Open government data topic modeling and taxonomy development

Opis: : The expectations for the (re)use of open government data (OGD) are high. However, measuring their impact remains challenging, as their effects are not solely economic but also long-term and spread across multiple domains. To accurately assess these impacts, we must first understand where they occur. This research presents a structured approach to developing a taxonomy for open government data (OGD) impact areas using machine learning-driven topic modeling and iterative taxonomy refinement. By analyzing a dataset of 697 OGD use cases, we employed various machine learning techniques—including Latent Dirichlet Allocation (LDA), Non-Negative Matrix Factorization (NMF), and Hierarchical Dirichlet Process (HDP)—to extract thematic categories and construct a structured taxonomy. The final taxonomy comprises seven high-level dimensions: Society, Health, Infrastructure, Education, Innovation, Governance, and Environment, each with specific subdomains and characteristics. Our findings reveal that OGD’s impact extends beyond governance and transparency, influencing education, sustainability, and public services. Our approach provides a scalable and data-driven methodology for categorizing OGD impact areas compared to previous research that relies on predefined classifications or manual taxonomies. However, the study has limitations, including a relatively small dataset, brief use cases, and the inherent subjectivity of taxonomic classification, which requires further validation by domain experts. This research contributes to the systematic assessment of OGD initiatives and provides a foundational framework for policymakers and researchers aiming to maximize the benefits of open data.

Individualist and collectivist cultures, and the welfare state : a global cross-national analysis of over 120 societies

Opis: Cultural differences between societies have turned out to be crucial determinants of various salient political-economic processes, including eco-nomic development and governance. The persistent, deeply historically rooted individualism-collectivism divide is especially important in this respect. But does this cultural cleavage also matter for the size of the modern welfare state? Theoretically, the issue seems undetermined. On one side, critical scholars have been warning that individualism erodes social solidarity and cohesion, bolstering self-centered and self-seeking behavior, and thus undermining the prospects of a robust social safety net. On the other side, awealth of empirical evidence shows individualism is associated with highertrust, more cooperation, and increased prosociality, suggesting it might act as a key structural foundation of the welfare state. Empirically, macro-level studies on the topic performed with large, globally representative sources are sparse to nonexistent. The present study seeks to address this gap in the literature by constructing a panel dataset of 120–140 countries and using the latest comprehensive, non-WEIRD-biased measure of collectivism. A varietyof different statistical estimations, including causal instrumental-variable an-alyses based on the Parasite-Stress Theory of Values and Sociality, uncover noevidence to support the claim that individualism corrodes the welfare state.Instead, correlational random-effects regressions clearly suggest the opposite,with collectivism consistently and significantly negatively predicting thewelfare state. Causal instrumental-variable analyses reveal a more mixed result, with many estimates turning out to be non-significant in at least some of the specifications.

Government effectiveness in the petroleum sector : two-step analysis combining linear regression and artificial neural networks

Opis: Background and Purpose: To encourage petroleum industry development, a country needs to set up a regulatory framework that standardizes investment conditions. The objective of the research was to investigate the determinants of government effectiveness in the petroleum sector. Design/Methodology/Approach: Multiple regression analysis was conducted to investigate if government effectiveness in the petroleum sector is influenced by the country’s political stability, regulatory quality, the intensity of petroleum exploration and production activities, government take, and type of contract used. Artificial neural network analysis was additionally conducted to identify the importance of independent variables. Results: Political stability, regulatory quality, government take attractiveness, and the intensity of petroleum activities positively influence government effectiveness. A more attractive government take enhances effectiveness, while the type of contract for awarding petroleum rights did not significantly impact effectiveness. Artificial neural network analysis revealed that the most important variables were regulatory quality and political stability. Conclusion: The research concluded that political stability, regulatory quality, and the intensity of petroleum activities are key factors in enhancing government effectiveness in the petroleum sector. These findings have practical implications, as they emphasize the importance of stable and well-regulated environments for achieving higher government effectiveness in the petroleum industry. This equips policymakers and industry professionals with actionable insights for improving the sector’s performance.

Evaluating progress in achieving the UN's sustainable development goals : ǂa ǂcomparative analysis

Opis: This study aims to explore the percei-ved progress in fulfilling the United Nations Sustaina-ble Development Goals (SDGs) at the national level. Using the data from 2022 and 2023 for 43 countri-es, sourced from the contributions of 3,690 national experts, we assess the perceived progress in areas critical to sustainable development, including social contribution, social responsibility, investor interests, economic opportunities for minority groups, envi-ronmentally conscious practices, energy efficiency, national cultural values towards sustainability, SDG-aligned business activities and government support for sustainability-focused businesses. The assessment covers twelve key aspects to determine the extent to which new and growing companies and the broader business and policy environment are aligned with the SDGs. The main objective is to identify trends, achi-evements and areas for improvement in integrating the SDGs into business operations and policy fra-meworks. Research methods include a quantitative analysis of the GEM database (Global Entrepreneur-ship Monitor, the world's foremost study of entrepre-neurship), comparative statistical analysis and trend evaluation to provide a comprehensive overview of the progress made between 2022 and 2023. This re-search is crucial to understanding the effectiveness of current strategies and identifying the need for further action to achieve the SDGs.

