ADVANCED CONTROL OF A VEHICLE THERMAL MANAGEMENT DEMONSTRATORTilen Semenič

Opis: Within the AVL LIST GmbH a demonstration system of generic engine cooling circuit, using the computer cooling components for testing different vehicle thermal management advanced control strategies has been made. The master’s thesis includes the integration of a prototype control unit into the demonstration system, which enables to develop, optimize and test new control strategies in real-time and environment. The build-in components that assemble the demonstrator system are connected in a representative sequence, as well as a prototype control unit that allows the system to be operated. The second part of the master's thesis is the creation of a system control model in the MATLAB®/Simulink® software environment, as well as the creation of a visualization model using the ControlDesk software environment from dSPACE GmbH. The third part of the thesis contains the implementation of various control strategies and their impact on the demonstration system. A comparison of the results between different control strategies is shown in the last chapter.

The importance and effectiveness assessment of internal control in the Slovenian policeBranko Lobnikar

Opis: Purpose: The paper presents the findings of a study conducted on a sample of internal control providers within the Slovenian police as part of the target research project "Effectiveness of Systemic Control of the Police in Regard to Human Rights as well as the Statutory and Professional Standards of Police Work (V5-1942)". The purpose of the study was to analyse the control activity in the Slovenian police from the viewpoint of those carrying out control procedures. We were interested in their view of the control process and, through the interviews, we analysed the opportunities and shortcomings of the control activity within the Slovenian police in relation to systemic control conducted by external stakeholders. Design/Methods/Approach: We examined the regulatory framework of control activities in the public sector and in the police and presented the approaches used across Europe. In the empirical part, we conducted structured interviews with employees at the state level, namely with the employees tasked with carrying out control procedures in the General Police Directorate, the Criminal Police Directorate and the Uniformed Police Directorate, and we also conducted interviews with two superintendents at the Police Directorate level. We conducted a total of seven interviews. Findings: The research found that audits, whether carried out by the Ministry of the Interior or by the Police auditors, are seen as a vital element of the management of a police organization. The interview subjects emphasized the role of the heads of police units - both from the point of view of planning internal control activities and translating the findings of the audits into police practice. The dissemination of audit findings can be ensured through the digitization of police work processes; interviewees expressed the need for a systematic solution that would allow them to test the competencies of police officers. Research Limitations/Implications: The article presents the findings from the point of view of the employees responsible for carrying out control activities within the Slovenian police. For a more complete overview of the matter, our findings should be compared with the perspective of those who are the subjects of the control activities, i.e. the police officers who have undergone the control process. The findings of the research are useful primarily for the purposes of planning the processes related to the management and administration of police work and from the point of view of improving the quality of police work. Originality/Value: The paper examines how the employees responsible for carrying out the control activities perceive their own work and how the processes involved in the control of police work are organized, how they function and how effective they are.

Opis: The article is devoted to the issues of mandatory judicial control over acts of subjects endowed with state powers in the field of medical activity. In particular, we consider the judicial and administrative practice of resolving administrative legal disputes in connection with instituting administrative action in the field of public health protection. The current Code of Administrative Judicial Procedure (CAJP) of the Russian Federation combines the legal procedures previously included in separate regulatory acts for judicial control in the mandatory treatment of people suffering from mental illness, the active form of tuberculosis, as well as other diseases, the list of which remains open.

Integracija Shelly v XAM Control z uporabo REST in XAM spletnega strežnikaKristijan Topolko

Opis: V diplomskem delu je na začetku raziskana teoretična snov programa za avtomatizacijo XAM Control kot tudi PLC-programiranja, uporabe C# programskega jezika in SQL-poročil ustvarjenih s programom SQL Report Builder. V nadaljevanju se osredotočamo na postopek razvoja PLC-programa, v katerem zajemamo analizo in načrt projekta z UML-diagramom primerov uporabe. Na koncu so izdelani program in uporabniški vmesnik Shelly stikala, potem pa še spletna aplikacija in SQL-poročilo za prikaz porabe energije.

Perceptions of the Belgrade police detectives about core principles of democratic policing in SerbiaRadomir Zekavica

The main subject of this paper is the analysis of attitudes of police officers (detectives) in Belgrade Criminal Investigation Department (CID) about the core principles of democratic policing – protecting the citizens, commitment to the law, legal constraints of police activities and their impact on the effectiveness of policing, control of police and their legal liability. We also analyzed their views on legal solutions regulating the application of those police powers which are of greatest importance for the protection of human rights and freedoms of citizens.
The work is based on empirical research conducted in the period from September to October 2009 which included 250 (a 25 % sample) police officers in the Belgrade Police Depatment. The questionnaire comprised 49 question, the first six of which pertaining to demographic data. Most questions were of the closed form.
The results of the research show that Belgrade police highly value objectives that are in the function of protecting interests of citizens, cooperation with citizens and absence of all forms of discrimination. They have shown animosity towards the law, as they perceive the law as a factor that limits thier efficiency. Efficiency of the police work is higly valued even at the cost of potentially violating human rights during the investigation. They consider the control of police work neccessary, preceiving the forms of internal control more useful than external control, especially those exerted by courts.
This is an exploratory research, its results show tendencies and broad generalizations are not possible.
Research results can be useful for police managers and for trainers in adjusting performance and attitudes of police officers in Belgrade PD.
The paper presents the findings of research upon which conclusions have been drawn regarding the perception of subjects regarding the most important issues arising from the democratic reform of police in Serbia.

