A triangulated approach combines the nominal group technique (NGT), focus groups (FGs), and the fuzzy analytic hierarchy process (FAHP) to systematically identify, refine, and rank key barriers. The NGT enables stakeholders to list and prioritize barriers individually, ensuring balanced participation. FG discussions then refine and contextualize these barriers, addressing qualitative depth. Finally, the FAHP quantitatively ranks the barriers while accounting for uncertainty in stakeholder judgments. The results highlight systemic constraints, such as financial limitations and regulatory inefficiencies, alongside local challenges like inadequate infrastructure and public resistance. Integrating the NGT, FGs, and the FAHP enhances the analytical rigor by merging structured decision-making with participatory engagement. This methodological innovation strengthens the reliability of barrier assessment and offers a replicable framework for urban mobility planning. The findings underscore the need for locally tailored strategies that balance stakeholder inclusion with structured prioritization, contributing to improved governance in sustainable transport planning. 2. A strategic model for sustainable business policy developmentTjaša Štrukelj, Jelena Nikolić, Dejana Zlatanović, Simona Sternad Zabukovšek, 2020, izvirni znanstveni članek Opis: Growing importance of sustainable development, corporate social responsibility and business ethics requires various types of contemporary organisations innovation. This research assesses the problem related to business policy innovation (BPI), which represents organisational governance determination. The main purpose of the paper is to qualitatively and quantitatively present a new, requisitely holistic strategic model of the soft factors influencing BPI, which interdependently incorporates changes in organisational values, culture and business ethics, as well as stakeholders’ interests reconciliation, thus determine soft possibilities for more sustainable business policy, management and practice. While the relevance of these factors for business policy is in the literature widely recognized, there is a small amount of empirical research on their influence on BPI. To mitigate this research gap, advanced structural equation modelling (SEM) based partial least squares (PLS) method was used for analysing data of 734 organisations in Slovenia, the EU state. The research results show that researched soft factors organisational values, culture and stakeholders’ interests reconciliation statistically confirmed influence BPI. Thus, these recognitions can be used as the basis for strategic managerial decision making towards social responsibility and sustainability of an organisation. Reasons why it has not been statistically confirmed that business ethics influence BPI needs to be investigated in future research. 3. Evolution of sustainable tourism conceptsVasja Roblek, Danijel Drpić, Maja Meško, Vedran Milojica, 2021, pregledni znanstveni članek Opis: This paper aims to present the evolution and change in content in tourism, over time, as well as the emergence of different sustainable tourism concepts (ST). For this purpose, a comparative Automated Content Analysis (ACA) is herein applied to scientific articles published between 1990, when the first article in this field was published in the Web of Science, and the end of 2020. The results show some overlaps between the concepts that have emerged over the periods. According to the analysis results, it can be concluded that the theme focuses on business model changes, adoption of organizational processes related to the provision of mitigation measures, implementation of cleaner and smarter technologies, the importance of cultural heritage for sustainable tourism product concepts, rural development, green investment, sustainable standards and sustainable reporting. 4. Family businesses’ succession in posttransition countries : what can be learned from the action research?Mojca Duh, Andreja Primec, 2022, izvirni znanstveni članek Opis: Succession is a very complex process and a critical phase in the life cycle of a family business. Finding a successor in ownership and management is one of the most demanding succession challenges, especially since younger generations have little interest or intention in joining their parents’ businesses. The action research was conducted to expand our understanding of owners’ attitudes and behaviors toward succession and the factors influencing successors’ intention and decision to enter the family business. The research also addresses the applicability of informal and formal family governance mechanisms in family business succession in post-transition countries. The research findings show the importance of the family dimension and emotional aspects of succession in post-transition countries. The theoretical hypotheses developed to form the basis for future confirmatory research and have implications for the key stakeholders and support infrastructure institutions involved in family business succession in post-transition countries. 