In this regard, the human resource management system needs new approaches and tools for the diagnostics, training and personnel development based on the synchronization of the organization and the employee’s values. The study aim is to develop a comprehensive methodology for building an employee’s soft skills profile in order to form personalized educational trajectory and an adaptive management system creation. Methodology: An approach to the soft skills profile’s formation through broadcasting of the description of personality’s behavioral indicators into actual supra-professional competencies is considered. Modeling and automation of the employee profile’s soft skills was carried out. Statistical observation and empirical confirmation were used to evaluate the developed methodology. 115 respondents from different fields of science and technology from Reshetnev University took part in the diagnostic. Results: The results show that the proposed complex automated personality diagnostics is valid. And it allows you to visualize the soft skills profile, determine the level of competencies’ expression and identify the directions of the employee’s individual development. Conclusion: The study offers a comprehensive integrated methodology which allows you to assess the formation level of representatives’ soft skills of various fields of activity. This development can be used both in the educational environment to form an education ecosystem in accordance with the requirements of the innovative economy development and in the enterprise management system to increase the production potential of both employees themselves and enterprises. 2. Identification and prioritization of barriers to the implementation of an asset management system in the healthcare sector using a Delphi-AHP approachDamjan Maletič, Justyna Trojanowska, Mateja Lorber, Matjaž Maletič, 2025, izvirni znanstveni članek Opis: Purpose – An effective asset management system (AMS) is essential for healthcare organizations looking to
maximize value and performance while minimizing risk and cost. This study aims to identify and evaluate the
barriers to AMS adoption and evaluate them from a healthcare perspective.
Design/methodology/approach – The study is based on a combination of the Delphi method and the analytic
hierarchy process (AHP) with 30 participants from various Slovenian healthcare organizations. Through
iterative consensus and prioritization, the Delphi-AHP process resulted in 23 validated barriers, ranked
according to their perceived importance for AMS implementation.
Findings – The resultsidentified key barriersto implementing AMS in healthcare organizations and categorized
them into five dimensions: strategic, human resources, contextual, structural and procedural. The highest ranked barriers were deficient leadership, a shortage of qualified personnel and workforce overload. This
indicates that strategic alignment and organizational capacity are perceived as the most critical obstacles to
adopting AMS.
Originality/value – Thisstudy advancesthe existing literature by addressing a critical gap and providing deeper
insight into the factors that impede the successful implementation of AMS in healthcare settings, a domain

5. Division of competences and responsibilities between EU institutions : agencies and member states for border managementGregor Maučec, 2024, samostojni znanstveni sestavek ali poglavje v monografski publikaciji Opis: In the European Union (EU), border control and surveillance have emerged as significant policies for managing migration. The EU’s action at the external borders is based on a combination of migration securitisation and externalisation of border management policies. The EU follows a ‘shared competence’ and ‘shared responsibility’ for developing an integrated European border management system in the context of migration control. This chapter examines the division of internal and external competences and responsibilities between EU institutions/agencies and national authorities of member states concerning border management and migration. Further, it analyses the intensity and scope of the EU’s intervention in this area along with its limitations. The European integrated border management is crucial for improving migration management and is conducted within a multi-level governance system with binding rules and various actors. This raises concerns regarding the exact allocation of competences and corresponding obligations and responsibilities conferred on each of them. The Schengen Borders Code (Regulation (EU) 2016/399) and the European Border and Coast Guard Regulation (Regulation (EU) 2019/1896) are the primary legally binding instruments, which specify common (supranational) rules governing the movement of persons across EU borders and highlight how member states manage their borders serving a common interest within an increasingly harmonised substantive and institutional framework. Although, the rules relating to the management of EU external borders continue to evolve in the context of the Schengen acquis, member states retain their own competences and responsibilities regarding border control and entry to their territories concerning the maintenance of legal and public order and national security. However, the member states are required to exercise their competence in this field in compliance with the objectives and acts of the EU’s border management and migration acquis and policies, ensuring full respect for fundamental rights. 6. Multicriteria risk evaluation model : utilizing fuzzy logic for improved transparency and quality of risk evaluation in healthcareRok Drnovšek, Marija Milavec Kapun, Simona Šteblaj, Uroš Rajkovič, 2025, izvirni znanstveni članek Opis: Introduction: Risk management is essential for quality assurance in modern healthcare organizations. Risk matrices are widely used
to evaluate risks in healthcare settings; however, this approach has noteworthy weaknesses and limitations. This paper introduces
a novel risk evaluation model that utilizes multicriteria decision-making and fuzzy logic, to enhance the transparency and quality of the
risk evaluation process in healthcare.