The impact of social and cultural norms, government programs and digitalization as entrepreneurial environment factors on job and career satisfaction of freelancers

Opis: At the end of the last century, digital technology emergence enabled millions of people to compete globally by remotely offering their knowledge and skills. In addition, business processes are becoming fragmented into smaller components, so-called short-term projects. These work arrangements are often carried out by so-called independent professionals (contractors), better known as freelancers. A literature review has shown that the research topic of freelancing from an entrepreneurial perspective is relatively new and has its assumptions and gaps. Different stakeholders and institutions connect, mediate and manage the services of the entrepreneurial ecosystem to support entrepreneurs. As freelancers belong to the self-employed entrepreneurial category, they are engaged in business activities and need support from their environment. To contribute to this topic, we have analyzed the relationships between freelancers’ job and career satisfaction, digitalization and entrepreneurial ecosystem factors, with the aim of making policy recommendations. Regarding the entrepreneurial environment, we analyzed the cultural and social norms and government programs that provide support, based on the measurement instrument, developed in the Global Entrepreneurship Monitor (GEM) research. We surveyed 200 freelancers (respondents) in Slovenia. Using factor analysis and structural equation modelling, the empirical results suggest that digitalization and cultural and social norms are significant factors that promote the success of new careers as freelancers in terms of job and career satisfaction. The results show that both positively influence job and career satisfaction, while government programs indirectly influence the job and career satisfaction of freelancers. This explains how the entrepreneurial ecosystem, plays a special role in supporting freelancers on their career path.

Categorisation of open government data literature

Opis: Background: Due to the emerging global interest in Open Government Data, research papers on various topics in this area have increased. Objectives: This paper aims to categorise Open government data research. Methods/Approach: A literature review was conducted to provide a complete overview and classification of open government data research. Hierarchical clustering, a cluster analysis method, was used, and a hierarchy of clusters on selected data sets emerged. Results: The results of this study suggest that there are two distinct clusters of research, which either focus on government perspectives and policies on OGD, initiatives, and portals or focus on regional studies, adoption of OGD, platforms, and barriers to implementation. Further findings suggest that research gaps could be segmented into many thematic areas, focusing on success factors, best practices, the impact of open government data, barriers/challenges in implementing open government data, etc. Conclusions: The extension of the paper, which was first presented at the Entrenova conference, provides a comprehensive overview of research to date on the implementation of OGD and points out that this topic has already received research attention, which focuses on specific segments of the phenomenon and signifies in which direction new research should be made.

Improving equality in the education system of Turkiye

Opis: Success breeds more success, the rich get richer, and the powerful get even more powerful. These are often true in human societies and describe the situation where whatever advantages one has in life frequently beget further advantages over time. The social sciences often describe this phenomenon as the Matthew effect of accumulated advantage, and it is known as preferential attachment in network science. The starting point of the process is often due to the first-mover advantage, under which the first person that achieves something will receive recognition and praise at a rate significantly higher than a person who achieves the same at a later point in time. All this boils down to the fact that unequal opportunities early on in education can translate into greater inequalities later in life. A major goal in the Turkish education system is therefore to ensure equal opportunities as well as equal quality of educational processes starting in preschool and beyond. This study explores the thought processed that have led to the implementation of procedures toward this goal, compares the current state in Turkiye with other OECD countries, and outlines future steps that are in the making for reaching targets throughout the educational system.

Distrustful, dissatisfied, and conspiratorial : a latent profile analysis of COVID-19 vaccination rejection

Opis: Trust in science and scientists, satisfaction with the national government, and endorsement of conspiracy theories are important factors in the decision to be vaccinated. In this study, we investigated whether there are different profiles of individuals depending on the above factors and whether they differ in their sociodemographic composition. We used data from Round 10 of the European Social Survey for Slovenia, employing a nationally representative sample of 1252 participants. Based on latent profile analysis, three distinct profiles emerged: Profile 1 expressed moderate trust in science, satisfaction with government, and high endorsement of conspiracies; Profile 2 expressed low trust and satisfaction and moderate endorsement of conspiracies; Profile 3 expressed high trust and satisfaction and low beliefs in conspiracy theories. In addition, Profile 3 expressed the strongest support for vaccination and Profile 2 the lowest. Our results suggest that distrust, dissatisfaction, and the presence of conspiracy theories are the “perfect storm” for vaccination rejection. In contrast, despite conspiracy theories, a certain level of trust and satisfaction may reduce vaccination rejection.

Digital divide and the use of digital public services during the COVID-19 pandemic

Opis: The COVID-19 pandemic enhanced digital transformation. With the spread of the pandemic and the introduction of epidemiological measures, citizens were enforced to use the Internet to an increased extent. The digital divide among citizens and the capability of citizens to get an equal level of services has also come to the fore. The paper explores the changes in the use of e-government services and the impact of the pandemic on the citizens’ attitudes toward Internet use in Croatia. The analysis is based on the survey data. The results show that due to the pandemic, citizens became more dependent on IT equipment. Citizens spend more time using digital public services than in the pre-pandemic period. The results also reveal differences in the COVID-19 impact on the use of digital public services between different groups of population.