5. Sustainable CSR : Legal and Managerial demands of the new EU legislation (CSRD) for the future corporate governance practicesAndreja Primec, Jernej Belak, 2022, izvirni znanstveni članek Opis: Despite its short-term use, non-financial reporting is an important measure, as demonstrated by numerous theoretical studies and empirical research. However, the mandatory nature of non-financial reporting and public pressure have persuaded company management to address non-financial issues alongside financial ones. Companies from countries with a more prolonged culture and tradition have been more successful in this respect than the companies from “younger” transition countries. Overall, non-financial reporting has raised the level of social responsibility in companies. However, things are far from ideal. Many uncertain situations, e.g., environmental, health, energy, etc., bring new challenges. They require not only non-financial, but also sustainable solutions. Therefore, it is unsurprising that the disclosure of non-financial information has also been renamed sustainability reporting (regarding designation in legal acts). In the presented research, we analyze how Slovenian companies comply with the current legislation (NFRD) requirements and whether their non-financial reports are qualitatively and quantitatively adequate. We are interested in what changes the new legislative proposal (CSRD) requires from them. Are the efforts of the legislator going in the right direction? Will companies be better prepared for environmental and social risks, and therefore better manage for sustainability once the CSRD is in place? The results suggest that the qualitative part of the non-financial reporting is the weakest. This gap in the quality of (required) non-financial reporting is also the subject of the presented research, which shows the (non)quality of the present non-financial reporting and therefore justifies the development of further requirements. Thus, CSRD introduces mandatory and uniform reporting standards based on double materiality, unification of the system of sanctions, external audit, etc. Therefore, our expectations that the new directive will contribute to more sustainability-oriented corporate governance are legitimate and justified. Since the CSRD harmonized sustainability reporting in the EU, this applies to Slovenia and all member states. 6. Energy security of the European Union and corruption in Central Asia as the main challenges for the European sustainable energy futureBojana Vasić, Ivan Pekić, Goran Šimić, 2023, izvirni znanstveni članek Opis: Background
The main goal of the paper is to define, analyze and assess the basic security, development and institutional challenges faced by the Central Asian countries after 2022. Following the COVID-19 pandemic, and with the outbreak of the Ukrainian crisis, Europe faced problems in ensuring energy security, which were further complicated by its decision to stop importing natural gas from the Russian Federation. The Central Asian region is rich in energy resources, but at the same time, it is also a region of special geopolitical interest of often-conflicting parties, characterized by limited information and insufficient academic literature about development, various aspects of security, internal specificities and future challenges.
Methods
The research included qualitative and quantitative analyses carried out for Kazakhstan, the Kyrgyz Republic, Turkmenistan, Uzbekistan, Tajikistan and Germany. Data processing was performed based on 16 selected indicators in the fields of economy, energy, governance and climate change, for the time period 2011 to 2021. Data processing was performed using correlation and regression analysis (ANOVA).
Results
The results showed that corruption represents one of the biggest problems faced by the countries of Central Asia, with the biggest variations in the calculated Standardized Confidence level, which shows that this indicator trend, in relation to the 16 indicators used, is the least predictable. This represents a significant problem for all countries that are supplied with energy products from this region, or plan to do so. Energy security is positive only in the case of Turkmenistan. Regression analysis shows that Kazakhstan reported the best positive trend for most indicators. Data for Germany show consistent values over the observed period.
Conclusions
The main conclusions of the paper indicate that the countries of Central Asia have certain specificities when it comes to sustainable development, where energy security, corruption and government efficiency can be considered the biggest problems. The European Union must find ways and mechanisms to overcome these and many other impediments if they decide to import energy products from the aforementioned region. 7. Strategic transition to sustainability : a cybernetic modelTjaša Štrukelj, Petya Dankova, Nomi Hrast, 2023, izvirni znanstveni članek Opis: As the importance of the transition to sustainable development is increasingly recognised by individuals, organisations, and society as a whole, there is a growing need to examine its impact at micro-, meso-, and macro-levels. There is an urgent imperative to ensure the sustainability of growing economic inequalities, a degraded environment, and people living in uneven conditions in different societies. The authors, therefore, highlight the strategic role and essential contribution of organisations, and universities/higher education institutions in particular, in achieving sustainable development and the United Nations Sustainable Development Goals (SDGs). Universities/higher education institutions play a key role in fostering entrepreneurship and innovation, and they form the crucial architecture of contemporary practices in national economies and beyond. Policy makers, university/higher education institution governors, managers, and professors shape students and create new social contexts, and these must be oriented towards sustainability. This paper aims to explore the strategic role of organisations, in particular, universities/higher education institutions, as a key