Statistical analysis of the development indicators' impacts on e-commerce of individuals in selected European countries

Opis: The aim of this paper is to analyse the influence of the development level indicators on the e-commerce, i.e. on the online purchase by individuals, in selected European countries in 2013. In the analysis, the main variable under study and all the independent variables are included as standardised. Based on nine variables, the principal component analysis with varimax rotation was performed and the two extracted factors were used as the regressors in the multiple regression analysis. In the regression model both components, Factor 1, which includes seven variables, called Prosperity, Investing in Education and IT Infrastructure, and Awareness, and Factor 2, comprised of two variables, called IT Skills, are statistically significant at the significance level of 1%. Both factors show a positive correlation with the online purchase of individuals. Inclusion and analysis of distributions and impacts of even nine independent variables, which make up two distinct factors affecting the e-commerce, make a new contribution of this work.

The influence of broadband regulation in EU on the development of the regulated technology

Opis: The aim of the article is to answer the question if the level of intensity of `ex ante` regulation (also `regulation`) imposed by NRA (national regulatory Authority or regulators) influence on the development of incumbent DSL technology against other Access technologies. There are several approaches which support the basic idea of regulation, that Ćex anteĆ regulation promotes the competition. The approaches must be also based on the size of themarket. In the internet world there are different access technologies. OpenAccess is crucial for the development of competition. Regulators have to ensure, that also new entrants can reach end users through the facilities of the incumbent operator. Based on the approach of three criteria, European Commission defines two wholesale relevant access markets both based on DSL technology (`bitstream` access and unbundled local loop) susceptible to sector specific `ex ante` regulation. In the last stage also optical access isincluded on the relevant markets. Other technologies are still not equivalent to incumbent DSL technology according to the opinion of the commission. The intensity of regulation influences on the competition conditions. It influences on the level where and at which point of the investment ladder entrants will enter the market through wholesale inputs or through building its own infrastructure.

Državne pomoči za širokopasovna omrežja

Opis: Strategija Evropa 2020 ter Evropska digitalna agenda poudarjata pomen širokopasovnega omrežja za spodbujanje konkurenčnosti, zaposlovanja in socialne vključenosti v Evropski uniji ter postavljata ambiciozne cilje za njegov razvoj. Zaradi gospodarskih značilnosti sektorja pa teh ciljev ni mogoče doseči brez podpore javnega financiranja. Države članice so zato pozvane k uporabi javnih sredstev v skladu s pravili Evropske unije o državnih pomočeh in konkurenci. Bistvene pri tovrstnem državnem posredovanju so Smernice Evropske komisije za uporabo pravil o državni pomoči v zvezi s hitro postavitvijo širokopasovnih omrežij (»Broadband Guidelines«). Ustvarjajo določeno stopnjo pravne varnosti za zainteresirane stranke ter zagotavljajo jasen in predvidljiv okvir ključnih meril presoje državnih pomoči za širokopasovna omrežja. S predpisanimi pogoji združljivosti ter podrobno opredeljeno presojo skupnega učinka ukrepa poskuša namreč Evropska komisija čim bolj omejiti tveganje izrinjanja in zamenjave zasebnih naložb, vplivanja na komercialne investicije ter izkrivljanja konkurence.
