Legal protection of children in armed conflicts

Opis: This chapter highlights the mechanisms and means used by international law to protect children in armed conflict situations. Children frequently find themselves as participants in both national and international conflicts and face the dual challenges of victimisation or coercion into taking up arms for the sake of war efforts. International law responds to these challenges by offering legal instruments, notably conventions and protocols, explicitly designed to address the unique vulnerabilities of children living in conflict zones. The author analyses the comprehensive international legal framework engaged in the battle against the infringement of children's rights during times of war and the profound consequences arising from such violations. By highlighting the important role of child protection within the international legal arsenal, this chapter substantially contributes to the ongoing discourse surrounding the fortification of mechanisms designed to safeguard children’s rights in the complexities of armed conflict.

Application of digital tools assessing information risk in the control activity

Opis: The paper discusses digitising the leading information flows in control activities. The focus is on applying technology and its integration in implementing forms of control. The aim is to argue for practical approaches to minimise information risk in pre-ongoing and postcontrol to ensure the accuracy and veracity of financial and nonfinancial information. Evaluating the effectiveness of data ensures integrity, consistency, validity, completeness and timeliness - applying digital risk assessment tools to control activities. To prove the hypotheses, the cross-tabulation method is applied, focusing on the relationship between the use of verification, inspection, audit, revision and supervision, and the digital tools applied in the control institutions implementing financial control in the public sector of the Republic of Bulgaria. The study evaluates the effectiveness of data management practices, emphasizing the importance of maintaining integrity, consistency, validity, completeness, and timeliness. The study acknowledges that the use of advanced digital risk assessment tools could improve the effectiveness of control activities in various areas. The approach supports the sustainability of financial control and is in line with modern management standards, promoting a culture of accountability and precision in the management of public finances.

Perceptions of the Belgrade police detectives about core principles of democratic policing in Serbia

Opis: Purpose: The main subject of this paper is the analysis of attitudes of police officers (detectives) in Belgrade Criminal Investigation Department (CID) about the core principles of democratic policing – protecting the citizens, commitment to the law, legal constraints of police activities and their impact on the effectiveness of policing, control of police and their legal liability. We also analyzed their views on legal solutions regulating the application of those police powers which are of greatest importance for the protection of human rights and freedoms of citizens. Design/Methods/Approach: The work is based on empirical research conducted in the period from September to October 2009 which included 250 (a 25 % sample) police officers in the Belgrade Police Depatment. The questionnaire comprised 49 question, the first six of which pertaining to demographic data. Most questions were of the closed form. Findings: The results of the research show that Belgrade police highly value objectives that are in the function of protecting interests of citizens, cooperation with citizens and absence of all forms of discrimination. They have shown animosity towards the law, as they perceive the law as a factor that limits thier efficiency. Efficiency of the police work is higly valued even at the cost of potentially violating human rights during the investigation. They consider the control of police work neccessary, preceiving the forms of internal control more useful than external control, especially those exerted by courts. Research limitations: This is an exploratory research, its results show tendencies and broad generalizations are not possible. Practical implications: Research results can be useful for police managers and for trainers in adjusting performance and attitudes of police officers in Belgrade PD. Originality/Value: The paper presents the findings of research upon which conclusions have been drawn regarding the perception of subjects regarding the most important issues arising from the democratic reform of police in Serbia.
