allocated to tourists, to stakeholders, or to both sub-populations. The results show that an adaptive rewarding strategy, where the incentive budget changes over time to one or the other sub-population, is more effective than simple rewarding strategies that are exclusively focused on one sub-population. However, when the population density in the game decreases, rewarding just tourists becomes the most effective strategy. 9. Climate change-related displacement and the determination of refugee status under the 1951 Refugee ConventionElijah Sriroshan Sritharan, 2023, izvirni znanstveni članek Opis: Climate change and climate-driven migration are two of the defining challenges of the twenty-first century, and there is no legal framework for protecting those displaced across national borders for climate-related reasons. The 1951 Refugee Convention hardly applies to human mobility in the context of climate change. This paper was written in the hopes of initiating a discussion concerning an alternative perspective through which persons fleeing natural disasters linked to climate change may satisfy the eligibility conditions for recognition of refugee status. Expanding the definition of refugee as defined in the Convention by including the notion of vulnerability to climate disasters that are caused by the underlying socio-economic conditions in the claimant’s home country and the role of discrimination in causing differential exposure to the climate-related disasters in legal definitions might open the door for the availability of refugee status for persons fleeing in the context of climate change. This paper proposes the adoption of a reformed human rights-based interpretation, particularly with regard to the individual nature of refugee status determination. Recalibrating the Convention to facilitate climate-induced migration could reduce political tension and social unrest in receiving countries. 10. From Bosnia and Herzegovina to China in the 21st century : a case study of personal migration historiesBojan Ćudić, David Hazemali, Matjaž Klemenčič, Jernej Zupančič, 2023, izvirni znanstveni članek Opis: This study is the first to examine recent migration from Bosnia and Herzegovina to China in the 21st century. It gives an overview of new Chinese geopolitical and economic circumstances, a historical analysis of migration flows between China and the rest of the world from the 19th to the 21st century, and a survey of recent emigration flows from Bosnia and Herzegovina. The second part presents the results of an empirical study of labour migration from Bosnia and Herzegovina to China and the experiences of 25 migrants, which was conducted using structured interviews The research results show that most in the group plan to stay in China permanently. Some would like to move to North America or Australia. It is characteristic that there are no gender gaps in terms of qualifica-tions or career ambitions. The measures to combat COVID-19 imple-mented by the Chinese government affected the respondents in different ways.