Methods: The Multicriteria Evaluation Model was developed using the Decision Expert method and expert knowledge integration.
Fuzzy logic was integrated within the model, using partial degrees of membership and probabilistic analysis, to address uncertainties
inherent to healthcare risk evaluation. The evaluation model was tested with healthcare professionals active in the field of risk
management in clinical practice and compared with the risk matrix.
Results: The designed evaluation model utilizes multicriteria decision-making while encompassing the risk matrix framework to
boost user understanding and enable meaningful comparison of results. Compared with the risk matrix, the model provided similar or
marginally higher risk-level evaluations. The use of degrees of membership enables evaluators to articulate a wide range of plausible
risk consequences, which are often overlooked or ambiguously addressed in the traditional risk matrix approach.
Discussion and Conclusions: The evaluation model demonstrates increased transparency of the decision-making process and
facilitates in-depth analysis of the evaluation results. The utilization of degrees of membership revealed distinct strategies for handling
uncertainty among participants, highlighting the weaknesses of using single value evaluation approach for the presented and similar
decision problems. The presented approach is not limited to healthcare-related risk evaluation, but has the capacity to improve risk

A comprehensive composite model of the corporate risk management index as a factor of medium-sized and large companies value changeAna Malnar, 2025, doktorska disertacija Opis: Operating in today's turbulent environment is characterized by, among other things, significant risks. The current trends of deregulation and globalization of markets increase the impact of risks on the company's operations and, consequently, on its value, being a source of potential unforeseen losses due to changes in market prices, financial difficulties or other difficulties of the company. As business practices, environments, and trends change, some areas of risk management become increasingly important. When distinguishing between the terms risk and uncertainty, it can be said that they are related but different. While uncertainty is unknown and changing, risk is the result of uncertainty. All of these factors can have a significant impact on a company's cash flow, earnings, and enterprise value. The nature of risk has directed risk management to protect companies from financial difficulties, and recognizing different categories of risk such as credit, market, or ESG risks can become an important step to ensure uninterrupted business operations and protection of corporate assets. By achieving the fundamental goal of identifying and managing various forms of risk, the company will become increasingly better able to survive and operate successfully in the modern economic environment, ultimately contributing to increased shareholder value. A further step in understanding and evaluating the concept of integrated risk management in organizations is the composite risk management index, which according to numerous authors represents a significant contribution and advance in the quantitative approach to measuring and evaluating the risk management process. The CRM index represents a comprehensive dimension of CRM that effectively measures the construct. The CRM Index is proposed as an effective measure of CRM implementation and was constructed based on data derived from a thorough review of the literature. The said index uniformly assesses the data on the frequency, depth and completeness of risk management practices in organizations. The purpose of the doctoral dissertation implies and includes a theoretical and practical contribution in the field of corporate risk management and the formation of a composite index as a measurement tool for the implementation of the above process in medium-sized and large companies, as well as ways of creating, generating and measuring newly created value as a product of their interaction, with the expectation of understanding and strengthening interest in this research subject as a broad topic. A unique scientific contribution from both a theoretical and practical perspective is given. From a theoretical perspective, the research conducted makes a significant contribution to the scientific knowledge on the effects of corporate risk management as a function of the creation of medium and large firms in multiple and multiplicative ways. The academic literature is improved by conceptually upgrading various research niches, concepts and phenomena of this field of knowledge, and the interrelationships and interdependencies of corporate risk management are recognized and identified, and their effects on the creation and growth of value of non-financial firms are observed. In addition, it consolidates the different academic views on the process of enterprise risk management and further clarifies its concept, defines its scope and determines the level of action. 