link between personal and social responsibility and, thus, as a powerful enabler of sustainable development. The authors examine the strategic transition to sustainability of two higher education institutions, the University of Maribor and the University of Economics—Varna, and conduct a qualitative case study research to develop a cybernetic model of the university’s/higher education institution’s transition to sustainability, which reflects the organisation’s growing commitment to achieving the Sustainability Development Goals. The model includes seven successive stages: pre-awareness, awareness, focusing, implementation, reaching out, transparency and disclosure, and continuous improvement. The study shows that sustainable development, i.e., sustainability governance, management, and operations, are indispensable for implementing the strategic concept of sustainability in an organisation and for achieving the strategic transition to sustainability as explained in the proposed cybernetic model. 8. Monitoring and assessment mechanism of just energy transition trajectories : do just transition observatories matter?Dionysios Giannakopoulos, Ioannis Karagiannis, Lefteris Topaloglou, 2022, izvirni znanstveni članek Opis: The primary aim of the European Green Deal is to move towards climate neutrality in a socially just and inclusive way. To this end, the EU has set up the so-called ‘Just Transition Mechanism’ (JTM), which will provide funding and technical assistance to the regions of the EU most affected by the transition to a green economy. However, in addition to securing sufficient resources and providing technical assistance for their utilisation, a critical factor for the successful outcome of the transition in coal-dependent regions is the establishment of effective monitoring/assessment mechanisms and place-based governance models. This reflects the departure of European politics from horizontal and one-size-fits-all policies. This is done for two reasons: (a) the utilisation of local knowledge and local territorial capital deals better with problems and (b) the transfer of the level of decision-making and implementation of policies as close as possible to the citizens to whom they concern. An effective governance model; however, should be accompanied by an effective mechanism for scientifically monitoring, analysing, evaluating, and formulating substantiated policy proposals. Setting up and operating a Just Transition Observatory could be a valuable support mechanism, provided it has the presumption of multi-level expertise and objectivity, deep knowledge of local specificities and legitimacy to institutionally represent the public interest at the local level. Such an Observatory could function as an independent evaluation body (with periodic reports or focused studies) in the course of the Energy Transition Programmes, identifying potential difficulties, recording impacts, results and outcomes, as well as providing policy recommendations. Given that Just Transition Plans include a number of important transformational policies and transformative plans, the crucial question that arises is whether regional and central policy makers have the tools to evaluate these transformational policies and transformative projects. In this regard, it is necessary to design evaluation models based on predefined indicators and criteria that will be jointly defined in the context of public consultation. This will ensure objectivity on the basis of commonly agreed indicators and objectives, while also guaranteeing the legitimacy and acceptance of both strategic policies and specific investment plans. This paper attempts to examine to what extent there is room for the establishment of ‘Just Transition Observatories’ Platforms along the coal-dependent areas. More specifically, the potential of such mechanism to monitor, analyse and evaluate clean energy transition, and provide robust policy recommendations, will be explored. To this end, Just Transition Observatories will operate as an independent evaluation mechanism producing evidence-based reports and studies on clean energy transition. Thus, the Observatories will be able to deliver periodic reports based on indicators, comparative analysis and policy recommendations. In addition to this, such mechanisms could enhance networking at the EU, national and local level, mobilising scientific dialogue and debate on clean energy transition. 9. Towards an adaptive strategic IT governance model for SMEsAleš Levstek, Andreja Pucihar, Tomaž Hovelja, 2022, izvirni znanstveni članek Opis: Information technology (IT) can have a direct and indirect impact on business performance. New technologies change the risks at the strategic and governing levels of an enterprise. In the age of digitalization, we need to develop new understandings and approaches to governance and management. The most established IT governance (ITG) models, such as COBIT, ITIL and CMMI, are universal, one-size-fits-all models that are not in line with contingency theory and are predominantly designed for large multinational enterprises. They are too cumbersome and cost-intensive for small and medium enterprises (SMEs) to use effectively. Therefore, there is a need to develop more efficient models that are contingency-based and easier to implement than existing models and thus adaptable to the actual needs of the business. This paper presents an empirical evaluation of key ITG mechanisms from the literature that clearly shows that several are not universally but situationally necessary, thus demonstrating the need for new contingency-based ITG models.
