Event square and multipurpose center with library in the city of Struga

Opis: This thesis addresses the redevelopment of a centrally located site in Struga, currently occupied by a large, unadorned parking lot devoid of greenery. Surrounded by key state institutions, including the Health Insurance Office, Municipal Archives, and the Main Post Office, as well as public amenities, such as restaurants and pharmacies, the site offers a unique opportunity for urban revitalization.Until 2016, this location served as the central square of Struga. Following the restoration of the "Monument of Revolution," it was expected that the area would be transformed into a modern, attractive space for local residents. However, contrary to these expectations, it has since been repurposed as a parking lot. This project envisions reclaiming the site as a multifunctional space that serves as a cultural hub and social gathering point for both residents and visitors.Struga, situated on the shores of Lake Ohrid in the Republic of North Macedonia, has a population of approximately 50,000 and is a popular summer tourist destination. Despite this, the city faces a deficit of social gathering places and environments conducive to student collaboration and study. The existing city library, with its outdated facilities and limited collection of 8,000 books, fails to meet modern standards. Furthermore, Struga’s renowned Poetry Nights festival underscores the lack of dedicated public spaces for cultural events, highlighting the need for proper outdoor venues. The absence of adequate library resources and diverse social spaces for various age groups further exacerbates these challenges.This project proposes a comprehensive solution by transforming the parking lot into a multifaceted community facility. The envisioned development includes an open square for events, a gallery and exhibition hall, an innovative city library, study areas, communal spaces, green zones, and a children’s playground. Outdoor reading areas and organized play activities will be integrated into the design, promoting relaxation and leisure within an inviting, green environment.By combining diverse indoor and outdoor programs, the project seeks to foster social interaction across all age groups, enhancing community cohesion. This multi-generational event center and library will become a landmark for Struga, enriching the city’s cultural, recreational, and educational landscape while significantly improving the quality of life for its residents.

The ǂeffect of fuel quality on cavitation phenomena in common-rail diesel injector—a numerical study

Opis: Plastic is one of the most widely used materials worldwide. The problem with plastic arises when it becomes waste, which needs to be treated. One option is to transform plastic waste into synthetic fuels, which can be used as replacements or additives for conventional fossil fuels and can contribute to more sustainable plastic waste treatment compared with landfilling and other traditional waste management processes. Thermal and catalytic pyrolysis are common processes in which synthetic fuels can be produced from plastic waste. The properties of pyrolytic oil are similar to those of fossil fuels, but different additives and plastic stabilizers can affect the quality of these synthetic fuels. The quality of fuels and the permissible particle sizes and number density are regulated by fuel standards. Particle size in fuels is also regulated by fuel filters in vehicles, which are usually designed to capture particles larger than 4 µm. Problems can arise with the number density (quantity) of particles in synthetic fuels compared to that in fossil fuels. The present work is a numerical study of how particle size and number density (quantity) influence cavitation phenomena and cavitation erosion (abrasion) in common-rail diesel injectors. The results provide more information on whether pyrolysis oil (synthetic fuel) from plastic waste can be used as a substitute for fossil fuels and whether their use can contribute to more sustainable plastic waste treatments. The results indicate that the particle size and number density slightly influence cavitation phenomena in diesel injectors and significantly influence abrasion.

A game theoretical model for the stimulation of public cooperation in environmental collaborative governance

Opis: Digital technologies provide a convenient way for the public to participate in environmental governance. Therefore, by means of a two-stage evolutionary model, a new mechanism for promoting public cooperation is proposed to accomplish environmental collaborative governance. Interactive effects of government-enterprise environmental governance are firstly explored, which is the external atmosphere for public behaviour. Second, the evolutionary dynamics of public behaviour is analysed to reveal the internal mechanism of the emergence of public cooperation in environmental collaborative governance projects. Simulations reveal that the interaction of resource elements between government and enterprise is an important basis for environmental governance performance, and that governments can improve this as well as public cooperation by increasing the marginal governance propensity. Similarly, an increase in the government's fixed expenditure item of environmental governance can also significantly improve government-enterprise performance and public cooperation. And finally, the effect of government's marginal incentive propensity on public environmental governance is moderated by enterprises' marginal environmental governance propensity, so that simply increasing the government's marginal incentive propensity cannot improve the evolutionary stable state of public behaviour under the scenario where enterprises’ marginal environmental governance propensity is low.

