Self-assessment system : detrimental effects on entrepreneurial and innovative activity

Opis: Efficient regulatory mechanisms that induce innovation, co-operation and deter competition law infringements have recently been the subject of growing attention. Competition is essential to the innovation process which in general terms enables entrepreneurship. But so too is co-operation between firms which requires an exchange of information and may lead to inefficient collusive behaviour. The optimal trade-off between the provision of stable entrepreneurial incentives and the new European competition law’s reform with the self-assessment system has been largely missing from the current scholarly debate. This paper identifies the unintended, harmful horizontal side effects of this new European self-assessment system upon the entrepreneurial activity, offers a legal evaluation of the optimal entrepreneurial incentive mechanisms and provides legal and entrepreneurial arguments for an improved regulatory response.

Entrepreneurship as a solution to the unemployment problem

Opis: The relation between entrepreneurship and unemployment has been an interesting topic for researchers for quite some time. In the time of global recession and mass layoffs different countries try to stimulate their residents to work on their ideas and to test themselves on the open market using various forms of subsidizing. It is important to point out that entrepreneurship does not constitute such a social security as employment in large companies. Entrepreneurship is not just a mixture of ideas, desires for success and a trend away from employment, integration with the right business partners and the issues of obtaining the initial capital, but largely also depends on the laws in each country and the infrastructure which this country offers. Countries with better entrepreneurial infrastructure (technology parks, university incubators, etc.) are definitely more open to competition and entrepreneurial activities than others. Globally interesting and internationally comparable study made each year by GEM (Global Entrepreneurship Monitor) (2008) notes that more and more people around the world are dealing with entrepreneurship. Schools for entrepreneurship are an important link between theoretical knowledge and practical involvement in the market. The international economic crisis has further accelerated the flow of restructuring, while unemployment continues to rise. It is therefore necessary to adopt measures that will help people with self-employment and, ultimately, in achieving a dignified life. Our contribution will be built on the hypothesis that where there is a higher rate of unemployment, more people will transit into entrepreneurship and where there is a higher rate of entrepreneurship there will be a lower level of unemployment. To test our hypothesis we will use available data from different countries and measure the correlations between the rate of entrepreneurship and the rate of unemployment and make a regression analysis of both values.

Institutional determinants and entrepreneurial action

Opis: The paper examines the effect of specific institutional factors on entrepreneurial activity. In the course of the examination, we encounter various viewpoints regarding entrepreneurship and different needs of national politics. The research objective is to determine whether institutional factors influence early-stage entrepreneurial activity. There is a broad array of opinions on appropriate set of factors that influence the entrepreneurship processes, on ways of their influence and on differentiating between the developed and less developed countries. Therefore, we examined the defined research hypothesis in the light of 24 countries (Argentina, Belgium, Brazil, Chile, Columbia, Croatia, Denmark, Finland, France, Greece, Hungary, Island, Italy, Japan, Latvia, Netherlands, Norway, Peru, Russia, Slovenia, Spain, United Kingdom, Uruguay and USA), in the period between the years 2006 and 2010 (24 countries * 5 years = 120 observations). The data was obtained from Global Entrepreneurship Monitor (GEM) database and complemented with data from other international sources such as Heritage Foundation, among others. With econometrics business methods, we determined that greater economic freedom in the institutional context of a country affects the extension of productive entrepreneurship, while the individual's decision for the entrepreneurship is conditioned significantly by the prevailing cultural and social norms.