8. IoT-based off-grid solar power supply : design, implementation, and case study of energy consumption control using forecasted solar irradiationMarijan Španer, Mitja Truntič, Darko Hercog, 2025, izvirni znanstveni članek Opis: This article presents the development and implementation of an IoT-enabled, off-grid solar power supply prototype designed to power a range of electrical devices. The developed system comprises a Photovoltaic panel, a Maximum Power Point Tracking (MPPT) charger, a 2.5 kWh/24 V high-performance LiFePO4 battery bank with a Battery Management System, an embedded controller with IoT connectivity, and DC/DC and DC/AC converters. The PV panel serves as the primary energy source, with the MPPT controller optimizing battery charging, while the DC/DC and DC/AC converters supply power to the connected electrical devices. The article includes a case study of a developed platform for powering an information and advertising system. The system features a predictive energy management algorithm, which optimizes the appliance operation based on daily solar irradiance forecasts and real-time battery State-of-Charge monitoring. The IoT-enabled controller obtains solar irradiance forecasts from an online meteorological service via API calls and uses these data to estimate energy availability for the next day. Using this prediction, the system schedules and prioritizes the operations of connected electrical devices dynamically to optimize the performance and prevent critical battery discharge. The IoT-based controller is equipped with both Wi-Fi and an LTE modem, enabling communication with online services via wireless or cellular networks. 9. Use of chatbots in human resource management for more efficient knowledge sharing – systematic literature reviewNejc Bernik, Polona Šprajc, 2025, pregledni znanstveni članek Opis: Purpose: This study examines how chatbots, as part of generative artificial intelligence (GenAI), can assist human resource (HR) professionals in supporting more effective knowledge management (KM), especially knowledge sharing (KS). The research aims to understand the strategic roles of chatbots in Human Resource Management (HRM). It offers propositions for their effective deployment to support KS and enhance their utilisation within organisations. Methodology: A systematic literature review (SLR) was carried out using the databases Web of Science (WoS) and Scopus. After applying inclusion and exclusion criteria, 16 relevant articles were selected for detailed analysis. Results: The findings show that chatbots can significantly enhance KS by automating HRM processes. They enable personalised training, offer continuous support, and promote employee performance, engagement, and innovation. Furthermore, chatbots assist HR professionals in focusing on strategic tasks by lowering administrative workload. Several challenges are also identified, including ethical concerns, privacy issues, data quality problems, reduced social interaction, and risks to creativity and critical thinking. Conclusion: Chatbots offer a transformative opportunity for HRM to enhance KS, organisational memory, and digital learning, thereby supporting competitive advantage in knowledge-intensive settings. 10. The impact of information systems on project success in a hybrid work environment: evidence from the world's largest consulting firmMarko Samardzic, Teodora Vuckovic, Danijela Ciric Lalic, Iztok Palčič, Uglješa Marjanović, 2025, izvirni znanstveni članek Opis: This study investigated the impact of information systems (IS) success on Project Success (PS) within hybrid and remote work environments, drawing empirical evidence from the world's largest consulting firm. By integrating the DeLone and McLean IS success model with established PS frameworks, the research examined how IS components—system quality, user satisfaction, and use/ intent to use—influence key PS dimensions: project management success, impact on the team, impact on the customer, and project investment success. Data from 198 employees were analyzed using structural equation modeling, confirming all hypothesized relationships. Results revealed that IS net benefits significantly enhance PS across all dimensions, while system quality and user satisfaction further drive IS effectiveness. The study underscores the critical role of robust digital infrastructure in optimizing project outcomes, offering theoretical insights and practical recommendations for organizations navigating hybrid work models. Limitations and future research directions are also discussed.