Axioms of decision criteria for 3D matrix games and their applications

Opis: In this paper, we define characteristic axioms for 3D matrix games and extend the definitions of the decision criteria under uncertainty to three dimensions in order to investigate the simultaneous effect of two different states on the decision process. We first redefine the Laplace, Wald, Hurwicz, and Savage criteria in 3D. We present a new definition depending on only the ∞-norm of the 3D payoff matrix for the Laplace criterion in 3D. Then, we demonstrate that the Laplace criterion in 3D explicitly satisfies all the proposed axioms, as well as the other three criteria. Moreover, we illustrate a fundamental example for a three-dimensional matrix with 3D figures and show the usage of each criterion in detail. In the second example, we model a decision process during the COVID-19 pandemic for South Korea to show the applicability of the 3D decision criteria using real data with two different states of nature for individuals’ actions for the quarantine. Additionally, we present an agricultural insurance problem and analyze the effects of the hailstorm and different speeds of wind on the harvest by the 3D criteria. To the best of our knowledge, this is the first study that brings 3D matrices in decision and game theories together.

Obtaining the synthetic fuels from waste plastic and their effect on cavitation formation in a common-rail diesel injector

Opis: The presented paper addresses two significant issues of the present time. In general, the studies of the effect of synthetic fuels on cavitation formation and cavitation erosion prediction in the nozzle tip of common-rail diesel injectors were addressed. The first problem is plastic waste, which can have a significant negative environmental impact if not treated properly. Most plastic waste has high energy value, so it represents valuable material that can be used in resource recovery to produce various materials. One possible product is synthetic fuel, which can be produced using thermal and catalytic pyrolysis processes. The first issue addressed in the presented paper is the determination of fuel properties since they highly influence the fuel injection process, spray development, combustion, etc. The second is the prediction of cavitation development and cavitation erosion in a common-rail diesel injector when using pyrolytic oils from waste plastic. At first, pyrolytic oils from waste high- and low-density polyethylene were obtained using thermal and catalytic pyrolysis processes. Then, the obtained oils were further characterised. Finally, the properties of the obtained oils were implemented in the ANSYS FLUENT computational program and used in the study of the cavitation phenomena inside an injection nozzle hole. The cavitating flow in FLUENT was calculated using the Mixture Model and Zwart-Gerber-Belamri cavitation model. For the modelling of turbulence, a realisable k–ε model with Enhanced Wall Treatment was used, and an erosion risk indicator was chosen to compare predicted locations of cavitation erosion. The results indicate that the properties of the obtained pyrolytic oils have slightly lower density, surface tension and kinematic viscosity compared to conventional diesel fuel, but these minor differences influence the cavitation phenomenon inside the injection hole. The occurrence of cavitation is advanced when pyrolytic oils are used, and the length of cavitation structures is greater. This further influences the shift of the area of cavitation erosion prediction closer to the nozzle exit and increases its magnitude up to 26% compared to diesel fuel. All these differences have the potential to further influence the spray break-up process, combustion process and emission formation inside the combustion chamber.

Transformation of »university of corridors« - renovation of Technical Faculties in Maribor : magistrsko delo

Opis: The University of Maribor is one of the main educational institutions in Slovenia. It strives for development, transfer of knowledge, interconnection among studying and research programs, faculties in Slovenia and abroad. The renovation of Technical Faculties in Maribor, located on Smetanova street, is one of the key points in the university’s development strategy. The first part of the thesis provides an analysis of the location at macro-, meso- and micro- levels: climate, urban context, transport and accessibility, green areas, and open spaces. Having analyzed the history of the University of Maribor and Technical Faculties from the beginning of the operation, their current condition and strategy for further development, we determined advantages and disadvantages. One of the main design problems appears to be the lack of common spaces and places for student’s work. Consequently, we can observe the absence of functions vital for a productive educational process and modern university life. The practical part of the thesis proposes the concept of systematic renovation of Technical Faculties in Maribor. It focuses on designing a solution that would incorporate missing functions and spaces into an existing operating complex of buildings. The concept involves the demolition of particular buildings or elements such as attics, connecting part F, which has lost its load-bearing capacity, and non-load-bearing elements of buildina A’s north façade. Building A has been extended to the Smetanova street with a newly-designed volume functioning as a common space, exhibition area, and transition to other parts of the complex. The library, located at the underground floor of building A, has been extended to the courtyard. The height difference among buildings is regulated with the help of the new multi-level common space. It connects the extended library to the dining room located on the ground floor of building H and main gathering space in front of Borut Pečenko’s lecture hall. Newly-designed building E with two levels of the underground garage and 4-floors-high complex of lecture rooms has been constructed instead of the demolished lecture rooms in front of Borut Pečenko lecture hall. The proposed renovation solution provides students, employees, and visitors of the Technical Faculties with a high-quality working environment, which meets modern thermal, acoustic, and visual comfort requirements and sticks to the principles of accessibility of public buildings.

