1. Effects of renewal investments in immovable cultural heritage on Slovenian public finances : convergence with selected EU countriesBorut Vojinović, France Križanič, Vasja Kolšek, 2020, izvirni znanstveni članek Opis: In our paper we provide a measure of the optimal state incentive needed for the purpose of regular investment in maintaining immovable cultural heritage. Slovenia annually needs 32.7 million euros of investment for the maintenance of its immovable cultural heritage, which is feasible with 16.4 million euros of state subsidies. Comparing the mechanisms of selected EU countries, we show convergence occurrences using an indirect approach. Investments in cultural heritage represent an increase in one of the components of final
demand with a positive impact on the economy. This was assessed with Leontief's production function (effect via reproduction chain). Investments in the maintenance of immovable cultural heritage also have a positive impact on tourism revenue. According to the results of the input-output analysis, regular maintenance annually results in 60.9 million euros' value added with 22.4 million euros higher general government revenue. The net fiscal effect of incentives for these investments is positive for 36.5% of public funds spent. 2. Climate change in the Western Balkans and EU green deal : status, mitigation and challengesSandi Knez, Snežana Štrbac, Iztok Podbregar, 2022, pregledni znanstveni članek Opis: Background: The European Commission (EC), based on the European Green Deal (2019) and the Recovery plan for Europe (2021), envisages investing 30% of the budget in climate-related programs, projects, and initiatives, which clearly shows Europe's commitment to becoming the first climate-neutral region by 2050. Activities are also planned for countries that are not members of the European Union (EU), which require complex changes in the field of legislation, strategic planning, implementation, and monitoring. To successfully plan short-term and long-term activities on these grounds, it is necessary to have a realistic picture of the state of climate change in each country—as they spill over into the entire region of Europe. The main objective of this paper is to answer the following questions: (i) is climate change observed in Western Balkans? (ii) how are certain sectors vulnerable to climate change in Western Balkans? (iii) what are the climate change adaptation strategies in the six countries of the Western Balkans? The answers to these questions can help in planning activities and initial alignment of Western Balkan countries with the EU plan to achieve net zero greenhouse gas (GHG) emissions by 2050.
Main body: The main results of the research show that in all countries of the region, the average annual temperature increased by 1.2 °C compared to 1970, with stabilization and the beginning of the decline which can be expected around 2040. The main reasons for climate change in the region are: industry, energy, and heating sector based on coal exploitation, low energy efficiency, etc.
Conclusions: It can be concluded that Croatia as a member of the EU has adopted, and other five Western Balkans countries are in the process of adopting the necessary regulations and strategies towards climate change mitigation, but the implementation of specific activities is at a low level. The reason for this most often lies in the insufficient commitment of decision-makers to make significant changes in the field of climate change transition (lower level of economic development, lack of investment, and preservation of social peace). Finally, this paper provides an overview of climate change by country, scenario analysis, and policy recommendations. 3. Requirements for establishing energy hubs : practical perspectiveMahmoud A. Hammad, Sara El Gazzar, Borut Jereb, Marjan Sternad, 2023, izvirni znanstveni članek Opis: The global economy has barely begun to recover from the effects of the COVID-19 pandemic, only to be thrown into a new crisis because of the Russian-Ukrainian war. The war exacerbated the energy problem by causing a shortage of energy supplies for the EU and other countries, affecting quality of life. As a result, establishing energy hubs for collecting, processing, storing, and transiting energy resources between producing and consuming countries has become imperative to manage energy supplies efficiently. However, previous studies have not yet addressed the requirements for setting up energy hubs from a practical point of view. Therefore, this paper investigates the requirements for the establishment of energy hubs, particularly for oil and gas, from a practical perspective. The researchers conducted 13 semi-structured interviews with different energy stakeholders. Using the SWOT analysis matrix tool, the findings assessed the current state of the global oil and gas market, and the main practical requirements for the establishment of energy hubs were identified, along with the elements for implementation. Furthermore, the article highlighted the most pressing practical issues confronting the establishment of energy centres. Finally, the paper laid out a comprehensive practical framework based on the industry practitioners’ views to help establish energy hubs. The framework provides a possible guide for countries to establish energy hubs based on the main requirements outlined in this study. It can also improve the diversity, flexibility, and security of energy supply, especially for countries that rely on sole suppliers, such as the EU. We investigated and identified interoperability and cross-border compliance issues in this paper. We have identified the following weaknesses: Organizational independence, remote access to banking services, remote video identification, use of electronic signatures in public administration, commercial access to the eIDAS network, biometric authentication mechanisms, and, finally, some technical issues with the mechanisms used to provide security and authentication in eIDAS nodes. 5. Some aspects of development of private international law in the CIS countriesIslambek Rustambekov, 2020, izvirni znanstveni članek Opis: Globalization, development of the states and society and their rapprochement makes the issues of regulation of relation with a foreign element more urgent, and in particular private international law becomes relevant. In this aspect, states are aimed in unification and harmonization of norms of private international law and mostly within regional associations. This article traces these issues within the Community of Independent States (CIS). The CIS countries are trying to analyze and use the international experience, in particular similar experiences of the EU. The EU experience is acutely important in view of the development of Eurasian Economic Union in which more States are trying to become a member. This article traces the development and rapprochement of the private international law in the EU and the CIS countries, and analyzes international agreements of the States which are aimed to unify private international law and regulate such relations around the States. Reviewing the narrative concerning the impact of population growth in AfricaCocou Marius Mensah, 2019, izvirni znanstveni članek Opis: This article discusses the topic of population growth in Africa, a recurring theme in the era of climate change and the fight against CO2 emissions. The African continent is full of essential raw materials and encompasses the youngest population in the world. There is no doubt concerning the significant role it will play in global affairs, at a time when the world population is ageing, according to the UN statistics. In recent years, many policymakers have highlighted the necessity to deal with overpopulation, provoking moral controversial and basic human rights abuses. This article, however, proposes an opposite argumentation based on fresh data and emphasises the opportunities and challenges to take on, as the author considers "overpopulation" as more of a challenge than a sentence to underdevelopment. Though the paper mentions different issues linked to overpopulation, such as migration crisis, ecological sustainability and the UN Sustainable Development Goals, it concludes with a reminder of the importance of international cooperation as a solution to global issues. Different approaches to cross border mobility of patients in the European Union in Czechia, Slovakia and PolandFilip Křepelka, 2016, izvirni znanstveni članek Opis: Poland and Slovakia are neighbour countries with similar history and socioeconomic conditions. They share heritage of socialized healthcare. Nevertheless, they adopted different policies towards promotion of patients´ mobility in the European Union. Accession to coordination of social security establishing assistance for tourists was smooth. Providers offer quality care for good prices. Foreign patients come to all three countries. Right for reimbursement of treatment intentionally sought across borders was created by the Court of Justice already before their accession. Nevertheless, they already decided on the Patients´ directive. Czechia supported it, Slovakia abstained and Poland refused. Numerous Poles seek treatment abroad and ask for its reimbursement, while implementing legislation barely complies and authorities are tight-fisted. Few Slovaks do it in accordance with rules adopted with cautiousness. Czechs ignore this opportunity despite official benevolence. Quality of healthcare, various price-setting and peculiarities of public financing explain this difference.
