Managing traffic congestion pricing, the associated equity issues, and establishment of sustainable funding for transportation infrastructures

Opis: Road traffic congestion, partly resulting from inefficient land use plans and the inadequacy of existing transportation infrastructure to transport people from various origins to various destinations, using the same paths, at the same time (without delay) is an issue of concern to humanity". Inadequate funding for transportation limits the number of roads that can be built to increase the capacity of the transportation network. Road traffic congestion pricing has been identified as a way of reducing congestion, as it makes the cost of travel more apparent to users, but there is concern about equity issues for those who may not be able to afford the price tag. This study used the records of vehicle miles travelled in a country to illustrate the variations in revenue that could be achieved with varied fuel efficiency of vehicles. As an illustration, a comparison of revenue that could have been generated (all other things being equal) using a vehicle-kilometre travel (VKT) pricing system as compared to fuel tax for a 5-year period was also done. This review noted that the VKT ‘road user fee’ pricing system is a viable way to make the cost of travel apparent to motorists and form a basis for equity between those who use fossil fuel vehicles and those who use alternative energy. In addition to presenting a simplified procedure for establishing a sustainable transportation finance system, this study also presented a simplified method to estimate the appropriate fuel tax, as well as VKT road user fee to achieve a self-funded transportation system.

Impact of transport trends on sustainability in the Western Balkans : a future-oriented business sector perspective

Opis: Abstract This study examines the impact of emerging transport trends on the Western Balkans and their potential to improve the sustainability and efficiency of the transport sector in the region. In the context of global efforts to reduce environmental impacts and improve transport safety, the study aims to better understand the perspective of the business sector in order to align strategic planning for the introduction of new transport technologies and practices with the expectations of the business sector. Using a questionnaire-based survey on the Mentimeter platform, the study gathers insights from 49 transport and logistics experts. The analysis uses violin plots and heat maps to visualise the expected impact of the identified trends. The results show a consensus among the experts that the emerging trends are likely to lead to a reduction in accidents, congestion, and emissions, while at the same time increasing operating costs and investment in infrastructure. In particular, trends such as alternative fuels, electrification, and smart city initiatives are highlighted as important drivers for reducing emissions. The study concludes that while these trends are likely to lead to the achievement of environmental and safety goals, they also lead to economic challenges as operating costs increase and significant infrastructure investment is required. The study emphasises the need for strategic investment, policy adjustments, and capacity building to lead the Western Balkans towards a sustainable transport future.

Management of traffic congestion in urban areas

Opis: The use of road vehicles is increasing, the benefits they afford have been progressively diminished by external costs. Whereas traffic increases as we approach the centre, the road and open space decreases. The greater specialisation allows the city growth in size and in traffic attraction. In this way urban growth feeds itself. Inter-urban transport facilities also become more extensive. Growth in size of the city generates greater amounts of traffic and can eventually give rise to agglomeration diseconomies. Higher transport costs, offices and shops, attracted by the accessibility of central locations, gradually replace residential uses, people being forced to seek housing in the suburbs. As the urban area expands and offices in the city centre are built denser and higher, traffic congestion increases. This may result in the fall in central land values, since accessibility diminishes with the saturation of transport network. Increased pollution takes various forms as noise, smoke and overcrowded housing in the centre, urban decay in the transitional zone as commercial development is anticipated.

Incorporation of duffing oscillator and Wigner-Ville distribution in traffic flow prediction

Opis: The main purpose of this study was to investigate the use of various chaotic pattern recognition methods for traffic flow prediction. Traffic flow is a variable, dynamic and complex system, which is non-linear and unpredictable. The emergence of traffic flow congestion in road traffic is estimated when the traffic load on a specific section of the road in a specific time period is close to exceeding the capacity of the road infrastructure. Under certain conditions, it can be seen in concentrating chaotic traffic flow patterns. The literature review of traffic flow theory and its connection with chaotic features implies that this kind of method has great theoretical and practical value. Researched methods of identifying chaos in traffic flow have shown certain restrictions in their techniques but have suggested guidelines for improving the identification of chaotic parameters in traffic flow. The proposed new method of forecasting congestion in traffic flow uses Wigner-Ville frequency distribution. This method enables the display of a chaotic attractor without the use of reconstruction phase space.

Modelling airport congestion charges

Opis: This article deals with modelling congestion charges at an airport. In this context, congestion charging represents internalizing the cost of marginal delays that a flight imposes on other flights due to congestion. The modelling includes estimating congestion and flight delays, the cost of these delays and the efficiency of particular flights following the introduction ofa congestion charge. The models are applied to an airport / New York LaGuardia / to illustrate their ability to handle more realistic congestion scenarios as well as the nature of the congestion to be charged, the effectiveness of the congestion charge and a sensitivity analysis based on changes in the nature of congestion as well as characteristics of demand in terms of flight-aircraft type and airport capacity.