The relationship between doctors, patients and the law in North American and British literature

Opis: In common law jurisdictions today, the relationship between doctors and patients is generally considered to be a private one (Dorr Goold and Lipkin Jr., 1999). Like most professions, doctors are governed to a large extent by professional associations with their own Codes of Ethics. To practice medicine in the United States, Canada, or Britain, doctors must be licensed by their local Board or College. Government control of doctor-patient relationships is generally limited to funding, but in a few areas, in particular, those that are considered to be matters of public morality or ethics, criminal statutes can apply. Historically, reproductive rights have often fallen under state control. This paper will compare fictional representations of state interference with reproductive rights in three science-fiction dystopias, Margaret Atwood's The Handmaid's Tale (Atwood, 1985), P.D. James's Children of Men (James, 1992), and Harlan Ellison's "A Boy and His Dog" (Ellison, 1969), and examine the real-world situations and concerns that these stories comment upon.

Pogodbena kazen v gradbeni pogodbi (po pravilih OZ in Rdeči knjigi FIDIC)

Opis: Naročnik in izvajalec se lahko v zvezi z gradbeno pogodbo dogovorita za pogodbeno kazen, ki stranko zavezuje, da bo v primeru kršitve svoje pogodbene obveznosti nasprotni stranki plačala določen denarni znesek ali ji preskrbela drugo premoženjsko korist. Pogodbena kazen je civilna sankcija, ki zaradi svojega kaznovalnega elementa stranko odvrača od kršitve pogodbenih obveznosti. To je razlog, da dogovor o pogodbeni kazni v anglosaškem pravnem sistemu ni dopusten. V tem sistemu imajo namreč drugačno pojmovanje pogodbe in se želijo izogniti kaznovalnemu elementu v pogodbenem pravu. Novejši primeri sodne prakse so sicer to strogo tradicionalno stališče nekoliko omilili. Stranki, ki sklepata gradbeno pogodbo z mednarodnim elementom, morata biti ob sklepanju pogodbe previdni, če bosta vanjo vključili določbo o pogodbeni kazni. To velja tudi za določbo o odškodnini za zamudo, ki jo predvideva Rdeča knjiga FIDIC. Slednja predstavlja pogodbene pogoje, ki imajo pravno naravo splošnih pogojev pogodb in se v gradbeni pogodbi uporabijo, če stranki izrazita voljo za njihovo vključitev v svoje pogodbeno razmerje. Stranki morata pri dogovarjanju zneska, ki se plača v primeru kršitve pogodbenih obveznosti, jasno izraziti svoj namen – ali se želita dogovoriti za pogodbeno kazen ali morda pavšalno ali limitirano odškodnino. Posledice dogovorov so različne, še posebej, če se v primeru spora uporabi pravo iz anglosaškega pravnega sistema, kjer bo izvršljiv le dogovor, ki v primeru kršitve pogodbe predvideva znesek, ki se lahko utemelji kot resnična vnaprejšnja ocena predvidene škode, ki nastane zaradi te kršitve. Iz pogodbene klavzule se skuša – ob upoštevanju okoliščin vsakega primera – izluščiti namen strank in od prava, ki se uporabi v konkretnem primeru, bo odvisna veljavnost oz. izvršljivost takšnega dogovora. Avtonomija strank pa tudi v slovenskem pravu ni neomejena, saj ni dopusten dogovor pogodbene kazni za denarne obveznosti, sodišča pa lahko pod določenimi pogoji tudi zmanjšajo dogovorjeno višino pogodbene kazni.

Introduction to copyright and collective management in competition law

Opis: Copyright is an absolute intellectual property right. Historically it is of territorial nature. One of the central issues of copyright is the remuneration of authors. A copyright confers to its holder a legal monopoly comprising certain economic rights that are granted for pecuniary consideration. The economically most efficient way of management of copyright's pecuniary consideration is the collective management. However, collective management covers due to territorial nature of copyright only territory of a certain state. In competition law that might be considered as a monopoly by collecting societies limited to borders of states, in other words there are issues of a possible abuse of a dominant position.

An approach to consider the arterial residual stresses in modelling of a patient-specific artery

Opis: In this work, the residual stress state of a human common carotid artery is predicted using the so-called thermomecha- nical analogy approach. The purpose of the approach is to enable consistent mapping of residual stresses and the respec- tive configuration from a circular arterial segment to a patient-specific arterial geometry. This is achieved by applying proper volumetric dilatations to the actual arterial stress-free in vivo geometry, which makes use of the analogy that states that the bending stresses can be obtained on an equivalent manner by applying proper thermal dilatations. The common carotid artery data are obtained in vivo from a healthy 28-year-old man using non-invasive methods. The pre- dicted residual stresses of the common carotid artery are in good quantitative agreement with the data from prior work in this field. The approach is validated by predicting the common carotid artery zero-stress state configuration, where a sector-like (cut-open) state is obtained. With this approach, it is thus possible to predict the residual stresses as well as the configuration of patient-specific arterial geometry without the need to model its cut-open zero-stress configuration.