Self-control and morality in Slovenian primary and secondary school sampleEva Bertok

The purpose of this paper is to test one of the main concepts of Situational Action Theory – the concept of the crime propensity on a large Slovenian sample of young people ages 13–17. Crime propensity is constructed from self-control scale and moral values scale.
The factor analysis was used to see if separate dimensions of self-control could be distinguished. A multiple regression was run to predict 16 self-reported delinquent acts from morality and self-control variables, which represented generalized crime propensity index.
On the basis of 19 questions concerning self-control and moral values, almost one third of variance of self-reporting of 16 different delinquent acts was explained. The construct of crime propensity was proven relevant even with different methodology.
Research Limitations / Implications:
Even though YouPrev study employed a similar set of questions concerning self-control and moral values, some very cruicial differences should be noted between the two studies; the most important is the inclusion of risk-taking component in the self-control scale in the YouPrev study which was not included in the PADS+ study.
The paper presents the analysis that hasn’t been made yet in connection with self-reported delinquency acts in Slovenia.

International Conference Fluid Power 2019
Opis: The International Fluid Power Conference is a two day event, intended for all those professionally-involved with hydraulic or pneumatic power devices and for all those, wishing to be informed about the ‘state of the art’, new discoveries and innovations within the field of hydraulics and pneumatics. The gathering of experts at this conference in Maribor has been a tradition since 1995, and is organised by the Faculty of Mechanical Engineering at the University of Maribor, in Slovenia. Fluid Power conferences are organised every second year and cover those principal technical events within the field of fluid power technologies in Slovenia, and throughout this region of Europe. This year's conference is taking place on the 19th and 20th September in Maribor.

Developing and Controling Robot Arm Model with Avnet Microzed Development BoardMarko Purić

Opis: This master's thesis describes development and building of the SCARA robot arm with two rotational joints. Using SolidWorks, model of the SCARA robot was built, serving as development tool for the physical model. Controlling the SCARA robot was done with MicroZed development board, based on the Zynq-7000 SoC, which consists of a field-programmable gate array (FPGA) and ARM Cortex-A9 processor.
Purpose of this master's thesis was to build a SCARA robot and utilize the FPGA for interaction with peripherals, ARM Cortex-A9 processor was used for implementing a cascading control system. This master's thesis is the foundation for future work involving advanced control techniques consisting of nonlinear controllers, which are developed in the Laboratory for Cognitive Systems and Mechatronics at Faculty of Electrical Engineering and Computer Science at Maribor.

The development of ARM-based portable and adaptable power supplyTomislav Brlek

Opis: This master’s thesis describes a development of a portable and adjustable power supply. The first part of the thesis introduces us to the working principle of power supplies in general. Next, we present a functional design of a portable and adjustable power supply and a list of its required functionalities. Chapter “switched-mode power supplies” introduces us to the theoretical basics of the said power supplies, while chapter “linear regulators” introduces us to different types of linear regulators and tells us more about how they work. Everything regarding which microcontroller was used and why it was used is described in the “ARM microcontroller” chapter. Besides microcontrollers, it also talks about which integrated development environment is used and how the microcontroller is programmed. A full and detailed description of each part of the analog circuitry can be found in the chapter “describing the development of the portable and adjustable power supply”. Lastly, the user interface is described in detail.

Standard of control under Article 8 ARSIWALeon Brulc

Opis: State responsibility is considered an essential part of international law, since the whole body of international law would in essence be deemed ineffective if the States were not held liable for their conduct. States are the principal bearers of international obligations because of their legal personality. As a consequence, the fact that States have certain obligations, means that responsibility is heavily interlinked with the notion of sovereignty and vice versa. Similarly to individuals, sovereignty of States is limited with the rights of other States. However, this does not mean that State responsibility is an abandonment of State’s sovereignty, but rather its attribute.
A State cannot act on its own. It can only conduct its operations through its organs and through private actors. While the conduct of an organ of a State might automatically be attributed to that State, the attributability of a private actor’s conduct appears to be more problematic. One of the grounds of attribution of a private actor’s conduct is found in Article 8 of the International Law Commission’s Articles on Responsibility of States for Internationally Wrongful Acts (ARSIWA). Under Article 8 of the ARSIWA, private actor’s conduct is attributable to a State if that State instructs a private actor or if it controls or directs it. When it comes to the attribution on the grounds of control, the case law and theory, as to the degree of control required to trigger State responsibility, are at odds. While part of the theory defends the test adopted by the International Court of Justice (the effective control test), other academics defend the test proposed by International Criminal Tribunal for the former Yugoslavia (the overall control test). This clash is the focal point of the thesis.
While both of these tests were developed in a (para)military context, the question arises whether they can be applied to private corporations, and if the answer is yes, to what extent. In addition to proposing an appropriate test for corporations, this thesis also tries to find the appropriate test for (para)military group and determine whether there should be only one test for attribution or if there ought to be multiple.
